Essential Functions and Responsibilities

  • Review and interpret plans, site layouts, specifications and construction methods to ensure compliance to legal requirements and safety regulations

JMT is seeking a motivated individual who desires increasing responsibilities in designing and managing Water Resources Engineering for a variety of projects. The Water Resources Section Head is responsible for business development, financial success, and managing staff for the Water Resources department in the Virginia Beach Virginia office. The successful candidate will be well-versed across the water resources discipline with demonstrated design and management experience in drainage, erosion and sediment control, and stormwater management design, modeling, and permitting with the supporting capabilities to perform a variety of design tasks in the civil engineering and environmental permitting field.

Successful candidates will be expected to effectively oversee and mentor developing staff and perform and manage a variety of water resource related engineering design and permitting projects. Work assignments could include, but are not limited to, drainage design, stormwater management design, erosion and sedimentation control, permitting, watershed studies, hydrologic and hydraulic analysis, design/inspection of traditional and innovative green stormwater infrastructure and SWM BMPs in both urban and rural environments, the development of roadway and site grading along with construction staging and sequencing plans.

Assignments will be performed through a working knowledge of applicable design criteria, regulatory requirements, and standards and processes. The candidate will be expected to manage multiple design assignments, including oversight and direction of design staff and coordination with clients; prepare scopes of work and personnel hour estimates, developing/maintaining project schedules and budgets; analyzing and documenting critical design elements; coordinating with others to determine requirements and incorporating feedback.

Coordination with clients, contractors, outside consultants, government agencies, project stakeholders and JMT staff from multiple locations and technical disciplines is expected.

The Right of Way Agent will perform all aspects of right of way and real estate related activities necessary to maintain and protect property rights while negotiating favorable terms to various land and right of way related agreements secured on behalf of customers, including the acquisition, relinquishment and modification of easements, fee land purchases, franchise and permit rights, encroachments resolutions and settlements of damage claims among other land and right of way related negotiations. The successful candidate will be responsible for providing technical and complex expertise for right of way land acquisitions, which may include the following: determination of data collection needs, interpreting state and federal regulations, completing title reports, appraisals, notices, negotiations, court testimony, payments and assist in determining right-of-way and highway easement needs in collaboration with the project manager and engineer.   • Provide right of way services to develop, check, review and certify all right of way documents which include, right of way plans, descriptions and Record of Survey(s) for parcels identified as required on proposed construction outside of the existing right of way in accordance with the applicable Right-of-Way Design and Survey and Geomatics Standards

  • Ensure compliance with applicable laws, rules, regulations, policies, and procedures

Job Description

Vaughn & Melton, a JMT Company, is seeking a Party Chief- Field Surveys to join their Team in Asheville, North Carolina. The successful candidate will be responsible for performing surveying and mapping duties, usually under the direction of an engineer, surveyor, cartographer, or photogrammetrist to obtain data used for construction, map making, boundary location, mining, or other purposes. They may assist with calculations for map making information and assist in creating maps from source data, such as surveying notes, aerial photography, satellite data, or other maps to show topographical features, political boundaries, and other features. They also may verify accuracy and completeness of topographical maps. This position works closely with project engineers creating plans for the construction of various types of transportation and civil/site projects including, but not limited to, the following: roadways, bridges, parks, commercial and private developments. The position will also be required to work closely with land survey crews in the preparation of topographic and boundary surveys as well as construction stake-out and as-built surveys. Essential Functions and Responsibilities

  • Provide data relevant to the shape, contour, location, elevation, or dimension of land or land features

  • Compile geographic, political, and cultural information and prepare maps of large areas; record the results of surveys, verify the accuracy of data, and assist with the preparation of plots, maps, and reports

  • Collect data in the field and calculate mapmaking information for use in performing computations and computer-aided drafting

  • Research legal records, look for evidence of previous boundaries, and assist with the analysis of the data to determine the location of boundary lines

  • Understand the use of Global Positioning System (GPS), laptops, and computer software for surveying

  • Accompanies and oversees work of field crews, conducting complete assignments or portions of a large and diverse project while organizing field operations and collecting data to ensure efficacy and accuracy

  • Reviews project specifications and confers with engineer and surveyor concerning assistance required such as plan preparation, acceptance testing, and evaluation of field conditions, design changes, and reports

  • Performs non-routine assignments involving substantial variety and complexity

  • Performs surveying duties not requiring licensure

  • Computes volumes and prepares graphs

  • Performs supervisory responsibilities on a job specific basis

Nonessential Functions and Responsibilities

  • Perform other related duties as assigned

  • Occasional travel as needed

Required Skills

  • Ability to use applicable software programs required for gathering field data and organizing data for submission to the Land Surveyor. Uses Computer Assisted Drafting software

  • Mathematical Skills including the ability to calculate figures and amounts such as proportions, percentages, area, circumference, and volume. Ability to apply concepts of basic algebra and geometry

  • Knowledge of all positions on the crew and capability to utilize all equipment

Required Experience

  • High school diploma or equivalent

  • 3 + years' experience in a surveying

  • Experience with Total Stations and data collectors, preferably Trimble, TDS and Carlson, and GPS receivers

Working Conditions

Work is performed in the field 90% of the time. Ability to extensively perform bending, kneeling, standing, shoveling, and lifting and carrying objects weighing up to 25 lbs as needed. Work may be conducted outside in heat/cold, wet/humid, and dry/arid conditions.

Work is performed within a general office environment 10% of the time. Office work is generally sedentary in nature, but may require occasional standing and walking. Lighting and temperature are adequate and there are no hazardous or unpleasant conditions caused by noise, dust, etc. within the office environment.

Travel expected 20% of the time.
