Overview
Support Navy Federal's leaders and business partners to identify critical learning gaps and recommend the best learning solution to support business unit objectives and enterprise-wide initiatives aligned with Navy Federal's University learning model and enterprise strategy. Collaborate enterprise-wide with operational and learning community partners to understand organizational / department learning needs and support the development of strategy-focused learning. Partner with talent development, the enterprise learning community and subject matter experts to curate, validate, and develop content and learning resources, tools, and self-directed content to support enterprise strategy and goals. Support the measurement of effectiveness of learning solutions and programs. Support learning subject matter experts in providing knowledge of design programs, principles, development standards, techniques, and methodologies and apply each, ensuring a positive learner/customer experience and alignment with Navy Federal's overall strategy and culture.
Responsibilities
Assist in the development of learning strategies, tactics and solutions and assist in the design and development of learning solutions and content for one or more professional development or employee upskilling programs
Facilitate learning solutions for professional development, employee upskilling and other areas as applicable
Gather data and conduct analysis on less complex sets of data to evaluate and analyze training effectiveness
Collaborate in the development of reference materials, support tools and leader resources that reinforce strategic learning
Remain current with industry learning best practices and technical, product and program enhancements
Support multiple small-scale Division/Branch projects and programs
Perform other duties as assigned
Hybrid/Partial telework environment across multiple work locations (Determined by Business Unit Leader)
The scope and focus of work for Learning Solutions Architects in L&TD (HR) are aligned at the enterprise level.
Learning Solutions Architects operating outside of the HR division, will have a scope and focus that is more directly aligned to the business unit/department level needs.
Qualifications
Experience in one or more of the following: program management and evaluation, learning science, communications, instructional design, organizational development and/or extensive experience designing, developing, and implementing training
Willingness to learn, use a growth mindset and combine theoretical knowledge with practical, hands-on application
Experience in conducting needs assessment and analysis for learning solutions
Experience effectively building relationships with and influencing team members and management
Experience measuring ROI on learning solutions
Exposure to compiling, organizing and presenting findings and conclusions clearly and concisely to stakeholders and management
Experience in synchronous learning and/or facilitation for individuals or groups
Experience in working and participating in cross-functional teams and projects
Fundamental understanding of instructional theories, educational psychology, educational theory, tools and resources
Exposure to building strategic and execution-focused plans and alliances with partner leadership
Ability to interact tactfully and effectively in difficult situations
Exposure to organizational, planning, and project management skills and knowledge

Effective skill communicating with all levels within an organization

Bachelor's Degree in Education, Instructional Technology, Human Resources, business, communication, behavioral sciences, Program Management or related field or the equivalent combination of training, education and experience

Overview
Support and lead the Enterprise Data Governance (EDG) Office in developing and enhancing data access management for our cloud enterprise data lake. Lead cross-functional engagements with business data leads, engineering teams, business users, and other business units on developing data governance processes, data and quality strategies, and capabilities. Identify opportunities to mature and streamline data access management processes and controls. Further champion the data access management and governance to protect our members data and reduce risk.
Responsibilities
Provide advisory services and support execution of Enterprise Data Governance plans to enable the safe use of Enterprise data.
Coordinate with stakeholders to identify and implement data access controls/processes aligned with data access framework.
Establish data access controls/processes to minimize risks and meet emerging needs.
Provide oversight and training to stakeholders responsible for approving/auditing user access to Enterprise data.
Participate in data access compliance reviews and coordinate issue resolution activities.
Foster alignment across Enterprise Data Governance, Risk, and Information Security goals and objectives.
Design data access management metrics in partnership with key stakeholders.
Serve as Data Governance Product Owner for Data Access Management.
Effectively communicate and present standards, and procedures to business stakeholders.

Overview
To provide advice and counsel regarding various legal aspects of Navy Federal Credit Union, advising management and business units on a wide spectrum of legal issues relating to Navy Federal business and subsidiary entities with a focus on data privacy and information security issues. Interpret and translate legal requirements and communicate them effectively to business units and external stakeholders. Assist with overseeing litigation and managing outside counsel.

Responsibilities
Provide legal advice and counsel regarding matters of regulatory compliance, litigation, and contracts including, but not limited to, GLBA, CCPA, EFTA, RFPA , UCC, FCRA
Act as liaison to Navy Federal business units to facilitate, improve, and strengthen operational decision-making through integration of legal analysis as part of the business development process
Advise on legal issues across the full spectrum of Navy Federal's business, including, but not limited to: enterprise data governance, information security, collections, credit cards, secured and unsecured consumer lending, student lending, procurement, and vendor management
Ensure policies/procedures comply with legal and regulatory requirements, including, but not limited to: regulations from National Credit Union Administration and Consumer Financial Protection Bureau
Help identify existing and new issues pertaining to corporate compliance with state and federal regulations to ensure necessary policies, strategies and procedures are implemented
Respond to senior attorney and management requests for specific legal interpretation and/or the application of laws and regulations
Assist in providing litigation support and appropriate support to outside counsel; monitor work performed by outside litigation counsel and audit associated billing
Interpret and review laws, rules, and regulations affecting Navy Federal operations to optimize business effectiveness
Obtain or provide justification for all expense items
Provide ad hoc project support requiring additional legal review and research to the General Counsel Office and Navy Federal committees, other departments and senior management regarding legal issues
Perform other duties as assigned
Qualifications
Juris Doctor from an accredited law school, fully accredited by the American Bar Association
Licensed to practice law and in good standing with the bar of that state, willing and able to become licensed to practice law in Virginia or register for limited admission as a Virginia corporate counsel
Experience in regulatory compliance, litigation, and/or contracts, preferably involving financial institutions (law firm, in-house, and/or JAG Corps)
Effective interpersonal, leadership, negotiating, and consulting ability
Ability to present findings and conclusions clearly and concisely
Experience in managing multiple priorities independently and/or in a team environment to achieve goals
Effective organizational, planning and time management skills
Advanced research, analytical, and problem solving skills

Navy's Cloud Organization fosters a collaborative environment and is building a best-in-class Cloud program that protects Navy Federal information and cloud compute environments.
Responsibilities
Contribute to the vision, strategy, and drive execution for integrated security controls across Software-as-a-Service (SaaS), Platform-as-a-Service (PaaS), Infrastructure-as-a-Service (IaaS) for Navy's Azure environment.
Able to demonstrate clear understanding of current risks and threats to Cloud infrastructure and/or IT infrastructures at technical and manager audiences.
Drive Identity and Access Management (IAM), configuration management, and monitoring strategy for Azure.
Provide security consultancy and engineering support for cloud security solutions including analysis and development of Azure and other security solutions.
Provide architecture assurance on Cloud security initiatives and compliance of existing security standards interfacing with infrastructure and development teams.
Maintain the security infrastructure tools that are built on the Cloud platform, providing stability and policies and procedures.
Support the development and delivery of a comprehensive ISP for the entire organization.
Develop and maintain documentation of all Security products including specific tools, technologies and processes.

To evaluate and underwrite all mortgage loan types offered by Navy Federal Credit Union (NFCU) according to specific state and federal requirements to limit the risk exposure to NFCU's mortgage portfolio. Responsibilities
Analyze mortgage loan information on loan documents such as income, assets, and credit criteria to confirm loan eligibility based on Navy Federal guidelines as well as adherence to investor requirement with or without independent scoring systems
Analyze exceptions and rejections; recommend alternative mortgage products that could bring the loan within guidelines
Analyze self-employed borrower income documentation
Approve mortgage loans and authorize loan disbursements based on a complete analysis of submitted documentation and applicable rules and regulations
Determine the acceptability and marketability of the real estate property to ensure there is sufficient collateral to secure the loan

To review and process requests for interest rate reduction under the Service member Civil Relief Act (SCRA) qualifications. Serve members by answering SCRA inquiries and questions pertaining to Navy Federal lending products via internal and external communication platforms including private and federal educational loans. Create and execute daily, weekly and monthly reporting to Executive and Senior leadership. Level I: Work under moderate supervision.
Responsibilities
Prepare, research, and process requests from members applying for the interest rate reductions under the SCRA
Validate receipt of members' military documents and active duty information on documentation
Determine acceptability of active duty documents and eligibility of lending accounts; evaluate SCRA requests against federal guidelines to determine approval/disapproval of document for SCRA
Audit and adjust Navy Federal Mortgages, Consumer Loans, Credit Cards and Checking Lines of Credit (CLOCs) for qualifying members of SCRA
Perform complex debt account transactions and adjustments, using several NFCU subsystems, to process interstate and minimum monthly payments changes and adjustments
Complete rate, amortizing, and billing adjustments on eligible accounts at both initiation and release from SCRA coverage
Reimburse (if applicable) accounts for overpaid interest due to retro-active SCRA adjustments using applicable lending systems and JVS
Submit reimbursement requests to investors monthly and quarterly (i.e., Fannie Mae, Ginnie Mae and Freddie Mac); monitor and insure reimbursements are received by investors
Conduct mandatory quarterly and monthly analysis and investigate SCRA Investor mortgages (Fannie Mae, Ginnie Mae, and Freddie Mac) to confirm compliance with investor regulations

Overview
To review and process requests for interest rate reduction under the Service member Civil Relief Act (SCRA) qualifications. Serve members by answering SCRA inquiries and questions pertaining to Navy Federal lending products via internal and external communication platforms including private and federal educational loans. Create and execute daily, weekly and monthly reporting to Executive and Senior leadership. Level I: Work under moderate supervision.
Responsibilities
Prepare, research, and process requests from members applying for the interest rate reductions under the SCRA
Validate receipt of members' military documents and active duty information on documentation
Determine acceptability of active duty documents and eligibility of lending accounts; evaluate SCRA requests against federal guidelines to determine approval/disapproval of document for SCRA
Audit and adjust Navy Federal Mortgages, Consumer Loans, Credit Cards and Checking Lines of Credit (CLOCs) for qualifying members of SCRA
Perform complex debt account transactions and adjustments, using several NFCU subsystems, to process interstate and minimum monthly payments changes and adjustments
Complete rate, amortizing, and billing adjustments on eligible accounts at both initiation and release from SCRA coverage
Reimburse (if applicable) accounts for overpaid interest due to retro-active SCRA adjustments using applicable lending systems and JVS
Submit reimbursement requests to investors monthly and quarterly (i.e., Fannie Mae, Ginnie Mae and Freddie Mac); monitor and insure reimbursements are received by investors
Conduct mandatory quarterly and monthly analysis and investigate SCRA Investor mortgages (Fannie Mae, Ginnie Mae, and Freddie Mac) to confirm compliance with investor regulations
Regularly monitor and review SCRA account activity and follow up with members when orders near expiration date to determine continued eligibility
Place members into the SCRA database, process extensions and release letters
Review/analyze Navy Federal Accounts under SCRA protection for reporting purposes
Perform monthly and quarterly audits on Navy Federal mortgage accounts
Respond/investigate/research/resolve internal audit findings
Review and process approved and declined SCRA coverage from Service Partners
Counsel internal partners and external members regarding Navy Federal's policy regarding compliance with the SCRA
Advise members of SCRA requirements and applicable Navy Federal rules and regulations
Research and investigate military documents to make decisions supporting Navy Federal's policy in compliance with the SCRA and complex questions regarding eligibility

Overview
To review and process requests for interest rate reduction under the Service member Civil Relief Act (SCRA) qualifications. Serve members by answering SCRA inquiries and questions pertaining to Navy Federal lending products via internal and external communication platforms including private and federal educational loans. Create and execute daily, weekly and monthly reporting to Executive and Senior leadership. Level I: Work under moderate supervision.
Responsibilities
Prepare, research, and process requests from members applying for the interest rate reductions under the SCRA
Validate receipt of members' military documents and active duty information on documentation
Determine acceptability of active duty documents and eligibility of lending accounts; evaluate SCRA requests against federal guidelines to determine approval/disapproval of document for SCRA
Audit and adjust Navy Federal Mortgages, Consumer Loans, Credit Cards and Checking Lines of Credit (CLOCs) for qualifying members of SCRA
Perform complex debt account transactions and adjustments, using several NFCU subsystems, to process interstate and minimum monthly payments changes and adjustments
Complete rate, amortizing, and billing adjustments on eligible accounts at both initiation and release from SCRA coverage
Reimburse (if applicable) accounts for overpaid interest due to retro-active SCRA adjustments using applicable lending systems and JVS
Submit reimbursement requests to investors monthly and quarterly (i.e., Fannie Mae, Ginnie Mae and Freddie Mac); monitor and insure reimbursements are received by investors
Conduct mandatory quarterly and monthly analysis and investigate SCRA Investor mortgages (Fannie Mae, Ginnie Mae, and Freddie Mac) to confirm compliance with investor regulations
Regularly monitor and review SCRA account activity and follow up with members when orders near expiration date to determine continued eligibility
Place members into the SCRA database, process extensions and release letters
Review/analyze Navy Federal Accounts under SCRA protection for reporting purposes
Perform monthly and quarterly audits on Navy Federal mortgage accounts
Respond/investigate/research/resolve internal audit findings
Review and process approved and declined SCRA coverage from Service Partners
Counsel internal partners and external members regarding Navy Federal's policy regarding compliance with the SCRA
Advise members of SCRA requirements and applicable Navy Federal rules and regulations
Research and investigate military documents to make decisions supporting Navy Federal's policy in compliance with the SCRA and complex questions regarding eligibility

Lead and manage an enterprise program team focused on planning, managing and governing key initiatives and enterprise capabilities
Lead and facilitate cross functional planning team that can build the view, and support planning discussions among the owners of the work, to include resources, dependencies and sequencing across portfolios
Coordinate and synchronize portfolios via regular planning sessions to provide a common understanding of the current work streams, backlog and outcomes
Monitor processes, tasks, and metrics associated with the enterprise project portfolios, and measure performance against the baseline scope, budget, time, and resources
Develop best governing practices and principles to increase performance and lower operating costs to ensure optimal enterprise efficiencies
Develop and recommend enterprise-wide project and portfolio management processes that drive the on time, in budget delivery of business critical initiatives
Ensure transparency regarding the status of enterprise project portfolios to enable fact-based decision making by leaders
Analyze and assess the consistency of portfolio performance to ensure adherence to established policies, procedures and practices within service level agreements, documentation standards and methodologies meet established service level agreements
Maintain standards for project management within the organization as well as govern the portfolios by assessing the scope and business impact, allocating resources and verifying time, budget, risk and impact assumptions
Ensure consistent delivery against objectives by setting standards, providing governance, enforcing accountability, and setting the pace of transformation
Develop executive level-reporting and metrics with a focus on visual depiction of complex information

Qualifications

Overview
To research, evaluate, design, implement, and maintain system and product solutions, applying expert knowledge of engineering principles. Lead the coordination of activities between multiple disciplines within the business and vendors on both technical and non-technical issues pertaining to Salesforce, nCino tailored to the financial service industry. To provide technical direction and engineering support for projects and infrastructure. Develop and maintain expert functional knowledge of evolving IT engineering industry technologies/competition, concepts, and trends. Cloud Engineering: Delivery of the computing services and the duties associated with it such as designing, planning, administering, developing, or maintaining applications in Salesforce. Considered subject matter expert and a key stakeholder/key contributor on highly complex initiatives and project teams. Conduct complex work assignments under general direction.
Responsibilities
Collaborate with stakeholders to understand business requirements, objectives, and processes related to the credit union domain
Design comprehensive and scalable solutions for Salesforce eco system that align with industry best practices and regulatory compliance
Prototype and troubleshoot solutions in lower sandboxes to showcase new functionality and issue resolution
Utilize expertise in Salesforce and nCino capabilities to configure and customize the systems for the credit union's lending department
Configure objects, workflows, reports, and dashboards to optimize processes and enhance user experience
Establish and enforce architectural principles, standards, and guidelines for Salesforce and nCino implementations
Consider security, data governance, and scalability requirements, providing guidance to the appropriate teams and ensuring adherence to gold standard
Work closely with Business Solution Owners, Business Solution Analysts, and other stakeholders to gather requirements and translate them into technical solutions
Conduct regular meetings and presentations to communicate design, progress, and risks
Create and maintain comprehensive documentation of the Salesforce and nCino architecture, including functional specifications, technical designs, data models, and integration workflows
Ensure documentation is accurate, up-to-date, and accessible to relevant stakeholders
Provide technical leadership and guidance to development/administrative teams, ensuring successful delivery of Salesforce and nCino solutions
Mentor and coach junior team members, promoting knowledge sharing and continuous learning
Stay updated with industry trends, best practices, and emerging technologies in the credit union and financial services domain utilizing design thinking and potential optimization of technology
Leverage this knowledge to drive innovation and recommend improvements to the Salesforce eco system
Lead functional and technical workshops, demonstrating leadership and communication skills in designing, delivering, testing, and deploying solutions
Serve as a trusted advisor to the Salesforce Platform team, driving conversations internal stakeholders to shape the architectural vision and establish a program architectural roadmap
Manage user expectations and negotiate solutions to complex problems with all stakeholders
Establish trust with business leaders, promoting and implementing standard processes via Salesforce
Develop sophisticated business processes using native Salesforce Industries technology and integration tools
Proactively highlight and manage risk areas in solutions, committing to see issues through to completion
Adheres to and complies with applicable, federal and state laws, regulations and guidance, including those related to anti-money laundering (i.e. Bank Secrecy Act, US PATRIOT Act, etc.)

Qualifications
Bachelor's degree in Computer Science, Information Technology, or the equivalent combination of training, education, and experience
Minimum of 7+ years of experience with Salesforce Solution Architecture
Proven experience as a Salesforce Engineer, with a focus on nCino financial service applications
Proficiency in Apex, Visualforce, Lightning web components, and other Salesforce development tools
Excellent communication skills, with the ability to convey complex technical concepts to non-technical stakeholders
Extensive experience demonstrating critical thinking and problem-solving abilities
Extensive experience in negotiating and influencing decisions with stakeholders
Expert knowledge with data modeling, integration patterns, and API development
Expert knowledge with Identity and Access Management/Integration Security
Expert knowledge with Sharing and Visibility
Expert knowledge and understanding of platform security standards and best practices within financial services
Expert knowledge and understanding of DevOps and change management process
Extensive experience with Triggers, Lightning Flows, and experience with modern web and mobile technologies (HTML, CSS, JavaScript, Web Components, others)
Extensive experience with Agile software development practices including Scrum, JIRA, Peer Review, Git and CI/CD

Overview
To provide members and prospective members the full range of products and services offered by Navy Federal Credit Union including depository accounts such as checking, savings, certificate IRA, revocable trust and estate accounts; lending products; and credit/debit cards. To perform advanced platform banking functions with minimal supervision. Provide assistance/training to lower level team members.

Responsibilities
Analyze, research and resolve problems and discrepancies related to member accounts/loans
Assist members with submitting consumer/mortgage/equity loan, overdraft protection and credit card applications
Counsel current and prospective members about Navy Federal's products and services
Ensure cash and other negotiable instruments are handled properly
Identify opportunities to cross service products and increase product penetration
Perform platform banking functions
Assist level I team members
Understand and comply with federal and other regulations relating to financial products and services
May assist with Branch Office vault opening, closing and balancing procedures
May serve as a Branch Office and/or ATM vault custodian
Perform other duties as assigned
