Serco supports the US Government customer on a long-term contract providing broad expertise in DoD acquisition management, DoD contracting, or DoD contract management. Our team provides business support and expertise to include tracking program status, monitoring cost, schedule, and contract performance. You will be part of a team that works closely with the customer to deliver business expertise with an emphasis on contracts, finance, and customer service. Our managers on this team are seasoned Serco personnel who are available and responsive to ensure your success!

In this role, you will:

  • Assist individual program managers, initiative leads, and PEO leadership with monitoring and reporting on the overall health of programs, initiatives, and/or a portfolio.

  • Perform holistic analysis across multiple contracts and government activities to identify cost, schedule and performance concerns for a program or initiative.

  • Perform cross-program analysis to assist in responding to Investment Portfolio (IP) actions and producing execution reports.

  • Draft acquisition and program documents such as TTOs, Statements of Work (SOWs), Program Management Plans (PMPs), Risk Management Plans, program schedules, Technical CICA memorandums, and Acquisition Strategies.

  • Prepare presentations to report analysis findings as well as program/portfolio status.

Qualifications

To be successful in this role, you will have:

  • An active TS/SCI clearance with polygraph.

  • U.S. citizenship.

  • Four (4) years of demonstrated combined experience in DoD program management, contract management, and/or financial management.

  • A bachelor's degree with a business focus or technical focus.

  • In lieu of a degree, Project Management Institute PMP certification, Contract Manager CPCM certification, or DAWIA Level II in any focus area, and an additional three (3) years of directly related experience for a total of seven (7) years may be substituted.

  • In lieu of certification, an additional two (2) years of directly related experience for a total of nine (9) years may be substituted.

Additional desired experience and skills:

  • Familiarity with Plan-It

  • Intermediate proficiency with MS Excel is preferred to include demonstrated use of pivot tables, slicers, and pivot charts.

  • Software Systems Engineer with a focus on architecture and engineering tradecraft documentation to include: HW modeling, system power and bring-up sequences, state degradation diagrams, reliability and availability block diagrams, telemetry data flow and collection requirements, interdependency and HW/FW/SW relationship diagrams.

  • Must utilize systems engineering experience in carrying out functions, including configuration and resource management, quality assurance, and physical and software integration, acquisition, and testing.

  • Must contribute to the development of System Engineering plans, Initial Capabilities Documents, Requirements Specification, and Interface Control Documents.

  • Will also need to record and display internally developed solutions through development of deep-dive documents, flow charts, layout, as well as diagrams.

  • Qualification must include: BS degree in Electrical Engineering, Computer Engineering or a related subject.

  • Proven working experience in installing, configuring, and troubleshooting Unix/Linux based environments, Solid network knowledge (OSI network layers, TCP/IP).

  • Provide software product ownership for HPC tools.

  • Working knowledge of CM tools, web documentation, and issue tracking.

  • Ability to work in a fast paced environment and switch between various architectural paradigms.

  • Develop software tool plugins in the language in which the tools are written.

  • Determine the optimal, or best available, HPC configuration for customer needs.

  • Experience using the Unix CLI

  • Experience performing System Administration tasks including installation, configuration, and sustainment of various COTS/GOTS software in a large scale HPC Unix environment

Qualifications

  • Support the government Software integration lead in all aspects of the project lifecycle, requiring technical expertise as well as documentation and leadership skills.

  • Develop, conduct AOAs and document a large system's software architecture.

  • Forge relationships across the PMO and development teams is crucial for successful operation.

Qualifications

To be successful in this role, you will have:

You will be responsible for performing characterization and performance tuning of various software stacks throughout the system including managing the software and system test development, performance, and benchmarking for each HPC node type throughout the System of Systems. In this role, you will:

  • Analyze user requirements to derive software design and performance requirements.

  • Debug existing software and correct defects.

  • Integrate existing software into new or modified systems or operating environments.

  • Develop simple data queries for existing or proposed databases or data repositories

  • Have experience using languages such as C, C++, Python, Java, Perl, JavaScript, etc.

  • Have experience with agile development processes.

  • Have experience with source code control systems, such as Git.

  • Have experience using collaboration and software development tools (ie. Atlassian).

  • Develop and execute test procedures for software components.

  • Have experience with software development using continuous integration practices.

  • Modify existing software to adapt to new hardware or to improve its performance.

  • Design, develop, and modify software systems, using scientific analysis and mathematical models to predict and measure outcomes and consequences of design decisions.

  • Develop assemblers, compilers, simulators, drivers, board support packages, health & status monitoring packages, and other low-level software.

  • Develop event driven, or data driven analytics.

  • Develop or implement algorithms to meet or exceed system performance and functional standards.

  • Develop or modify software to optimally map algorithms to a particular hardware architecture.

  • Have experience with container technologies, such as Docker.

  • Recommend and implement suggestions for improving documentation and software development process standards.

  • Oversee one or more software development teams and ensure the work is completed in accordance with the constraints of the software development process being used on any particular project.

  • Confer with system engineers and hardware engineers to derive software requirements and to obtain information on project limitations and capabilities, performance requirements, and interfaces.

Our team provides business support and expertise to include tracking program status, monitoring cost, schedule, and contract performance. You will be part of a team that works closely with the customer to deliver business expertise with an emphasis on contracts, finance, and customer service. Our managers on this team are seasoned Serco personnel who are available and responsive to ensure your success!

In this role, you will:

  • Assist with the validation/completion of Unliquidated Obligations (ULOs)

  • Assist the Government Business Contract Management Offices with conducting End of the Year activities and the completion of the Actual data calls

  • Enter requisitions in the NSA's financial management system that include all necessary information and documentation (PSC#, PAR, SPAT, BER#, Acq Sec# etc.)

  • In NSA's financial management system, prepare non-complex Military Interdepartmental Purchase Requests (MIPR) and Economy Act Orders (EAO) and their associated requisitions.

  • Process incoming MIPRs and EAOs using standard BM&A process to ensure Agency acceptance.

  • Create and maintain spend plans in the Agency's financial management system to document Government-specified requirements

  • Modify requisitions and associated documentation to comply with Contracting's guidance to assist in the obligation of funds.

  • Assist Government Program Managers (GPMs) in tracking requirements through execution by tracking and monitoring requisitions through the approval and certification process and to the subsequent destination (either Contracting's database or the receiving entity).

  • Pull financial reports/data from Agency systems such as FACTS, CMIS, EDSS, and CDW.

  • Utilize established NSA acquisition and financial management policies, procedures, regulations and tools.

  • Assist the Government in monitoring of proper financial code usages

  • Assist the Government in responding to internal and external financial data inquiries

  • Assist in monitoring expenses against budgets.

  • Assist the Government in coordination, entry, and finalization of basis of estimate data to include current year updates

  • Provide financial status reports to Government Program and Business Management Offices, recommending specific funding sources, identifying funding shortfalls, and identifying excess obligated funding in comparison to burn rates.

  • Prepare financial briefing materials for Government financial reviews

  • Assist the GPMs by providing data for estimating activities.

  • Assist in the creation of budget or financial planning for an organization, organizational unit, program, or expenditure/cost center to identify potential variances.

  • Coordinate and schedule financial reviews

  • Provide assistance in analyzing and developing improved policies, plans, methods, procedures, and systems of acquisition management.

  • Assist the Government Business Contract Management Offices with responses to internal and external requests for information.

  • Compile and report on programs and budgets; prepare presentations and other materials to support the NSA and DoD programming and budgeting processes, and basis of estimates.

  • Prepare program/project and budget information for Government submission to the Office of the Director, National Intelligence (ODNI), Office of the Secretary of Defense (OSD) and Congress.

  • Prepare tasking requests, point papers, briefing charts, spreadsheets, memos, and other documents within prescribed timelines for Government review.

  • Assist with the interpretation of requests for data and facts; acquire, analyze, and prepare presentations of program and budget data for use in program decision-making.

  • Assist in the development and maintenance of funding profiles for programs, projects, or contracts.

  • Assist Government with strategic business planning.

  • Analyze financial data and transactions for appropriate use.

Qualifications

To be successful in this role, you will have:

  • An active TS/SCI clearance with polygraph.

  • U.S. citizenship.

  • Twelve (12) years of DoD, IC, or fourteen (14) years of DoD, IC and commercial experience in purchasing or finance.

  • A Bachelor's degree with a business focus is required.

  • In lieu of a degree, Program Management Professional (PMP) certification, Certified Defense Financial Manager (CDFM), or DAWIA Level 1 in Business/FinancialManagement, and three (3) years of directly related experience for a total of fifteen (15) years of DoD/IC purchasing/finance experience or seventeen (17) years of combined DoD, IC and commerical purchasing/financial experience may be substituted.

Qualifications

To be successful in this role, you will have:

  • An active TS/SCI clearance with polygraph.

  • U.S. Citizenship.

  • A Bachelor's degree in Computer Science, Computer Engineering, Software Engineering, Electrical Engineering, or other related technical discipline from an accredited college or university.

  • In lieu of a Bachelor's degree, you may substitute four (4) additional years relevant experience.

  • Eight (8) years demonstrated experience in network architecture, design and engineering, managing and supporting large scale projects and network automation, preferably within a professional services firm or similar environment.

  • A deep understanding of TCP/IP and routing and switching technologies.

  • The ability to program with one or more -scripting- languages including Python, Ruby, TCL, Perl, PHP, YAML.

  • Experience with automation and orchestration tools, Salt, Chef, Puppet, and Ansible.

  • Knowledge of network function virtualization virtual router/switch, virtual FW, virtual load balancers.

  • Familiarity with Software Defined Networking (SDN) network disaggregation technologies and methodologies along with open source solutions.

Additional desired experience and skills:

  • Cisco CCIE, CCNP, CCDP, CCSP or CISSP certification preferred; other vendor (Juniper/Arista) network certifications acceptable.

Position Description

Ramp Controllers control aircraft on and within the vicinity of the airport terminal ramp according to established procedures and policies to prevent collisions and minimize delays arising from traffic congestion. The incumbent is responsible for the safe, orderly and expeditious movement of aircraft to and from terminal gates and parking areas. Duties include:

  • Answering radio calls

  • Issuing movement/taxi instructions

  • Coordinating with the Air Traffic Control Tower, pilots and airline dispatchers over landlines, radios and computer systems to determine the best way to expeditious and efficient move aircraft

  • Operating various types of equipment such as: radios, telephones, interphones, computer systems, radar, recording systems, weather equipment, light guns, airport/runway lighting systems, and backup equipment

  • Alerting airport emergency crews and other designated personnel when aircraft are having flight difficulties

  • Maintaining and disseminating records of daily operations

  • Other duties as assigned.

Qualifications

Must be appropriately experienced and competent to perform the duties of ramp controller with all the following minimum qualifications:

(1). High School Diploma (or GED);

(2). Minimum of four (4) years experience as a journey level air traffic controller with the United States Department of Defense or FAA;

(3). Mobility and fitness to safely work in an air traffic control type tower including but not limited to:

(i) ability to lean over work consoles/equipment to conduct panoramic surveillance of aircraft;

(ii) distant and near vision correctable to 20/20 in each eye, with normal color vision;

(iii) speech to communicate effectively and clearly in English; (iv) hearing to demonstrate no chronic disease of the ear that might interfere with the comfortable use of standard or cordless headsets; and

(v) no hearing loss in either ear of more than 25 decibels in the 500, 1000 or 2000 Hz ranges and no more than a 20 db loss in the better ear by audiometer, using ANSI (1969) standards;

(4). Successful completion of an education/experience background investigation as well as a fingerprint based criminal history record check;

(5). Ability to be granted and maintain a security badge as mandated by the Authority, FAA and TSA; and

(6). Ability to meet all minimum drug screening and prohibitions as established by the Authority and under applicable law.

  • Maintain adequate office supply inventory. Maintain organization, cleanliness and inventory of items in storage and order supplies as necessary.

  • Move furniture and office equipment as necessary and other duties such as performing small repairs, innstall/uninstall various facilities items which may include key board trays, white boards, hang pictures/artwork/posters/bulletin boards.

  • Provide support to mail services area. Crosstrain and provide back-up support for all mailroom/shipping/receiving functions.

  • Perform courier runs and deliveries to vendors or clients as necessary.

  • Maintain kitchen areas on a daily basis.

  • Provide escort assistance for contractor and building management.

  • Assist during facility reallocations and construction.

Qualifications

To be successful in this role, you will have:

  • Requires a High School diploma and 5-7 years of related experience

  • Ability to drive company vehicles and transport supplies, furniture, equipment as necessary. Valid driver's license and good driving record required (driving record will be checked).

  • Knowledge of Microsoft Word, Excel and Outlook.

  • Previous customer service experience required

  • Ability to work with hand tools

  • Ability to lift 50lbs without assistance

In this role, you will:

  • Teaching and/or instructing Military personnel transition to civilian professional and vocational occupations.

Qualifications

To be successful in this role, you will have:

  • 3+ years of experience as a professional trainer or facilitator.

  • Experience as a classroom instructor.

  • Must be knowledgeable of the workplace, jobs, and requirement for entry into those jobs.

  • Must demonstrate the ability to provide training to groups with up to 50 participants: individual career counseling experience.

  • Get respirator qualified and wear proper PPE throughout their work shift.

In this role, you will:

  • Provide verbal briefings to the USAFCENT/A2, and to other key leadership as directed by the A2, of significant overnight events and/or items of interest.

  • Report significant activity during non-duty hours to the USAFCENT/A2 Responsible Officer (RO) and/or USAFCENT A2 Leadership as identified in the Senior Leadership Notification Checklist.

  • Maintain regular contact with the USAFCENT Command Operations Center in order to provide consistent warning across intelligence and operational staffs.

  • Perform basic research as directed by USAFCENT/A2 Analysis Division Chief in support of Intelligence production.

  • Retrieve electronic briefings and documents from national Intelligence organizations, COCOMs, deployed and local organizations for inclusion in the USAFCENT/A2 Watch electronic file structure. Upload briefing products to USAFCENT/A2 Leadership e-readers Monday-Friday and/or as requested.

  • Serve as USAFCENT/A2 24/7 focal point for research, compilation, and dissemination of A2 intelligence read file/read book.

  • Serve as USAFCENT/A2 24/7 focal point for the receiving, logging, distribution, and status tracking of Intelligence Requests for Information (RFIs)/Requests for Assistance (RFAs).

  • Perform duties as a data transfer for the USAFCENT/A2 Director, once provided with prerequisite USAFCENT/A2 approved Air Force data transfer agent training.

  • Monitor the USAFCENT/A2 Sensitive Compartmented Information Facility (SCIF) security feed that provides visibility of the SCIF entrances, unless the SCIF is properly secured IAW Technical Specifications for Construction and Management of SCI Facilities.

  • Maintain currency with new technologies and tradecraft for conducting Intelligence Watch duties as directed; may include attending familiarization sessions separately from watch duties when on-site training is provided.

  • Serve as USAFCENT/A2 24/7 focal point for after-duty hours SCIF entry, AFCENT A2 SCIF alarms, and emergency notifications of key personnel.

Qualifications

To be successful in this role, you will have:

  • High School Diploma/GED

  • Top Secret/SCI clearance.

  • Six years of cumulative experience performing operations intelligence analyses in direct support of an air domain focused mission involving analysis and applying critical thought to message traffic, intelligence reports, and other incoming communications in order to discern the significance of reporting and events, prioritize actionable information, and effectively disseminate communications throughout the directorate in a timely manner.

  • Five years' experience with Microsoft Office Tools Suite, internet relay chat, and analytical research techniques (Boolean queries).

  • Open Source (OS) 1 training and Introduction to Middle East Cultural Study (Computer Based Training Course) required. If not completed previously, must be completed three months after employment start. Cost will be covered by USAFCENT.

Serco is looking for an Electrical Tradesman to join a high-profile and challenging project supporting the US Navy. Electrical Tradesman will be on a dynamic team, supporting our C5ISR system installations. Bring your expertise and collaborative skills to make an impact towards our military defense and safety of our Sailors. This position will be based in San Diego, CA.

You will be part of a team that works closely with the customer and other Serco team members to deliver high technology performed onboard U.S. Naval Ships and military installations.

In this role, you will:

  • Receive technical guidance from supervisor or higher-level technician, and your work will be reviewed for compliance with accepted practices.

  • Follow blueprints, guidelines, and/or diagrams to fabricate and assemble various electromechanical and electronic assemblies.

  • Perform work with standard concepts, practices, and procedures within field under general supervision.

  • Rely on limited experience and judgment to plan and accomplish goals and you will typically report to a supervisor.

  • Work onboard U.S. Naval Ships and military installations in an area that is somewhat uncomfortable due to drafts, noise, temperature variation and the like and with equipment.

Qualifications

To be successful in this role, you will have:

  • A High School Diploma or GED and 2-4 years of Shipboard experience installing electronic equipment, ducts, cableways, cables, lagging.

  • An OSHA 10 certification or able to obtain the certification.

  • Ability to use power tools, assembling both large scale and intricate mechanical assemblies.

  • Ability to work with blueprints, assembly drawings and sketches in completing a wide variety of assembly and subassembly tasks.

  • Experience in the fabrication and precision assembly of various mechanical assemblies.

  • Applicant must be able to get respirator qualified and wear proper PPE throughout their work shift.

  • Applicant must be willing to work second shift and willing to work more than 40 hours work weeks.

  • Ability to work in high heat spaces, climb shipyard dry dock stairs/ladders, work in kneeling position for layout of cable runs under false decking, lift 50 pounds with 80% of work requiring carrying, pushing, and/or pulling up to 40 pounds for majority of shift while being in a standing, crouching, or walking position.

  • Candidate must be willing to travel

  • This position supports a U.S. Government Contract whose terms require Serco to staff it only with U.S. Citizens, be able to obtain gain access to shipyards (NAVSTA & DBIDS), undergo a background investigation and pass a drug screening.

Air Traffic Control Specialists (ATCS) control air traffic on and within the vicinity of the airport according to established procedures and policies to prevent collisions and minimize delays arising from traffic congestion. They are responsible for the safe, orderly and expeditious movement of air traffic through the nation's airspace. ATCS duties include:

  • Answering radio calls from arriving and departing aircraft.

  • Issuing landing/takeoff instructions.

  • Issuing information such as runway to use, wind velocity and direction, visibility, taxiing instructions, and pertinent data on other aircraft operating in vicinity.

  • Issuing air traffic clearances.

  • Providing advice based on their own observations and information from the National Weather - Service, IFR control facilities, flight service stations, pilots, and other sources.

  • Taking and disseminating weather observations at Limited Aviation Weather Reporting Station (LAWRS) or Supplemental Aviation Weather Reporting Station (SAWRS) facilities.

  • Transferring control to receiving facilities when aircraft leave their airspace and receiving control of aircraft coming into their airspace.

  • Operating various types of equipment such as: radios, telephones, interphones, computer systems, radar, recording systems, weather equipment, light guns, airport/runway lighting systems, and backup equipment.

  • Alerting airport emergency crews and other designated personnel when aircraft are having flight difficulties.

  • Coordinating with and issuing instructions to airport vehicles and personnel.

  • Maintaining and disseminating records of daily operations

  • Other duties as assigned

The DHA STRATCOM supports this efffort across multiple communications channels and disciplines to a wide variety of key audiences and stakeholders at the national and global levels, including all military hospitals, clinical facilities, the Assistant Secretary of Defense for Health Affairs, the Department of Defense, and Congress.

As a seniorHealthcare Communications Writer, you will be part of a larger 40-person team and will partner with subject matter experts and leadership within a larger communications organization to identify communications requirements and create and edit content that supports MHS strategic initiatives. The content that you create or contribute to will be used across MHS strategic communications outputs for planning, media, web, and outreach/external events.This is an existing opportunity, and you will be joining an experience team that is firing on all cylinders.

In the Senior Healthcare Communications Writer role you will:

  • Draft remarks, talking points, articles, briefings and testimony for the Military Health System's flag officers and senior executives

  • Use developed content to draft responses to Congressional letters directed to MHS

  • Advise senior leadership of communications strategies that support the Agency's mission, goals, vision and objectives

  • Prepare read-ahead materials that inform leadership of potential courses of action and situational awareness for upcoming events

Qualifications

To be successful in this role, you will have:

  • The ability to obtain and maintain a Public Trust clearance

  • Bachelor's degree in Communications, Marketing, English, Journalism, or related field

  • Experience as a DoD practitioner

  • DINFOS trained.

  • Minimum of 7 years of related work experience in content development, communications, writing and editing content for various mediums

  • Proven effective communications skills as well as excellent writing and editing skills

  • The ability to cooperate with other writers and editors to complete projects and provide feedback on products and campaigns

  • Demonstrated experience drafting remarks and products for senior leaders

  • Experience with DHA, VHA or DOD communications
