To monitor, research, and analyze public policy governance and manage the compliance program.
Responsibilities
Develops, maintains, and manages the compliance program including the coordination of compliance activities of other policy analysts.
Serves as the organization's technical compliance expert and resolves complex compliance issues.
Provides technical advice and guidance to policy analysts on compliance matters.
To ensure products, services, and operations are in compliance with all legal and regulatory requirements: monitors, researches, and analyzes complex and difficult public policy governance including federal and state laws, regulations, staff commentaries, court decisions, legal opinions, trade association guidance, Navy Federal Instructions, and other resources.
Evaluates existing and new products, services, and internal operations and establishes compliance requirements and parameters with all applicable laws, regulations, and other governance.
Counsels and advises management and operating units on requirements of applicable laws and regulations.
Selects, analyzes, and disseminates applicable compliance information to appropriate management and operating units.
Prepares written and oral analyses, reports and other communications for management and operating units.
Provides compliance training to management and operating units.
Leads teams to implement new or changed compliance requirements.
Participates in teams to develop compliant products and services.
Evaluates, selects, and maintains resources and materials for the compliance library.
Emphasizes compliance in regular contacts throughout the organization.
Monitors, researches, and analyzes public policy governance and its formulation including federal and state laws and regulations, legislative and regulatory proposals, legislative agendas, legislator activities, trade association efforts, and other third party activities to make recommendations to senior management on complex positions and courses of action consistent with organizational mission, strategic plan, and operations.
Assesses internal input and external stances on proposed legislation and regulations.
Advocates positions and actions with legislative bodies, government agencies, trade associations, and other appropriate third parties.
Prepares written and oral analyses, reports and other communications for management and operating units.
Summarizes the issues, as appropriate, requests input, and distributes copies of proposed legislation and regulations to management.
Emphasizes organizational positions on issues via regular contacts with third parties
Conducts internal compliance reviews.
Analyzes operational activities and issues relating to the interpretation and impact of federal and state laws, rules and regulations, and other governance.
Advises appropriate managers and supervisors of findings.
Recommends corrective actions.
Supports senior management on matters relating to compliance, legislative and regulatory proposals, and other public policy matters by preparing research papers, white papers, correspondence, speeches, talking points, etc.
Maintains liaison with external groups and represents Navy Federal in external meetings as appropriate.
Performs other related duties as required or appropriate.
Qualifications
Thorough knowledge of project management, operations analysis, and legislative staff work procedures.
Thorough knowledge of compliance issues affecting the organization and the credit union movement.
Ability to manage and maintain an effective, ongoing compliance program.
Demonstrated ability to clearly and effectively communicate complex issues both verbally and in writing.
Ability to lead and manage projects.
Ability to independently work on multiple issues concurrently and to exercise independent judgment in establishing priorities.
Ability to organize work, make sound decisions and exercise good judgment
Experience that demonstrates strong skills in researching and analyzing complex laws and regulations, staff commentaries, legal opinions, court decisions and other documentation and the analysis of operations to determine and ensure compliance.
Demonstrated highly effective interpersonal skills for working closely with internal organizational units and for effective representation of organizational positions on issues with external parties and groups.
Desired Qualifications
Working knowledge of Department of Navy operational and support requirements to understand and address the impact of public policy issues and compliance on the field of membership.
Thorough knowledge of the current and future challenges facing the credit union movement.
Certification as a credit union compliance professional by a widely recognized certification authority
Bachelor's degree in business or public administration, management, operations analysis, legal studies, or related field.

Overview
To assist with managing, planning and oversight of 1st line risk management functions for the Real Estate Lending (REL) Division to ensure the overall effectiveness of risk and compliance management programs, risk analytics and operations. Plan, develop, and implement operational risk frameworks/measurements methodologies, policies, standards, and procedures to ensure effective quality control and audit procedures. Ensure operational risk programs align with strategic business initiatives, achieve business and quality objectives, mitigate risk and enhance operating procedures. Promote operational efficiency and service excellence through appropriate risk controls, process improvements and training.
Responsibilities
Assist with the management of functional reviews, root cause analysis, and analysis of operational risk in REL
Develop and implement tools, methods, and programs to identify and mitigate operational and regulatory risks to mitigate risk exposure
Manage and partner on efforts to identify and develop innovative, creative, and strategic initiatives for process improvements to sustain and improve risk in REL
Collaborate with the Office of General Counsel (OGC), 2nd Line Regulatory Compliance, Enterprise Risk Management (ERM), Lending, Information Security and other NFCU Business Units, Audit, and regulators to support risk and compliance-based initiatives
Collaborate with other business units and functions to assess and support organization risk mitigation needs by developing strategies, tactics, and quality review solutions
Establish Risk and Control Self-Assessments (RCSAs), and Controls Testing to evaluate control effectiveness, identifying control failures, Issues and Events management, facilitating risk and compliance remediation, internal and external audits and regulatory
Oversee quality control audits to ensure compliance with applicable federal and state laws, rules, regulations, and NFCU policies and procedures
Manage the identification and remediation of control deficiencies, develop solutions to strengthen controls, and oversee corrective actions to aid management decisions
Communicate quality assurance procedures, existing protocols, and effective controls to improve products and services
Collaborate with staff, senior management, and business unit partners to assess and support organization risk mitigation needs by developing strategies, tactics, and quality review solutions
Evaluate the adequacy of corrective action taken on past reviews and report on the status of approved recommendations
Measure and evaluate the success of risk programs to determine their effectiveness and to ensure the business units' adherence to the risk framework requirements, internal policies, and best practices
Stay abreast of regulatory compliance standards, new and developing risk trends and best practices
Provide feedback to ensure training is in full compliance with all applicable statutory requirements and Navy Federal policies, procedures, rules, regulations, and values
Ensure risk control recommendations/solutions support optimal internal/external exam/audit preparedness
Acquire, process diverse information to develop effective recommendations and corrective actions for management actions/initiatives
Contribute to a culture of collaboration by actively working across business lines and sharing knowledge

Qualifications
Advanced knowledge of operational and regulatory risks and controls, including knowledge of risk management techniques from both detection and mitigation perspectives
Significant experience in risk assessment methodology and systems
Experience in managing audits working with internal audit and external examiners
Advanced knowledge of, and proficiency in, data analysis, reporting, and operations research
Ability to develop conclusions and feasible alternatives to formulate courses of action, including forecasting and cost-benefit analysis
Significant experience managing multi-dimensional teams and projects which involve organization, holding strategy and status meetings, planning, motivating, and managing the work of participants
Experience in managing risk and/or compliance related activities in financial services or other relevant industry
Advanced knowledge of applicable federal and state laws, rules, and regulations
Advanced knowledge of mortgage/banking/financial industry trends, products, and services
Experience demonstrating thought-leadership, initiative-taking, decision making and creativity in solving business problems

Overview
At Navy Federal Credit Union, the Commercial Credit Administration group comprises Business Lending Operations, Underwriting, Loan Participation, and Portfolio Management. These teams provide operational and risk management support for the $1B commercial loan portfolio. The Business Operations Analyst will work daily with the operations staff under general supervision and perform a variety of support functions related to loan operations.
Responsible for optimizing the performance of business operations by analyzing current and forecasting future performance. Conduct analyses and gather, organize and review data to support general business operations and planning activities and ensure processes are integrated and effective across the department. Conduct routine work assignments of limited scope and complexity under close supervision. Entry level professional with developing skill set and a basic understanding of procedures and analysis techniques.
Responsibilities
Assists with closing and loan servicing support for the institution's participation loan facilities
Process investor remittances, advances, renewals, and book new loans on the core system
Interacts daily with internal systems to initiate and receive wires
Manages the ongoing balances between loan system and agent bank
Research and resolves loan related issues which may include missing payments, interest rate changes and/or unprocessed draw requests or conversions
Ensures all lending transactions are booked and managed correctly ensuring compliance with all policies and procedures
Conduct analyses and reporting in support of general business operations and planning activities including budget development, equipment availability and other capabilities
Assess requirements for internal business processes, ensuring integration across teams and business units and compatibility with organizational strategic goals
Document business processes and workflows; identify inefficiencies or areas for improvement.
Analyze and evaluate business data to identify solutions to basic business problems; use quantitative analysis methodology to perform data, cost and benefit, and/or process measurement analysis
Analyze processes and workflows to understand value chain, input/output, to improve and/or automate business performance
Contribute to reports that show key performance indicators, identify areas of improvement into current operations, and display root cause analysis of problems and value chain, input/output, to improve and/or automate business performance
Qualifications
1 year of related banking work experience
College/university degree or 1-2 years of experience in business and operational strategy, planning and analysis
