Senior Program Management & Acquisition Support (Top Secret)

KBR is searching for a senior Program Management and Acquisition Support professional to support the development of first-of-kind space vehicles and missions. Specifically, this candidate will oversee the development, design, and production of a DoD acquisition program at the contracted vendor location. The candidate will provide recommendations to the program office to ensure the vendor is on track to deliver the system on schedule, and within cost while meeting key performance parameters.

This handpicked candidate must possess excellent communication skills and technical expertise with developing, designing, building, and integrating space hardware and software. A successful candidate must be a leader and problem solver with a proven ability to deliver superior results as part of a high performing team in a high-profile, fast-paced environment. The candidate will apply advanced principles, theories, and concepts for highly classified systems, while also effectively communicating complex results with management and executive leadership.

Role and Responsibilities*

  • Serves as program advisory lead for extremely time critical technical projects, test projects, or tasks requiring appropriate level technical expertise.

  • Assists acquisition planning and drafting technical requirements and documents.

  • Coordinates with internal and external stakeholders to verify program needs and identified to meet project goals.

  • Helps the government assess the technical sufficiency, cost, quality, and timely delivery of program deliverables.

  • Confers with engineers to provide technical advice and to assist with problem resolution as needed.

  • Supports management and execution of programs consisting of multiple projects--ensures overall program is properly coordinated and efficiently accomplished with the best available resources.

  • Aids in the development of a Monthly Status Report on all support efforts including updates in status and performance, major activities, challenges and opportunities, deliverables, and contractor performance.

  • Drafts, reviews, and edits final program reports, documents, and briefings.

  • Supports acquisition planning and development of documents required for systems acquisition.

  • Supports and advises acquisition and program management functions, advises government management on design challenges, supply chain and production challenges, delivery, and integration, and supports system program reviews.

  • Work on high-visibility or mission critical aspects of a given program and perform all functional duties independently.

  • Oversee the efforts of less senior staff and/or be responsible for the efforts of all staff assigned to a specific job.

  • Translate complex ideas and data into simple, actionable recommendations or easily differentiated courses of action.

  • Communicate clearly, concisely, and with technical accuracy-oral and written.

  • Required skills:

  • Minimum ten (10) years of relevant experience on space development programs for the DoD or IC.

  • Experience in the development and fielding of satellite systems through assembly, integration, and test.

  • Experience with Space Vehicle and subsystem integration.

  • Experience in DoD acquisition management.

  • Understanding of operational environment and corresponding mission user needs.

  • Experience analyzing and developing contract data requirements lists and deliverables.

  • Experience with Integrated Master Schedules, and risk management.

Desired skills:

  • Fifteen (15) years of relevant experience on space development programs in the DoD or IC.

  • Experience in production management and/or industrial engineering to include assessing availability and lead-time in ordering required parts, production facilities, production timelines, and manufacturing readiness.

  • Experience with ACAT I/II level acquisition programs.

  • Experience as a SETA in a government program office.

  • Experience with rapid prototyping.

  • Experience with integrated air, space, and cyberspace capabilities.

Education:

  • Relevant BA/BS degree

  • Relevant MA/MS degree

Clearance:

  • Active TOP SECRET clearance with sensitive compartmentalized information (SCI) and special access program (SAP) eligibility.

  • No

  • Candidate must maintain a TS/SCI clearance as a condition of employment and willingness to submit to a Counter-Intelligence polygraph.

Work Location & Travel:

  • This position is full-time, on site in vicinity of Kent, WA and will require travel up to 25% of time within the continental United States.

KBR is looking for a Mechanical Designer to plan, schedule, and conduct work requiring judgment in the independent evaluation, selection, and adaptation of engineering techniques, procedures, and criteria. Performs work which involves conventional engineering practice but may include a variety of complex features such as conflicting design requirements, unsuitability of conventional materials, and difficult coordination requirements. Provides technical guidance to designers and less experienced engineers. Job tasks, correctly performed, impact indirectly on cost containment, efficiency, profitability or operations. Requires sufficient professional experience to assure competence as a fully trained professional. Work requires a broad knowledge of precedents. Also may be responsible for leadership of a functional area on a small project or a segment of a larger project.

Functional job responsibilities will include but are not limited to:

  • Responsible for design, specification, selection and services relating to mechanical equipment such as rotating machinery, pressure vessels, atmospheric storage tanks, fired and unfired heat transfer equipment, utility equipment, packaged units, material handling and solids processing systems.

  • May also include design, specification, selection and services of mechanical systems for buildings such as gases, fluids, and heating, ventilating, air conditioning and vertical transportation.

KBR is looking for an Electrical & Instrumentation Designer that will independently evaluates, selects, and applies standard engineering techniques, procedures, and criteria, using judgment in making minor adaptations and modifications. With additional experience within one functional area, assists in the design of larger and more complex assignments which involve conventional types of plans, investigations and surveys with relatively few complex features for which there are precedents. Job tasks, correctly performed, impact indirectly on cost containment, efficiency, profitability or operations.

Functional job responsibilities will include but are not limited to:

  • Modify or create electrical schematics, single-line diagrams, PLC and DCS I/O drawings, instrument loop diagrams, electrical equipment arrangement drawings, cable tray layout drawings, CCS (Cable and Conductor Schedule), instrument lists, instrument installation details, electrical equipment and instrument specifications, conduit routing drawings, panel layout drawings and assembly details.

  • Design will encompass traditional 2-dimensional drawings and advanced 3-dimensional modeling.

  • Will receive functional direction from client personnel and/or project team leaders

  • Work includes gathering field information, locating related reference drawings, preparing specifications, getting quotes for E & I items, and writing E & I sections of scopes of work.

Required Education, Experience, & Skills:

  • Must have a good working knowledge of power distribution, motor control, instrumentation, wire & cable sizing, NEC requirements, etc. with 5 -7years of experience preferred.

  • Associate's Degree in Electrical Engineering or Instrument/Controls Technology or demonstrated proficiency in Electrical or Instrumentation Design in lieu of degree

  • Experience using a modern CAD Drafting software package

  • Experience in the Chemical Process or related industries with the working knowledge of E&I equipment and systems design.

  • Excellent time-management skills and the ability to plan, prioritize, and implement multiple, concurrent projects or activities.

This position is located at the Spruance Site in Richmond, VA. Work will be performed full time at site.

  • Be proficient in knowledge and maintaining client's CAD standards and guidelines.

Perform general IT requirements, installation, configuration, maintenance, and security in an unclassified network environment for applications, databases, integrations, or infrastructure as assigned. Support Windows Server builds and have the ability to harden systems to be in compliance with DoD RMF policies.
  • Perform security monitoring and maintaining security patches and updates on Windows servers, using ACAS/Nessus vulnerability management to maintain compliance. Support Windows Server performance monitoring including monitoring disk space; and resource utilization, capacity and availability. Essential Duties & Responsibilities:

  • Provide HP services within the ATC's scope of practice as defined by the National Athletic Trainers Association (NATA).

  • Design and fabricate protective pads, equipment and braces to help prevent and treat injuries, including the use of taping techniques within the ATC's scope of practice.

  • Provide instruction and guidance within the ATC's scope of practice.

  • Participate in periodic meetings to review the care provided to patients and identifies opportunities for improvement. Should a meeting occur outside of regular working hours, the ATC is responsible for reviewing the information disseminated at the meeting.

  • Serve as an advisor to the HP program Manager and/or Coordinator in matters related to injury prevention, sports medicine, rehabilitation, and bridging.

  • Serve as an advisor to the HP program Manager and/or Coordinator for administrative matters, purchasing of supplies and equipment, and supplemental fiscal requests.

  • Collaborate throughout the HP program to enhance the quality of patient care delivered.

  • Conduct equipment, product, and literature reviews to ensure HP stays current with the provision of care.

Basic Qualifications

  • Specific contract requirements regarding education and experience will prevail.

  • U.S. Citizenship Status required due to client requirement.

Preferred Qualifications

  • Military PMEL/TMDE training preferred.

  • Preferred experience in dimensional calibration to include gage blocks, calipers, micrometers, thread plug gages, ring gages, and GD&T

  • Fluke Met/Team, Fluke Met/Track and Met/Cal experience a plus.

  • Previous customer service experience is a plus.

Title:

Distributed Event Lead (Systems Engineer)

We are in search of an intelligent and inquisitive systems level engineer with preferred experience across a range of activities; including Distributed Test and Training, Networks, Computer systems, Weapons systems, Weapons Simulations, Test and Training Range instrumentation, Software Applications, Mission Support, Data Collection and Analysis Tools. The selected individual will be trained to be one or our primary technical points of contact for TENA/JMETC-supported distributed events and corresponding customers. TENA enabled tools and the JMETC Network are an essential RDT&E capability to provide DoD weapons System of System Testing and Training. This Individual will support the event customer and work with the TRMC Support Team to ensure the objectives of the event are met and to demonstrate event success at the highest levels. The Event Lead will work with the customer to follow a sound System Engineering approach and to ensure that the TENA/JMETC product line and services are well understood and applied. This individual is responsible for planning and coordinating technical support with the Service's military, civil service and support contractor personnel. To ensure event success, the Event Team Lead coordinates TRMC Support Team activities, represents the TENA/JMETC Event Team at the necessary event support meetings, coordinates internal TRMC Support Team activities, and coordinates necessary documentation to meet customer and TRMC requirements. The individual will travel frequently to military facilities in support of mission activity, will be subject to a Government security investigation, and must meet the eligibility requirements for access to classified information.

Day to Day responsibilities include -

  • Coordinate Support team activities with event customer

  • Represent TRMC in event meetings

  • Develop and coordinate plans/activities/status of TRMC Support Team activities

  • Support development of JMETC Project Support Plan (PSP)

  • Capture network requirements and coordinate with event customer and participants

  • Travel and oversee event tools and configuration

  • Present collected TRMC Support Team activities and status

  • Present potential issues, potential impact to event and possible alternative solutions

  • Produce and distribute a daily SITREP during events and Lessons learned documentation at the event end

  • Coordinate internal User Support Team activities

  • Troubleshoot network and application issues

  • Coordinate with TRMC organizations (TENA, JMETC, CTEIP, etc.) to ensure that consistent and quality products are provided to the event customer

  • Organize and lead internal meetings to determine status of Support Team activities

  • Align Support Team activities with event schedule

  • Coordinate interoperability needs with TENA User Support Team

  • Coordinate network infrastructure needs with JMETC SYSCON

  • Coordinate Ports and Protocols list with JMETC SYSCON

  • Coordinate TRMC Support Team documentation

  • Status reports, final reports, lessons learned, fact sheets, briefings, etc.

  • Document potential issues and potential impact to event

  • Test new software tools and applications

Must have the following:

  • United States Citizenship

  • Education: Bachelor's degree in an applicable field

  • Minimum of 15 years experience to include the following: a. Experience with Test/Training Ranges, b. Knowledge of Range Instrumentation Systems, c. Knowledge of Data Analysis Tools

  • Coordination, Communication and Presentation skills

  • Secret Clearance

Prefer any or all of the following:

  • Knowledge of (TENA) Test and Training enabling architectures

  • Knowledge of DIS and HLA Architectures

  • Knowledge of Middleware protocols

  • Knowledge of Object-Oriented Design/UML/HTML/XML/XMI/C++/MS Office/CORBA

  • Knowledge of Windows and Linux operating environments.

  • Knowledge of computer languages C++ and Java

  • Knowledge of Networks and Network Protocols

  • Knowledge of CTEIP Programs

  • Knowledge of S&T Programs

  • Knowledge of DoD Programs and Acquisition process

  • Understanding of Distributed Tests and Exercises
