Job Description:
The Subcontracts Manager (SCM) is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. L3Harris Subcontracts is an incredibly diverse landscape of technologies, products and services for development articles, production, technical & professional services requirements. Subcontracts leverages the variety of subcontract types, (i.e fixed-price, cost reimbursement, time & material, labor hour, etc.) to best manage risk for both L3Harris and our customers. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor. Other duties include change management, risk management, management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment. Subcontracts also supports business development activities on new pursuits and proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing the appropriate due diligence on potential bidders in terms of supplier risk, financial stability, technical capability and quality management system assessments. Subcontracts support government, customer and internal audits as required.

Able to lead, mentor, and provide coaching and training to employees in Supply Chain and outside the Supply Chain organization.
Interacts as a functional representative/subject matter expert internally with management and upper management.
Subject Matter Expert with advanced skills to communicate effectively across Supply Chain, other functional organizations, executive leadership and a wide array of professional levels and functions.
Support supply chain organization and cross-functional requests, and inquiries (i.e., Contracts, Program Management Office (PMO), Business Development (BD), Engineering, Finance, Quality, Operations, Logistics, International Trade Compliance and Regulatory Government Compliance, Accounts Payable (AP), Property Management, etc.).
Advanced knowledge of contract types (i.e., FFP, Cost Reimbursement, T&M, CPFF, CPIF, etc.), government proposals and Basis of Estimate (BOE).
Negotiation skills, subcontractor management and program risk management experience.
Knowledge of FAR/DFAR requirements, Prime Contract flow downs, International Trade Compliance, ITAR, EAR, Import/Export, General Provisions, Terms and Conditions, policies and procedures, and negotiations of legal documents
Able to analyze and ensure compliance to prime contract and program's contractual, legal, technical, and quality requirements.
Able to review and approve subcontracts and proposal packages to ensure organization's compliance.
Reviews Subcontractor Statements of Work (SSOW) to ensure compliance and integrate specific subcontract management deliverables as applicable (forecast, timecard report, etc.)
Reponsible for managing timely administration of subcontracts, purchase orders, contract modifications, request for proposals, negotiations, and processing of legal documents.
Provides support to program kick offs and the preparation of kick off packages with guidance from direct management and based on program requirements.
Collaborates with the program team to define appropriate execution methods to meet cash flow, cost, and schedule objectives upon program startup and during rolling wave.
Works independently to engage cross functional groups in the implementation of risk mitigation actions to prevent problems from occurring.
Qualifications:
May have in-depth knowledge of project management. Bachelor's Degree and minimum 9 years of prior relevant experience. Graduate Degree and a minimum of 7 years of prior related experience. In lieu of a degree, minimum of 13 years of prior related experience.
Total relevant professional experience to be minimum of 7 years in Contracts or Subcontracts. Experience to be one or a combination of the following: Supply Chain, Subcontracts, Contracts, and/or Procurement.
Minimum 5 years experience with Microsoft Office Suite (Outlook, WORD, Excel (including pivot tables, V-lookup, etc.), PowerPoint, etc.)
Must have TS/SCI with poly

Highly proficient in MS Office suite of tools, including Outlook.
Ability to adapt to a fast-paced, dynamic environment with the ability to prioritize and multi-task.

DoD contracts experience.
Knowledge of FAR/DFAR/ITAR laws, rules, and regulations.
Experience in managing various types of complex subcontracts, including hardware, software, complex services subcontracts, and follow-on/production subcontracts.
Managing Subcontracts' budgets and sales forecasting.
