This position is in support of the Department of State (DOS) as a part of the Vanguard 2.2.1 contract. The candidate will be responsible for the development of Virtualization solutions utilizing VMWare and Cloud technologies. The candidate will research, analyze, evaluate and integrate as necessary new and emerging technologies in order to find ways to deliver a superior IT environment to the bureaus in a cost effective and secure manner. The candidate will support the continuing goal of incorporating these innovative technologies into the Department's equipment modernization program.

Description of Duties:

• Execute the duties and responsibilities as a member of the System Integrity Office (SIO).

• Design, integrate, and deploy VMWare IT solutions.

• Provide operational engineering support to enterprise-level solutions using virtual server hosting, backup solutions, off-site data replication and service level storage solutions.

• Provision Virtual Machines and patches to the software and hardware hosting infrastructure.

• Participate in on-call after-hours support rotation, responding to support calls after-hours/weekends/holidays/shutdowns.

• Update system and process documentation and user guides as needed diagrams and SOPs as needed.

Qualifications

Required Education & Experience:

• BS and 9+ years of related experience; Masters and 7+ years; Additional experience may be accepted in lieu of degree.

• VMware Experience

• VMWare and vSphere design, integration and deployment.

• Knowledge or Training on VMware and ESX 6.0+ deployment, configuration, and maintenance.

• Windows engineer or administrator experience (Active Directory, GPOs, and PowerShell scripting)

Required Clearance:

• US Citizenship.

• Active Top Secret Security Clearance.

Desired Experience:

• Linux engineer experience, namely on RedHat/RHEL.

• Experience working on incorporating commercial mobile devices and other hardware products into a government infrastructure.

Qualifications

Required Education and Qualifications:

• US Citizenship is required.

• Experience in providing financial tracking and support for the government customer in areas of Program Control, Finance, Cost Estimating, Financial Analysis, or Accounting.

• Experience in financial planning and analysis.

• Candidate should be familiar with multiple program types (CPAF, CPFF, LOE, FPLOE, FFP, T&M, IDIQs, etc.) with varying degree of complexities.

• Proven experience across project planning and control and variance analysis with a background in Federal procurement.

• Demonstrate the ability to process and analyze large volumes of data in Excel and consolidate into management level reports.

Responsibilities include but are not limited to:

• Evaluate alternative solutions for technical issues by attending working group meetings, providing technical expertise and feedback for the applicable air platforms, weapons systems and subsystems they support.

• Coordinate with multiple disciplines as required to prepare or review the technical documentation, proposals, investigations, and analyses needed to support ECPs, requirements verification matrices and other appropriate documentation.

• Review, analyze and track specifications and data packages

• Participate in technical working groups, Program Management Reviews, System Safety Working Groups, Systems Engineering Technical Reviews, briefings and other significant program activities.

Qualifications

Experience and Skills Required:

• Engineering degree from an accredited university in Engineering, Mathematics, Physics or a related scientific discipline.

• Minimum 10 years of recent and relevant experience in an engineering position.

• Experience working NAVAIR programs (weapons programs preferred).

The successful candidate will provide support to the Cybersecurity Integrity Center (CIC) in the Department of State Bureau of Information Resource Management (IRM). Duties are in the Washington, D.C. metropolitan area ( 30% in downtown D.C; 70% in Beltsville, MD) . The CIC supports cybersecurity monitoring, threat analysis, incident response, and infrastructure remediation within and across all of the State Department's information technology (IT) infrastructure. The CIC coordinates and collaborates with other State Department bureaus as well as other organizations within the Federal Government, and commercial partners.

Work is performed onsite 3+ days/week in a 24x7x365 operation and shifts available are to be determined.

Description of Duties:

The Senior Cyber Security Analyst provides Cybersecurity remediation through outreach to system owners and system administrators for the CIC, especially in Microsoft products and security systems, but also including other enterprise server & desktop operating systems enterprise applications, and in support of over 80,000 customers globally. The Cyber Security Analyst will:

• Apply preventive measures, system monitoring, and data analysis.

• Apply sound technical and management principles to identify and remediate cybersecurity --vulnerabilities across the State Department global IT enterprise infrastructure.

• Perform Cybersecurity remediation through outreach to system owners and system administrators

• Apply organizational and process change principals.

• Monitor the release of new Common Vulnerabilities and Exposures (CVEs) and inform stakeholders.

• Evaluate system performance results, response to incidents/problems, perform risk assessments, and evaluate performance metrics.

Responsibilities include:

• Ability to conducting vulnerability scans and recognizing vulnerabilities in security systems.

• Detecting host and network-based intrusions via intrusion detection technologies.

• Develop, Identify and resolve security vulnerabilities related to deployment and testing processes.

• Assist with streamlining and optimizing processes and procedures to rapidly remediate vulnerabilities from cybersecurity threats.

• Collaborate with Department and external cyber stakeholders on cybersecurity technology implementations to meet specific operational needs.

• Perform technical evaluations of recommended vulnerability mitigation actions and make recommendations based on impact and/or other countermeasures.

• Implement strategies for CIC cyber defense technologies, ensuring integration and alignment for continued operation.

• Perform operation and maintenance activities in support of existing CIC cyber tools and technologies (MSV, Qualys, Tenable Nessus and others).

• Identify, diagnose, and prioritize anomalies in cyber defense infrastructure and resources.

• Document, request and maintain ports, protocols, and services for CIC infrastructure.

• Perform cybersecurity testing of developed applications and/or systems. Identify and direct the remediation of technical problems encountered during testing and implementation of new systems.

• Assist with developing reports and dashboards and make tuning request to SIEM system owner(s) in support of enhancing cyber monitoring.

• Make recommendations based on trend analysis to enhance monitoring and hygiene activities.

• Properly document all systems security implementation, operations, and maintenance activities and update as necessary.

Qualifications

Required Education & Experience:

• Bachelors and two (2) years or more experience; may accept additional experience in lieu of degree.

• Experience with Microsoft Operating Systems (OS) engineering and support experience focusing on Active Directory (AD), System Center Configuration Manager (SCCM), System Center Operations Manager (SCOM).

• Experience in penetration testing.

• Ability to perform impact/risk assessments.

• Conducting application vulnerability assessments.

• Ability to use network analysis tools to identify vulnerabilities.
