To assist the Branch Manager of a medium/large branch office by overseeing the efficient operation of the branch to ensure operational functions are completed and properly performed by branch staff.
Responsibilities
Supervise and lead branch team to provide members the full range of Navy Federal Credit Union products and services including lending products and depository accounts such as checking, savings, certificate, IRA, revocable trust and estate accounts
Assist the Manager in monitoring cash operations and branch self-auditing efforts to keep credit union assets secure and within operational limits
Manage staff to ensure vault opening, closing and balancing procedures are completed
Participate in outside marketing and promotional activities for members and potential members through financial presentations, local events and realtor/trade shows and events
Participate in recruiting efforts, on-boarding and initial training of team members
Participate in budget, purchasing, tracking and records retention for business expenses
Guide team development for continual growth in technical, soft and leadership skills
Provide applicable support to ensure team achieves and maintains product, service and business goals, including cross servicing of Navy Federal products and services
Assist with leading and training team members to deliver high quality service to our members
Analyze reports and conduct trend analysis to optimize business performance
Ensure compliance with all security, safety and emergency preparedness procedures
Ensure compliance with all HR related policies, practices and procedures, such as timekeeping, recruiting, compensation, separations, leave usage, etc.
Ensure the team follows, complies with and regularly reviews all required policies, practices and procedures
Perform supervisory/managerial responsibilities:
o Supervise daily activities
o Ensure adequate/skilled staffing; select employees
o Establish performance goals and priorities
o Prepare, conduct and review performance appraisals
o Develop, mentor, and counsel staff
o Provide input and/or prepare budget requirements for Annual Financial Plan (AFP)
o Ensure section/branch goals and objectives align with division/department strategy

o Act as Manager in the incumbent's absence

Qualifications

Working knowledge of applicable federal regulations governing consumer lending and/or credit cards, mortgage and equity loans, savings and checking accounts

The Assistant Manager coordinates and leads team activities to ensure completion. Network Engineering & Operations: Responsible for network monitoring, planning, installation, and 24x7 support. Translates business objectives into cohesive network operational recommendations and solutions. Establishes technical standards, and ensures appropriate interface capabilities with other internal systems and teams as well as external vendor managed systems.

Supervises and provides technical guidance for 24/7 technical staff
Serves as a technical contact for the team in determining the cause and resolution of network problems on a 24 X 7 basis and if necessary, determines methods for restoring partial service to customers while a permanent solution is implemented
Collaborate to set standards and ensure the delivery of services to clients for a 24 x 7 x 365, Network Operations Center that provides remote level I and level II technical support

To assist with managing, planning and oversight of 1st line risk management functions for the Real Estate Lending (REL) Division to ensure the overall effectiveness of risk and compliance management programs, risk analytics and operations. Plan, develop, and implement operational risk frameworks/measurements methodologies, policies, standards, and procedures to ensure effective quality control and audit procedures. Ensure operational risk programs align with strategic business initiatives, achieve business and quality objectives, mitigate risk and enhance operating procedures. Promote operational efficiency and service excellence through appropriate risk controls, process improvements and training.
Responsibilities
Assist with the management of functional reviews, root cause analysis, and analysis of operational risk in REL
Develop and implement tools, methods, and programs to identify and mitigate operational and regulatory risks to mitigate risk exposure
Manage and partner on efforts to identify and develop innovative, creative, and strategic initiatives for process improvements to sustain and improve risk in REL
Collaborate with the Office of General Counsel (OGC), 2nd Line Regulatory Compliance, Enterprise Risk Management (ERM), Lending, Information Security and other NFCU Business Units, Audit, and regulators to support risk and compliance-based initiatives
Collaborate with other business units and functions to assess and support organization risk mitigation needs by developing strategies, tactics, and quality review solutions
Establish Risk and Control Self-Assessments (RCSAs), and Controls Testing to evaluate control effectiveness, identifying control failures, Issues and Events management, facilitating risk and compliance remediation, internal and external audits and regulatory
Oversee quality control audits to ensure compliance with applicable federal and state laws, rules, regulations, and NFCU policies and procedures
Manage the identification and remediation of control deficiencies, develop solutions to strengthen controls, and oversee corrective actions to aid management decisions
Communicate quality assurance procedures, existing protocols, and effective controls to improve products and services
Collaborate with staff, senior management, and business unit partners to assess and support organization risk mitigation needs by developing strategies, tactics, and quality review solutions
Evaluate the adequacy of corrective action taken on past reviews and report on the status of approved recommendations
Measure and evaluate the success of risk programs to determine their effectiveness and to ensure the business units' adherence to the risk framework requirements, internal policies, and best practices
Stay abreast of regulatory compliance standards, new and developing risk trends and best practices
Provide feedback to ensure training is in full compliance with all applicable statutory requirements and Navy Federal policies, procedures, rules, regulations, and values
Ensure risk control recommendations/solutions support optimal internal/external exam/audit preparedness

Qualifications
Advanced knowledge of operational and regulatory risks and controls, including knowledge of risk management techniques from both detection and mitigation perspectives
Significant experience in risk assessment methodology and systems
Experience in managing audits working with internal audit and external examiners

Ability to develop conclusions and feasible alternatives to formulate courses of action, including forecasting and cost-benefit analysis

Overview
Validate and process checks and/or financial instruments received from multiple sources within posting deadlines, in compliance with state and federal regulations that govern payments processing. Process moderately complex transactions and exceptions. Research, resolve, balance, and reconcile basic to moderately complex adjustments received via the Federal Reserve Bank (FRB), financial institutions and business units in compliance with federal, state and internal organizational procedures. Receive incoming check files from other financial institutions and post funds in compliance with regulations and company policies. Adhere to internal controls to minimize risk and prevent losses. Support branch, division and Navy Federal's goals and objectives. Work under minimal supervision and may receive direction and guidance on work priorities.
Responsibilities
Prioritize, process and reconcile incoming and outgoing financial items from direct presentment banks, the Federal Reserve Bank (FRB), Navy Federal branches, Mail Remittance, ATM, eDeposits, or other sources for clearing
Make pay/no pay decision for corporate check items
Reconcile general ledger for proper recordation and processing of escheated items to ensure compliance with state and federal regulations
Make payment decisions on negotiable instruments that require special handling, e.g. stop payments, cancelations, voids, duplicate paid drafts, and escheatment
Organize work according to item type (e.g. on-us, returned items, Savings Bonds etc.) to ensure adherence to established deadlines/guidelines
Initiate Check Adjustment and correspond with the FRB via an automated system to resolve incorrect payment amount, duplicate or false presentments
Research and investigate escalated problems involving member and corporate check transaction; processes corrections to exceptions transactions
Review status of outstanding transaction and initiate corrective action for transactions
Review transactions flagged as fraudulent or suspicious; determine risk level based on OFAC regulations and complete appropriate documentation; escalate confirmed fraudulent or suspicious transactions to Security
Remain current on industry rules and regulations governing checks and other financial transactions
Perform on-going quality control to ensure efficiency and accuracy of processes and procedures
Perform end of day balancing for Incoming and Outgoing Check transaction
Obtains and prepares additional documentation for check adjustments to be provided to internal business units, financial institutions and the FRB
