The Role

Estimates labor and material costs of manufacturing and engineering based on request for proposal (RFP) data submitted by prospective customers. Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data. Collects cost data from functional representatives, subcontractors, and vendors. Computes cost estimates of raw materials or subcontracted work and labor. Prepares and maintains historical cost data. Creates cost models for cost estimating elements. Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors.

The ideal candidate should be a proactive, team-oriented, resourceful, independent/critical thinker, solutions-focused, adaptable, and flexible individual that can work with minimal supervision. It is preferred that the candidate have RCOH trade and estimating experience so that they will have familiarity with the RCOH Planning Alpha Acquisition process to be able to estimate and help lead/train others on the team. Strong leadership and communication skills, both verbal and written, are necessary due to the collaborative nature of this position with the other functional areas of NNS, as well as external customers. Occasional travel is needed in order to support ship-checks onboard nuclear powered aircraft carriers and meetings held outside of the normal office space.

Must Have

Bachelor's Degree and 10 years of relevant exempt experience; Master's Degree and 8 year of relevant professional experience

One of the following may be used as equivalent to Bachelor's Degree to meet minimum qualifications:

  • NNS Apprentice School graduate

  • Navy Nuclear Power School (NNPS) graduate

  • Associate's Degree or other formal 2 year program and 2 years of relevant exempt experience or 4 years of relevant non-exempt experience

  • Military Paygrade E-5 or above military experience

  • High School/GED and 4 years combined of Manufacturing, Shipbuilding, Trades, Military experience or other relevant exempt experience

The Role

The Role

Coordinate and supervise all aspects of the construction process for AOR including defining the project scope, goals and deliverables that support build strategy and key event schedule. Manage project expectations with team members and other stakeholders to ensure quality and safety standards are met and that work is being performed as scheduled within contract specifications. Identify and expedite the resolution of design, material, grouping, scheduling, manpower, or other problems that could risk accomplishment of critical path work. Liaise with trades' management to control cost performance within AOR, to include determination of overtime requirements and identification/management of cost drivers. Assess all growth work and/or contract funded point changes are evaluated to ensure funding is authorized and work is integrated and achievable within schedule. Identify impact and potential risks and devise contingency plans. Perform inspections including, but not limited to, preliminary structural inspections, tank/void inspections, yard final inspections, inspection to support release of concealing materials, compartment and system turnover inspections and test inspections. Document discrepancies and issue to responsible party for corrections. Assess safety risks within AOR and develop mitigations plans as appropriate.

Must Have

2 years Foreman experience OR Apprentice Graduate OR Military Navy E-6 and above OR BS in Engineering Or Construction/Project Management

4 years exempt related experience (Planning, Production Control, Engineering, Construction/Project, Merchant Marine)

6 years non-exempt professional experience

The Role

Researches, plans, designs and develops mechanical products and systems such as instruments, controls, robots, engines, machines and mechanical, thermal hydraulic or heat transfer systems for production, transmission, measurement, and use of energy. Applies research to the planning, design, development, and testing of mechanical and/or electromechanical systems, instruments, controls, engines, and/or machines.

This mechanical engineer position acts as a technical member of the Plant Engineering Fire Protection Team, which oversees the execution of fire protection studies, projects, and ongoing maintenance for Buildings, Dry Docks, Piers and other Facilities. The candidate should be familiar with National Fire Protection Association (NFPA) standards, the Virginia Construction Code (VCC), Virginia Statewide Fire Prevention Code (VSFPC), and other related codes and standards. The candidate should have a sound working knowledge of fire alarm and detection systems, fire sprinkler systems, clean agent suppression systems, and related technologies.

This position will lead and coordinate the execution of contracted inspections, routine maintenance, and construction projects related to fire protection systems across the Shipyard. The candidate will provide technical guidance to internal and external customers on fire protection, life safety, and related matters. This position interacts with other project teams where installation of Fire Protection systems is a subset of the project goals to ensure that proper design, installation and commissioning is accomplished. This position will review plans, calculations, and submittals for fire protection systems to ensure compliance with code and contractual requirements. This position leads and coordinates engineering evaluations related to initial installation, replacement, or refurbishment of fire protection systems. The candidate will develop cost estimates and provide input to the Facilities Long Range Strategic Plan for planned and emergent fire protection projects.

Must Have

Bachelor's Degree and 9 years of relevant exempt experience;

Master's Degree and 7 years of relevant professional experience;

Ph.D. and 4 years of experience.

The Role

Estimates labor and material costs of manufacturing and engineering based on request for proposal (RFP) data submitted by prospective customers. Analyzes specifications, including sketches, blueprints, bills of material, or sample layouts, and calculates production costs using labor and material pricing schedules and historical data. Collects cost data from functional representatives, subcontractors, and vendors. Computes cost estimates of raw materials or subcontracted work and labor. Prepares and maintains historical cost data. Creates cost models for cost estimating elements. Prepares cost reports and presents findings to management, contract personnel, proposal coordinators, customer representatives, price auditors, vendors, and subcontractors.

The ideal candidate should be a proactive, team-oriented, resourceful, independent/critical thinker, solutions-focused, adaptable, and flexible individual that can work with minimal supervision. It is preferred that the candidate have significant RCOH trade and estimating experience so that they will have familiarity with the RCOH Change Cell Proposal process to be able to estimate, negotiate, and help lead/train others on the team in order to process multiple contract change types such as Request for Proposals, Unpriced Supplemental Agreements, Change Orders, and Request for Equitable Adjustments. Strong leadership and communication skills, both verbal and written, are necessary due to the collaborative nature of this position with the other functional areas of NNS, as well as external customers. The Role

Coordinate and supervise all aspects of the construction process for AOR including defining the project scope, goals and deliverables that support build strategy and key event schedule. Manage project expectations with team members and other stakeholders to ensure quality and safety standards are met and that work is being performed as scheduled within contract specifications. Identify and expedite the resolution of design, material, grouping, scheduling, manpower, or other problems that could risk accomplishment of critical path work. Liaise with trades' management to control cost performance within AOR, to include determination of overtime requirements and identification/management of cost drivers. Assess all growth work and/or contract funded point changes are evaluated to ensure funding is authorized and work is integrated and achievable within schedule. Identify impact and potential risks and devise contingency plans. Perform inspections including, but not limited to, preliminary structural inspections, tank/void inspections, yard final inspections, inspection to support release of concealing materials, compartment and system turnover inspections and test inspections. Document discrepancies and issue to responsible party for corrections. Assess safety risks within AOR and develop mitigations plans as appropriate.

Advanced Weapons Elevator (AWE) Experience preferred.

Essential Job Responsibilities

  • Develop EMS superiority capability development plans that implement policy, doctrine, strategy, operating concepts, and other DAF guidance. Capability development plans will:

  • Support drafting, presentation, review, and coordination of EMS program requirements with the Air Force requirements gatekeeper and in the Air Force Information Resource Support System (IRSS)

  • Support liaison with the Office of the Secretary of Defense, AF/A5/7 Air Force Futures, and MAJCOMs for EMS-related capability development and requirements. Support coordination with AF/A5/7 to include EMS superiority capability development planning in the Air Force Future Force Design

  • Develop and draft responses, presentations, papers, and reports, as needed, to support communication of EMS superiority capability development plans and actions to stakeholders inside and outside the Air Force

  • Support liaison with MAJCOMs, SAF/AQ, Federally Funded Research and Development Centers, University-Affiliated Research Centers, and the Defense Advanced Research Project Agency

  • Develop and maintain Special Access Program (SAP) access management plans, including HAF-level policy and guidance, in coordination with ACC/A8ZW, to provide SAP logistics support for MAJCOMs

  • Support liaison with SAF/AAZ to establish and maintain the EMS Advanced Programs Office and associated program portfolio

What we are looking for

  • 2-3 years relevant military aviation EW experience with Bachelors in related field; 0 years experience with Masters in related field; or High School Diploma or equivalent and 6 years relevant experience.

  • An example of relevant experience can include:

  • experience as an Airborne Electronic Attack Operator carrying out electronic attacks in support of military missions or similar activity

  • Familiarity with military command structures

  • Experience operating Electronic Warfare Components and/or systems

  • Bachelors or higher in Computer Science, Software Engineering, Computer Engineering, Electrical Engineering, Mechanical Engineering, Engineering Technology, Information Technology, Physics, Mathematics, or any related field of study

  • 0 - 2 years of experience with software development of algorithms, computer networking and interfaces in a Linux environment.

  • Willingness to go through the United States Security clearance process

  • US Citizenship Required

  • Willing to work in Hanover, MD

Preferred Requirements

  • Highly creative and interested in novel challenges

  • Willingness to develop software with C++, Java, Javascript, or related languages in a Linux Environment

  • Strong communication skills and ability to work collaboratively in a close team environment

  • Demonstrated ability to successfully apply educational background to real-world engineering problems

  • Experience with software development or desire to build computer science/software development expertise to address cutting edge challenges
