Job Description:

The Subcontracts Manager (SCM) is responsible for the overall life-cycle of a subcontract, from the initial sourcing and acquisition strategy development, through the solicitation, negotiation, award, cost and schedule management, subcontractor execution and closeout steps. Subcontracts at L3Harris cover a variety of customer segments including U.S. Federal Government, Commercial, International Governments, International Commercial, and Defense, both domestic and international. Typical management and administrative responsibilities include collaboration on the acquisition strategy and sourcing, development of the subcontract requirements (i.e. SOW development), generation of the solicitation / request for proposal, source selection, negotiation (price, schedule, technical, terms & conditions), establishment of the official subcontracts file and its required documentation, management of supplier cost, schedule performance and collaboration with engineering on the technical management of the subcontractor. Other duties include change management, risk management, management of customer / government owned property, transportation and delivery, invoice processing / acceptance of articles / work performed and payment processing. Subcontracts Managers also support business development activities on new pursuits and proposals, by initiating the Subcontract Process from the beginning steps of negotiating non-disclosure and/or teaming agreements and performing analysis on potential bidders in terms of supplier risk, financial stability, technical capability and quality management system assessments. Subcontracts Managers support government, customer and internal audits as required.

• Moderate understanding of production, development, services, repairs and sustainment.

• Moderate knowledge to support government proposals and produce basis of estimates (BOE)

• Moderate negotiation skills, subcontractor management and program risk management.

• Ensure all applicable Program, Company, engineering, and item-specific conformance criteria are clearly and adequately conveyed to suppliers.

• Supports program kick off and the preparation of kick off packages with guidance from direct management and based on program requirements.

• Moderate understanding of forecasting and Supply Chain's influence on annual operating plan to include orders, sales, profit, and cash flow.

• Moderate understanding to stage program requirements in to effectively align with the program execution, structure, and manage deliveries to milestones outlined in SOW and PMO requirements.

• Monitors and respond to internal cross functional metric trends related to that indicate early risks of supply chain disruptions.

Essential Functions

Job Description:

This position is responsible for quality improvement issues related to suppliers and/or subcontractors of materials, products or services used in development or manufacturing. Our Supply QE will be driving Root Cause Corrective Actions in support of our suppliers needs, while building and enhancing the relationship as our go to liaison for the chain. This QE will lead the engagement strategy while leveraging the extended organization to minimize program cost impact.

• Analyze supplier performance and develop improvement plans for identified problem areas to drive down supplier DPPM and nonconformance rates.

• Use Six Sigma & Lean concepts for supplier improvement of quality and delivery metrics.

• Provide training for basic quality methodologies to support supplier partnerships.

• Support programs assessing potential new suppliers.

• Implement Supplier Partnership concepts with focus suppliers.

• Review, analyze and report on quality discrepancies related to assembly, process, mechanical, electrical, and electro-mechanical systems.

• Perform and evaluate root cause and corrective action to correct product/process deficiencies, ensuring implementation with suppliers and effectiveness of actions.

• Perform elements of Advanced product Quality Planning (Process Flow Diagrams & Failure Mode Effects Analysis, Control Plans, Measurement System Analysis, and First Articles)

• Perform SPC, Predictive Quality methodologies, and problem-solving methodologies.

• Support the implementation of Zero-Defect Plans (ZDP) with critical suppliers, by assisting them to develop robust processes, performing process/product validations, recommending manufacturability improvements (process and design).

• Perform monthly data analysis on supply chain performance.

• Support program quality team with investigations on supplier defects and drive accountability to supplier

• ISO9001/AS9100 and process audit experience

• Working knowledge of PPAP implementation and associated elements

  Basic Qualifications:

  Bachelor's Degree and minimum 4 years of prior relevant experience. Graduate Degree and a minimum of 2 years of prior related experience. In lieu of a degree, minimum of 8 years of prior related experience.
