Job Title: Lead Emergency Case Manager/Individual Deployment Support (IDS) Coordinator

Summary

Lead Emergency Case Manager/Individual Deployment Support (IDS) Coordinators provide case management services and oversight including assistance, support, and advocacy to designated affected Navy families including those with Individual Augmentee (IA) orders or those with emergent needs.

Essential Duties and Responsibilities

  • Initiate and maintain liaison with installation and community support organizations

  • Monitor and provide quarterly quality assurance review of Individual Deployment Support services within designated area of responsibility

  • Ensure effective marketing and outreach of Individual Deployment Support services within designated area of responsibility

  • Operate as part of a larger system with continual communication with CNIC, Naval Investigations (N1), and local military installations, keeping in touch with changes and additions to resources and policies. Ensure Individual Deployment Support specialists within designated area of responsibility are aware of changes in resources and deployment support requirements

  • Serve as the designated POC for an individual Sailor or family, or DoD civilian or family, to support them in obtaining necessary services for current status and future permanent transition

  • Serve as a liaison with other military community agencies. Provide intensive case management services for assigned Sailors or family members

  • Using existing resources, support family by providing necessary required forms, obtaining explanation and directions from subject matter experts, and advising them through the bureaucratic requirements associated with displacement or transition

  • Provide feedback and information to CNIC leadership regarding family needs, lapses in the

  • system, and response times

  • Be solution focused and address system lapses in a timely and professional manner

  • Utilize information technology including the internet as available to keep abreast of changes

  • Serve families and provide support where needed while being responsive to the tempo and the overall needs within FFSP

  • Coordinate and integrate family services and referrals utilizing on- and off-installation resources, state, intra-state, and federal services as necessary

  • Ensure that all information and referral and individual emergency case management services are entered and counted in Fleet and Family Support Management Information System (FFSMIS)

  • Ensure staff providing IDS and emergency case management services are accounting for all services scheduled and delivered in the automated Centralized Scheduling and Metrics system in use by the FFSP

Required Education and/or Experience Qualifications

The Education Services Facilitators are non-clinical personnel who provide classroom training, workshops and seminars by delivering quality of life programming to service members and their families. Summary

The Personal Financial Counselor (PFC) program is seeking qualified individuals to work full-time with Service Members and their families on personal financial issues such as budget planning, credit management and debt reduction, as well as retirement and estate planning. These full-time positions are located on military installations throughout the continental Unites States and selected overseas locations.

Essential Duties and Responsibilities

The majority of Service Members and their families will require financial counseling and education to assist with establishing a basic level of financial literacy, good financial behavior and habits, long term financial planning to include retirement planning. The PFCs will be responsible for:

  • Identifying immediate and long range measures to increase income, reduce household expenditures, and avoid additional financial burdens.

  • Personal budget/financial planning to reduce, eliminate, and avoid debt and to achieve solvency and stability.

  • Teaching Service members (and their families) money management techniques to encourage them to live within their means.

  • Understanding credit, finance charges, interest rates and the implications of only paying the minimum amount each month.

  • Educating military families on the importance of maintaining excellent credit histories and ratings.

  • Establishing, monitoring, and protecting their credit.

  • Teaching Service Members to make informed decisions and to be aware of associated costs such as insurance, maintenance, fuel costs, etc.

  • Educating and counseling Service Members - about their retirement systems and providing financial models to assist them in establishing a comprehensive retirement plan

  • Assisting with tax planning.

  • Teaching Service Members and their families how to save for emergencies, unanticipated contingencies, and both short and long-term goals

  • Other duties as assigned.

PFCs will traditionally provide support in one of three ways. Any combination of the three may be requested by the installation coordinator.

  • Face-to-Face financial counseling: PFCs support and educate individuals and families to help address specific needs, including provision of appropriate resource referrals.

  • Financial briefings: Facilitate briefings designed to promote awareness and educate Service Members and their families on various personal finance topics. PFCs facilitate requested briefings using a library of approved presentations and handouts on a variety of financial topics.

  • Resource table: PFCs perform outreach and engage event attendees in conversations about setting financial goals, guidance to appropriate resources, as well as discussions on all areas of personal finance.

Required Education and/or Experience

Job Title: Military Family Life Counselor (MFLC)

Summary

MFLC Counselors provide assessment, short-term, solution-focused counseling services and non-traditional walk around participant outreach to eligible individuals, marital or intimate partners, families, and groups. MFLC services shall be provided by licensed clinicians with specialized credentials, experience, and uniquely tailored skills to address the specific needs associated with adult military members, caregivers, and spouses. MFLC services shall enhance participants' ability to cope with the many challenges associated with the complex dynamics unique to the military service environment.

This position focuses on Adult and/or Embedded MFLCs: Adult MFLCs for an expected 12-month assignment term, with a possible 12-month extension.

Essential Duties and Responsibilities

  • Works in partnership with installation and uniformed Points of Contact (POC) to ensure needs of service-members, families, and program requirements are met.

  • MFLC Counselors provide assessment and short-term, solution-focused counseling services to eligible individuals, marital or intimate partners, families, and groups.

  • Ability to perform accurate assessment of the client's presenting problem and to plan effective treatment for that problem. Knowledge of preventative models that strengthen service members' and their families' readiness and resilience by reducing the stresses/stressors of military life cycle.

  • MFLCs have extensive knowledge of the military chain of command and feel comfortable interacting with all ranks within a military structure.

  • Establish strong relationships with those having significant influence within the command structure.

  • Ability to attend and brief at brigade and battalion staff meetings.

  • Supporting installation events, fairs and ceremonies to establish trust and build relationships.

  • Responds to critical incidents, surge, and on-demand events, and special requests directed by the POC and approved by the Office of Secretary of Defense (OSD) program manager.

Required Education and Experience Qualifications

  • Work cooperatively with the DPM for Career Center Operations and Advising Services Operations Manager in developing short and long range goals, objectives, policies and operating procedures in accordance with contract parameters for the Career Center and specifically Coaching Services.

Required Education and/or Experience Qualifications

Education/Experience

  • Be fully vaccinated for COVID-19 by December 8, 2021

  • Bachelor's degree in social science or related behavioral science field OR a combination of social science education and experience equivalent to a bachelor's degree OR Four years' equivalent experience

  • Experience making presentations and facilitating training for large and small groups

Required Qualifications

  • Demonstrate general knowledge of FFSP programs and experience in the following program area:

  • Transition Assistance and Family Employment

  • Cross-training and support for additional program areas as assigned

  • Knowledge of the formulation and execution of needs assessment tools

  • Knowledge of the military and the challenges of the military life style

  • Knowledge of social services and/or education delivery systems

  • Skilled in providing individual education as well as group facilitation

Job Title: Learning Specialist

Summary

The Learning Specialist works in the CNIC Division as part of the Professional Development and Training Team. This team supports government contracts delivering quality of life programming to service members and their families. The ideal candidate will have experience in instructional systems design, Articulate Storyline e-learning authorware, knowledge of the military lifestyle and/or community, and training facilitation experience (both in-person and online) This is a telework position.

Essential Duties and Responsibilities

  • Apply the ADDIE model and the tenets of adult learning theory to develop curriculum and training products in support training the Navy's Fleet and Family Support Program workforce.

  • Deliver live, instructor-led training via webinar technologies using Adobe Connect platform.

  • Adhere to strict production schedules and meet aggressive deadlines

  • Draft graphic materials in the PowerPoint package using advanced functions incorporating learner centered graphics in the design.

  • Collaborate with team members and customers, to include using web based document management and collaboration tools.

  • Research content and develop /or employ subject matter expertise on the Navy and/or Fleet and Family Support Programs and services

  • Work collaboratively with the Learning & Development Contracts Portfolio Manager and Project Managers to develop content and maintain project schedules for Desk Guides, curriculum projects, digital media products and online professional training and technical support.

  • Consult with internal and external customers to assess curriculum and training needs and solutions.
