Job Summary:
Sr. Rate Analyst is responsible for forecasting, managing and calculating monthly tariff rider requirements and, as applicable, maintain SOX compliance with such that activities. The objective is establish monthly rates within specific tariff requirements and applicable law that enable the recovery of significant annual expenses and manage the monthly over/under collect amount with oversight from the Manager, Rates and the Director, Rates and Tariff Administration. The position is responsible for the preparation of witness testimony, accounting schedules, and data request responses in conjunction with various annual reconciliations. Additionally, the Sr. Rate Analyst may serve as the expert witness in rate, tariff and rider proceedings. In addition, the position is responsible for preparing other regulatory tariff filings requirements. Finally, the position supports, and in some cases leads, the computation of analytical requirements for rate case preparation, cost of service analysis, rate and rider impact analysis, and oversees the department's economic feasibility study for new business authorization.
Job Responsibilities
Functional Expertise:
-Provide oversight on economic feasibility study analyses for the Company's new business authorization.
-Review annual updates of feasibility study factors for main costs, service costs and depreciation schedules, etc.
-Conduct periodic training for marketing and other personnel.
-Support other ad-hoc analytical requirements in the department.
-Respond to internal inquiries for rate comparisons and bill impacts.
-Responsible for the completion and review of revenue forecasting and analysis
-Responsible for the completion and review of cost of service and depreciation studies
-Conduct analysis behind routine, monthly rate department filings
-Support the Rate Department with other duties as assigned throughout a rate case filing or other commission proceedings.
-Write, review, interpret and apply tariff language relevant to current business processes
-Document changes to SOX control process associated with applicable tariffs.
-Respond to inquiries from regulatory agencies concerning monthly tariff filings and annual reconciliations and consult with Manager of Rates.
-Maintain and modify the required Excel models/worksheets, prepare estimates of rates, and prepare various monthly filing schedules.
-Prepare the annual reconciliation documents. Prepare witness testimony, reconciliation exhibits, and data request responses; at times serve as the expert witness in these proceedings.
-Maintain the Company's historical tariff rate filings for internal use. Prepare documents for the Company's electronic retention archive. Respond to internal inquiries for rate comparison analysis and various tariff administration matters.
-Prepare and support the analytical requirements for general rate case proceedings; i.e. cost of service activities, rate impact analysis, and preparation of filing requirements.
-Lead efforts for monthly tariff filings and annual tariff reconciliations of the corresponding monthly filings
-Lead rate case teams updating miscellaneous tariff charges and tariff language.
Business Acumen:
-Perform in the capacity as the regulatory authority on policies and procedures for providing service to new customers.
-Interpret changes in numerical data related to tariff charges and communicate the impact of the results.
-Analyze inputs into rate calculations for completeness and accuracy while identifying any deficiencies in the inputs.
-Make routine decisions regarding the completeness and accuracy of the rate business processes
-Construct and interpret data from customer information/billing systems for rate analysis.
-Responsible for the writing, review and submittal of data request responses.
-Leverage relevant experience to ensure sound business decision making
Engagement:
-Demonstrate to leadership a high degree of analytical understanding and spreadsheet skills with success.
-Present recommendations of the tariff charges and factors to the Manager of Rates and Director, Rates and Tariff Administration.
-Discuss ongoing changes in market conditions and other variables that impact rate charges with Manager of Rates and Director of Rates and Tariff Administration.
-Collaborate with internal departments and stakeholders.
-Demonstrate independent work habits and collaborate in team environments to achieve results.
-Demonstrate the ability to cross-functionally train other rate department employees.
-Participate on and lead cross-functional teams.
Driving Results:
-Follow-up on emerging issues associated with any rate charge calculations (corporate communication, rate impact analysis, taxes, etc.).
-Act in a manner consistent with accurately preparing the monthly tariff filings for approval on time.
-Ensure accuracy of work completed by self and initiate review of data which appears unusual.
-Respond to inquiries from external customers, regulatory agency phone calls, and other internal departments as required.
Qualifications
Education, Certifications/Licenses:
Required: Bachelor's Degree in Economics, Finance, Accounting or relevant field
Preferred: M.B.A. or Master's Degree in Economics, Finance, Accounting or relevant field
Related Work Experience:
Required: 5 - 7 years of relevant work experience
Preferred: 5 years of relevant work experience
Specific Skills& Knowledge:
Required: Microsoft Excel experience with good finance and analytical competencies (internal rate of return, discounted cash flows). Competencies with Microsoft Office (PowerPoint and Word).
Preferred: Advanced Excel skills and financial modeling.
Working Conditions/Physical Requirements:
TRAVEL REQUIREMENTS
Infrequent Traveler (0-5% travel): The incumbent may be required to travel on a very limited basis. Trips may require air travel and/or overnight stay away from home for one or more nights.
WORK ENVIRONMENT
The incumbent works in an office environment.
