Position Description
The Technical Business Consultant II will support the Affordable Care Act program and develop solutions to enhance the existing eligibility support processes,identifysystem efficiencies, and develop new solutions to further advance program goals. Serco works with the Center for Medicare and Medicaid Services (CMS) as a prime contractor for their Affordable Care Act contract which supports the eligibility for consumers purchasing health insurance through the Federal Health Insurance Exchanges. Our team interacts with all the federal marketplace stakeholders to ensure Serco is fully integrated in a business and technical capacity.
As a Technical Business Consultant II, you will be part of a 4-5-member team that works closely with the customer and other Serco teams to deliver innovative solutions. The team has been recognized by The Center for Consumer Information and Insurance Oversight and the industry for its outstanding contributions to the contract and program.
Full-time remote work is currently in effect due to the pandemic. When it is safe to return to work, this role will primarily be located in Serco's Herndon, VA office with option for part-time telework/fulltime remote.
In this role, you will:
Write business and technical requirements.
Analyze existing information system capabilities and limitations and develop recommendations on how to improve the processes.
Build relationships with client Subject Matter Experts to understand their needs and create the best solutions to their problems.
Apply common best practices to bridge the gap between the technical and the business teams to better assess processes, elicit requirements, and implement solutions.
Provide advanced analytical support to operational team.
Write and run queries, analyze data, and present findings/recommendations to business stakeholders.
Create use cases/user stories for new systems/software or enhancements
Manage multiple projects and priorities, tasks and coordinate various channels of communication at the same time
Review external stakeholders' system changes and identify/ provide technical guidance related to the business impacts on Serco systems
Occasionally Review functional testing results with business/ product owners.
Qualifications
To be successful in this role, you will have:
Bachelor's Degree in Business, Information Technology, Computer Science, Data Analytics, Engineering or related technical or functionaldiscipline or equivalent experience
5+ years overall relevant work experience and 3+ years of experience in Business Analysis
2+ years of experience with SQL and relational database concepts
Excellent customer service skills.
Strong problem solving and critical thinking skills.
Good understanding of Agile methodologies
Highly proficient using Microsoft Office Suite (MS Word, Excel, and PowerPoint), MS Teams, MS SharePoint
Excellent written and oral communication skills.
Additional desired experience and skills:
3+ years preferred in healthcare industry
Federal government consulting and/or contracting experience preferred
Some understanding of various other technologies such as Power BI.
