Performs Systems Engineering activities related to Ground Systems within the NRO SIGINT Directorate LEO Systems Program Offices. For both legacy and future systems, Individual must be familiar with existing and future notional satellite ground segment acquisitions, O&M of those systems, and operational ground stations. Additionally, Individual must be familiar with design and requirements aspects of future architectures being acquired. Both legacy and future ground segments consist of ground command and control (C2) and mission management software as well as supporting hardware and networks. Individual must be familiar with the interconnected functionality and interfaces of the Mission Management, Collection Management, and Command and Control of space SIGINT collection systems to advise on optimizing the overall approach implementing mission-unique functions within a new common architecture. Additionally, individual must be familiar with specifics of Mission Management of LEO SIGINT constellation to serve as a key interface to external organizations developing the next generation common Mission Management application for the entire SIGINT constellation.
Key duties/responsibilities include, but are not limited to:
Support development of satellite control ground systems to include:- Ensuring needs are accurately captured and documented in requirements, architecture and CONOPS. Track and evaluate allocation of requirements to subsystems and units
Develop and manage system inter-segment ICDs
Coordinate and support definition of, integration with, and migration to cloud based computing
Coordinate with other acquisition offices to represent Program Office equities and ensure on-time mission capable system(s)delivery to support end-to-end mission closure
Identify program risks and opportunities and support/manage their resolution through execution of program processes
Qualifications
TYPICAL EDUCATION AND EXPERIENCE:
Bachelors in a technical field (Engineering, Mathematics, Computer Science)
10+ years' experience with NRO ground systems
Satellite ground systems acquisition experience to include understanding of software development
Experience with cloud-based computing operational systems to those constructs

SAIC's National Security and Space (NSS) Sector is currently seeking a Software Acquisitions Engineer for a customer within the National Reconnaissance Office (NRO) in Chantilly, VA. The Software Acquisitions Engineer works with other government and contractor team members in a challenging work environment supporting the NRO acquisitions lifecycle and systems engineering & integration, while delivering mission excellence to programs of national importance.
The Software Acquisitions Engineer will join a team of on-site SETAs working on modeling and simulation for satellite system resiliency with responsibilities that may include but not limited to the following:
Work in a collaborative team environment studying and analyzing a wide variety of problems in the Space domain
Identify Agile solutions and program epics with acceptance criteria and ensure prime development and subcontractors align to government requirements
Optimize pre-increment planning and iterative integration demos via Agile software development best practices
Assess developer performance by analyzing contract deliverables for demonstrations and oversee testing for achieving pertinent objectives
Analyze developer recommendations for software enhancements across cloud, on premises, and HPC environments
Write Statements of Work for upcoming systems acquisitions
Advise Contracting Officer Technical Representative (COTR) on developer performance through cost, schedule, and performance analysis and evaluation
Identify risks and provide unique courses of action to solve complex technical problems
Review contractor submissions for technical accuracy and provide government personnel detailed critical analysis

As the Space Systems Engineer you will provide specialized engineering expertise supporting system-level architecture analysis for advance ground innovative software services. Active TS/SCI clearance with Poly.
A Bachelor's degree with 9 years professional experience. Note: Additional years of experience may be substituted in lieu of a degree.
A minimum of 9 years of experience with facility operations, specifically with mechanical systems.
Basic knowledge of the government organization and method of conducting business.
Knowledge of facility operations & maintenance activities and procedures.
Experience related to low and medium voltage power distribution systems in commercial and/or industrial facilities.
Experience campus-wide water distribution systems (chilled, domestic, etc.), associated pumps, and other HVAC equipment.
Understanding of Critical Infrastructure and ability to assess reliability based on reviewing historical data, reports, or interviewing technical/non-technical personnel familiar with such assets or components (i.e. power generators, utility production and distribution, chilled water plants, data centers, etc.).
Ability to estimate and produce a rough order of magnitude (ROM) cost estimates for facility project planning and programming.
Demonstrated experience with project and construction estimating.
Ability to manage multiple and competing resources.
Demonstrated project management skills associated with managing performance, budget, schedules, and adhering to control gates.
Excellent interpersonal skills with proven ability to team with industry partners.
Knowledge of federal, state and local building and safety codes.
Desired Qualifications:
Understanding of ICS/SCADA systems and electronic controls, energy monitoring and control systems (EMCS).
Understanding of quality management principles to include quality assurance and quality control.
Understanding of and experience in reliability centered maintenance, predictive maintenance principles and practices.
Experience with data centers.

SAIC is seeking a Data Governance Policy Principal to fill a critical position on the SAIC's Prime Program Landmark AOS in Chantilly, VA. Landmark AOS is a large SETA program supporting the NRO's Ground Enterprise Directorate (GED), responsible for the acquisition of systems over the complete end-to-end life cycle.
As a Data Governance Policy Principal , you will assist the information/data governance team in the formation and execution of data governance framework, policy, and standards. You will also assist in the implementation of an enterprise data governance and policy framework supporting the Chief Architect's office within the Intelligence Community.
Job duties to include:
Assist in the development of an enterprise-wide data governance framework, with a focus on improvement of data quality and the protection of sensitive data through modifications to organization behavior policies and standards, principles, governance metrics, processes, related tools, and data architecture.
Define roles and responsibilities related to data governance and ensure clear accountability for stewardship of the Customer's principal information assets.
Serve as a liaison between functional technology areas to ensure that data related business requirements for protecting sensitive data are clearly defined, communicated, and well understood and considered as part of operational prioritization and planning.
Develop & maintain inventory of the enterprise information maps, including authoritative systems, owners.
Facilitate the development and implementation of data quality standards, data protection standards and adoption requirements across the enterprise.
Define indicators of performance and quality metrics and ensure compliance with data related policies, standards, roles and responsibilities, and adoption requirements.
Establish and ensure adherence to an enterprise data governance framework for data policies, standards, and practices.
Establish and govern an enterprise data governance implementation roadmap including strategic priorities for development of information-based capabilities.
In conjunction with the IT, provide progress reports to government management and provide updates to the data governance roadmap.
Provide individual engineers with technical leadership and with respect to data governance and policy adherence.
Qualifications
Required Education and Experience:
Bachelor's and nine (9) years or more experience; Master's and seven (7) years or more experience; PhD or JD and four (4) years or more experience.
6+ years' experience with IC, DoD, and/or commercial space architectures, systems and/or operations with large-scale data or project management and oversight experience.
3+ years' experience with industry leading data quality and data protection management practices
Knowledge of data governance practices, business and technology issues related to management of enterprise information assets and approaches related to data protection.
Demonstrated consulting skills, with change management concepts and strategies, including communication, culture change and performance measurement system design.
Knowledge of risk data architectures, technology solutions, data related government regulatory requirements, emerging trends and issues
