This Technical Project Leader will lead a dynamic team, in the Navy Digital Transformation Office (DTO), planning and executing digital transformation projects at the Arlington, VA site. Bring your expertise and collaborative skills to make an impact towards our military defense and safety of our sailors by enhancing force lethality, operational and functional agility, as well as modernizing enterprise services and efficiencies.

Serco Supports the US Navy as a prime for their Business Management Support Services for the DTO. Our team supports a broad range of activities such as data analysis, data engineering, oversight, executive management, business, organizational, process, technical management, communications, market research and consulting on digital transformation and data enablement processes, and others as directed by the DTO. This team will support the Navy efforts for successful data enablement with an emphasis on -data as a corporate asset- and analytics.

In this role, you will:

  • Lead specific tasks under the Digital Transformation Support Services Program, work closely with Program Manager to ensure timely delivery of products and reports

  • Facilitate meetings with external stakeholders such as DoD/DON leadership; key stakeholders; resource sponsors and others to provide guidance and proposed briefs for external stakeholders

  • Continue the assessment of potential internal and external stakeholders based on capability and synthesize findings and propose way-ahead consistent with ongoing efforts

  • Maintain the Integrated Master Schedule (IMS) for cost, schedule, and performance, as well as an Executive Integrated Cost Model with work breakdowns and associated structure for the lines of efforts

  • Provide Insights as-a-Service to other Navy Commands and seeking detailed views of digital initiatives under their purview

  • Identify technology concentrations/centers of excellence within Commands for enhanced collaboration, including expertise sharing, and potential areas to pilot

  • Provide monthly updates or as required for special interest topics: Artificial Intelligence (AI), 5G, Analytics and others as directed by DTO

  • Establish functional requirements for the model that includes inputs, outputs, interfaces, visualizations and others as required

  • Establish a standardized Concept of Operations that includes how it will be used in enterprise decision processes and how configuration will be controlled and updated

Qualifications

To be successful in this role, you will have:

  • An active DoD Secret Clearance

  • A Bachelor's degree from a regionally accredited university; Masters degree preferred

  • 15 years of experience

  • Transformation at Scale, Program Management, Data Engineering, Business Analysis, Data Analytics, Consulting, Organizational Design and Management, or Business Process Improvement

  • Excellent communications and writing skills

  • Familiarity with Business Intelligence tools, ML/AI concepts, and data warehousing

  • Experience leading and planning digital transformation projects

Additional desired experience and skills:

  • Master's degree in cyber security, or related technical field Preferred; MBA highly desired

  • Familiar with Design and Implementation of Business Processes and Controls

  • Familiar with User Experience/Interface Design

  • Familiar with Agile Methodolgy and leading Scrum projects

  • Facilitate and/or implement machine to machine using application programs instructions or other existing data pipelines within the Navy/DOD platforms

  • Create interactive data visualizations in Jupiter and other platforms to improve awareness, detect patterns, and support data-driven decisions

Qualifications

To be successful in this role, you will have:

  • An active DoD Secret clearance

  • A Bachelor's degree from a regionally accredited university in a STEM field

  • 5 years of experience in data analysis, analytics, statistical analysis, and data engineering

  • Experience in consulting directly with the federal government

  • Experience in Strategy, Business Analysis, Data Analytics, Statistical Analysis, and Business/Economics

  • Experience with Qlik or Tableau

  • Familiarity with Databricks and Trifecta

In this Logistics and War Reserve Material Analyst, role, you will:

  • Prepare/provide functional area briefings, analysis, correspondence, reports, research, recommendations, inputs, and other documents and coordination in support of the Medical Logistics division of the Command Surgeon, utilizing applicable applications to include management of pre-positioned WRM and operational assets, equipment, supplies, and capabilities.

  • Assist with accomplishing all necessary internal operations to include administrative training, security, development and implementation of organizational operating instructions and regulations related to SG and WRM programs.

  • Assist with equipment acquisition and transfer which may include AF Form 601s review and transfers, gains, and losses of equipment.

  • Prepare applicable out-shipment transportation documentation, package cargo/items if possible, and coordinate pickup and delivery of cargo/items to Traffic Management Office (TMO) bound for CONUS and OCONUS customers.

  • Perform medical stock number research action, inspections tasks found in IAW AFMAN 41-209.

  • Advise formal course stakeholders on standardized training requirements from the field for incorporation into course requirements/objectives.

Additional roles and responsibilities include but are not limited to:

  • May participate in staff assistance and readiness/ mentorship visits to determine the effectiveness of training programs and to provide suggestions/guidance on how to improve status.

  • Serve as Point of Contact for War Reserve Materiel SME regarding the basic functions of the program.

  • Advise/inform on professional development and relevant functional area issues to include MEFPAK, utcs, miscaps, CONOPS, ttps, and Assemblage updates, programs, and activities

  • Collect, maintain, and analyze after action reports, inspections, and Joint Lessons Learned System (JLLS) documentation for UTC revisions.

  • Assist with medical readiness capability-based planning related to the AFCENT/SG medical and AE mission.

  • Assist new personnel with initial WRM training/orientation requirements

  • Assist AFCENT units with the logistics requirements for medical and AE Patient Movement Assist AFCENT expeditionary medical treatment facilities, units, and gained units in problem resolution related to functional area tasks.

  • Attend/participate in technical meetings both locally, and/or at other worldwide locations.

  • Contractor shall create routine software files (i.e., Word documents, Excel, spreadsheets, PowerPoint presentations, etc.) As required for normal accomplishments of the day-to-day duties within this PWS.

Qualifications

To be successful in this Logistics and War Reserve Material Analyst role, you will have:

  • Active Secret Security Clearance

  • Associate degree

  • Three years' experience with Mission Capability Statements, Concepts of Employment, and Tactics, Techniques and Procedures (TTPs) for AFCENT Medical UTCs, Mission Capability (MISCAP) for proposed UTCs tasked

You will be part of a team that works closely with the customer and other Serco team members to deliver high technology Naval systems.

In this role, you will:

  • The individual will be assigned mission tasking and will support data collection and analysis for mine countermeasure's objectives in various harbor areas, littorals and shipping lanes.

  • Data analysis on R&D work on new UUV sensors.

  • UUV operations will be conducted from small boats deployed from shore, embarked on various Navy Units Afloat and from Forward Operating Bases.

  • Support of NIWC-PAC and US Navy Forces for OCONUS Mine Countermeasure (MCM) Response for MCM operations tasking, including ongoing UUV experimentation of emerging technologies related to UUV mission.

Qualifications

To be successful in this role, you will have:

  • High School Diploma and a minimum of 4 years is required and related Navy/military training and experience is strongly preferred.

  • Must be able to obtain and maintain a DoD SECRET security clearance. Proof of citizenship is required.

  • A mandatory 6-month deployment to 5th Fleet AOR (Bahrain and surrounding areas), 6 th Fleet AOR (Spain and surrounding areas), or 7 th Fleet AOR (Guam and surrounding areas). Travel, lodging, and compensation provided by company.

  • Periodic travel CONUS to support UUV testing and evaluation at various military bases, government facilities, or to conduct shipboard operations.

  • Requirement to handle man-portable UUV's and equipment; must meet the MIL-STD for weight carrying limits.

Qualifications

  • Develop conceptual graphics in Power Point or MS Visio during solution sessions.

  • Develop written narrative from scratch and/or by tailoring boilerplate narrative for non-technical sections.

  • Review completed proposal content plan, particularly graphics, and subsequent written sections to ensure requirements are adequately addressed and that page limits are met.

  • Conduct regular proposal progress (Tag Ups) status meetings and manage and assign action items with due dates.

  • Direct writing/editing/rewriting efforts as needed.

  • If applicable, work with the Volume Managers to ensure inter-volume compatibility is achieved.

  • Handle the logistics associated with scheduling and managing color reviews.

  • Prepare and collect/track the score card for color reviews of the proposal content plan including evaluate and report out on the score results.

  • Organize and manage Microsoft SharePoint team site for assigned pursuit(s).

  • Ensure that appropriate comments from the color reviews are incorporated into the final proposal version.

  • Direct the Proposal Coordinator in all configuration control and proposal production activities.

  • Assist as appropriate, in obtaining subcontract RFPs into the hands of other companies (if Teaming) and to key vendors and subcontractors.

  • Direct the development of task descriptions for the Basis of Estimate and related cost assumptions for development of the cost volume.

  • Tutor/mentor authors and other personnel as deemed necessary including facilitating writer's workshops.

  • Collect and coordinate the response to questions from the Customer.

  • Assist in final proposal revisions assuring that the revisions are consistent with the Customer's requirements and the Client's management direction.

  • Assist in preparation of Orals, if required.

Qualifications

To be successful in this role you will have:

  • Bachelor's degree in related field.

  • 5 years of experience in proposal development with progressively increasing responsibility.

The Parts Specialist is a service support level employee specialized in material control operations. The Parts Specialist performs a variety of moderately complex duties to include purchasing, stocking and distribution of parts and materials used to maintain and repair automotive vehicles and equipment. Distinguishing characteristics for this position include a proclivity to organization and attention to detail with exceptional verbal and mathematical aptitude and effective interpersonal skills.

The Parts Specialist processes invoices for payment and verifies receipt of invoiced parts, materials and supplies maintaining inventory records and work documents using established electronic data systems. Deals with vendors/sales representatives, follows up on items not received and checks on item prices and availability and performs housekeeping functions within parts storage and work areas.

Qualifications

  • HS Diploma or equivalent.

In this role you will:

  • Repairs and maintains specialized gasoline and diesel powered equipment for a Customer location with over 500 pieces of equipment used to support local gas and electric utilities.

  • Responsible for to the day-to-day maintenance and administrative functions of a fleet maintenance repair facility(ies).

  • Leads, motivates and directly supervises the work of junior technicians. May supervise a shift or facility.

  • Responsible for ensuring that supervised personnel and facilities are in compliance with applicable company policies and procedures.

  • Above average comprehension of the verbal and written word, able to interpret and enforce company policies and procedures.

  • Has knowledge of commonly-used concepts, practices, and procedures within a particular field. Relies on experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is expected.

  • Leads and directs the work of others. Typically reports to a manager or head of a unit/department.

Qualifications

To be successful in this role you will have:

  • At least 5 years of related experience

  • High school diploma or its equivalent

  • Valid driver's license with good driving record

  • Must be computer literate

  • Must be able to effectively communicate with customers

  • Must possess necessary skills to operate and interpret diagnostic equipment

  • Must have welding experience

Additional desired experience and skills:

  • Diesel vocational/technical school certifications

  • ASE Certifications preferred or capable of gaining certifications

Duties and Responsibilities:

  • Candidates must be local or willing to relocate to the Stennis Space Center Area.

  • Responsible for building a business area, to operate independently with initiative, with remote guidance and support.

  • This billet must be tactful and careful in dealing with both customers and staff.

  • Support field operations as required by the technical customer.

  • A technical background in unmanned underwater systems is desired, in a discipline with application to maritime environment, needing a broad mastery of technologies involved in fielding, maintaining, and operation.

  • A background showing leadership of fielded personnel is also desired.

  • Support the development of new business and the expansion of existing business with the customer.

  • Act as primary customer contact for program activities.

  • Regularly meet with customer and provide updates and project status.

Qualifications

Education and Experience:

  • Bachelor's Degree (B.S.) in Engineering/Technical-related discipline plus 10+ years' experience Or greater than 8 years' experience in engineering or managing military technology projects including supervisory and budgetary responsibilities, including a minimum of 2 years of experience in operational test planning, executing, and reporting.

  • Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

  • 2-5 years' experience in the unmanned industry.

  • Must have current active Secret level clearance.

Knowledge, Skills, Abilities

  • Knowledge of various types of autonomous maritime systems (AUVs/UUVs/ROVs/USVs).

  • Proficiency in MS Office products to include Word, Power Point and Excel.

  • The ability to work aboard various sized vessels and within Fleet installations.

  • 5+ years' prior military experience in unmanned vehicles.

  • Experience in systems engineering employment, exercising innovation in technical direction and successful development of both near and long-term project strategies.

  • Proficient in interfacing with customers, subcontractors, vendors, project teams and management stakeholders at all levels of engineering, integration, testing, sustainment, and operations.

The Maintenance Technician (Apprentice) provides support in operating, troubleshooting, and repairing major power generations systems, including shipboard main propulsion, electrical power generation and distribution, and auxiliary systems. Troubleshoots problems within project/program, providing analysis and solution recommendations. Relies on experience and judgment to plan and accomplish goals. Reports to a Program Manager or head of a unit/department under limited to no supervision. This position will support onsite Naval Base Port Hueneme.

In this role, you will:

The Maintenance Technician (Apprentice) will perform scheduled and corrective maintenance, integration, testing, field installation, and troubleshooting of mechanical, electrical, and hydraulic equipment and systems.

  • Provide sound and seasoned technical judgement that follows company policies and procedures in meeting customer obligations.

  • Conduct routine and corrective maintenance of complex automated control systems, main engines, diesel generators, electrical distribution systems, and auxiliary systems.

  • Assist with vessel modifications, including development of Engineering Change Proposals, procurement of parts, fabrication, installation, and testing.

  • Assist with planning shipyard overhauls.

  • Assist with electrical, mechanical and network payload integration.

  • Develop maintenance plans and procedures.

  • Assist with at-sea testing of UXVs and associated payload, including test plan development, test execution, and post-test analysis.

  • Ability to problem solve during high stress environments such as field testing in austere conditions.

  • Travel and at-sea watch standing will be required.

Qualifications

To be successful in the role, you will need:

  • 1+ years' experience as a Maintenance Technician (Apprentice), including Experience troubleshooting to the component level is preferred, or the equivalent combination of education, technical certifications, training, or work/military experience.

  • An active DoD Secret Level clearance is requred to be considered.

  • A current valid U.S. passport is required.

  • Able to interpret mechanical and hydraulic schematics and drawings.

  • Proficient in the use of common hand and power-driven tools.

  • Good communication skills and the ability to work as a team player in a fast-paced environment.

Sustainment Support and Analysis

  • Analyze and assess sustainment risks for ACAT I programs under USD(A&S) purview and provide senior leaders, Service, and Joint governance decision makers with relevant information through formal decision support forums (e.g. DAES, OIPT, DAB)

  • Assist and advise acquisition programs by engaging with Program Managers, Product Support Managers, OSD, the Joint Staff, and Service stakeholders to improve Life Cycle Sustainment Plans (LCSPs)

  • Assess LCSPs including identification and evaluation of relevant sustainment cost drivers throughout requirements generation, development, production, operations, sustainment and disposal. Facilitate efficiencies and cost reduction for programs through improved management of common components and performance- based management

  • Provide sustainment technical expertise to support Systems Engineering Independent Technical Risk Assessments (ITRAs); assess adequacy of design in development efforts risks to long-term readiness and sustainment outcomes

  • Evaluate weapon system cost and performance during the development and production phases. ProvideOperating and Support (O&S) cost oversight and analysis in support of Service cost goals and to keep DoD leadership apprised of program cost trends

  • Support rapid acquisition initiatives while ensuring they are both sustainable and affordable

Operating and Support Analytics

  • Supports the Operational Test Coordinator in providing a Cyber T&E Strategy brief to the Director of T&E (DOT&E) for all major acquisition programs under DOT&E engagement.

  • Assists in providing Cyber OT&E strategy associated with operational testing and drafting of applicable sections of the TEMP per policy with the T&E Manager and T&E WIPT.

  • Provide DOT&E a T&E Concept Briefing on the planned OT&E activity.

  • Supports development of Cyber Test Plan for approval, executes test events, collects, and analyzes data, and provides a report on the results.

  • Works directly with senior technical personnel, stakeholders, and project managers in the planning and execution of test events.

  • Employ existing guidelines and instructions, guidance from higher-level engineers, experience, and independent judgment to plan and accomplish test objectives.

Qualifications

To be successful in this roll, you will have:

  • Bachelor's degree in Cyber Engineering or related field and 2 years of Test and Evaluation experience with a minimum of 2 years of one of the following:

  • Network Engineering

  • Programming (C/C++, python, Bash, etc)

  • Systems Test Engineering

  • Penetration Testing

  • Understanding of Cyber and aviation platforms and operations.

  • Secret Security Clearance is required pre-employment. Must be Top Secret eligible.

  • Proficiency in technical writing.

  • Proficiency with MS-Office software to include MS Word, MS Excel, MS Access, and MS Power Point.

Additional desired experience and skills:

  • OPTEVFOR or acquisition experience.

  • DAU Level II or higher in Test and Evaluation

  • Completion of COMOPTEVFOR Operational Test Director (OTD) Course

In this USAFCENT Judge Advocate Administrator role, you will:

  • Assist the customer in accomplishing all necessary internal operations to include administrative training, security, development, and implementation of organizational operating instructions and regulations of personnel related programs.

  • Assist in the preparation, maintenance, and deposition of required administrative reports and other correspondence and with managing programs to include task management, Government Purchase Card (GPC) program, safety program, UDM to include ART and SORTS programs, awards program, security program, supply program, records management, Defense Travel System (DTS), training program, and self-inspection program.

  • Attend required training, meetings, and functions as related to the prescribed unit programs.

  • Assist with ensuring unit programs comply with regulations, laws, policies, and directives.

  • Instruct others on changes in administrative policies and procedures.

  • Assist with developing, establishing, updating, and maintaining office procedures and records/files of various types to ensure effective and efficient operation of the office. Implements unit file plan.

  • Identify and implement processes which can be improved or made more efficient through application of automated technology or other methods, including SharePoint. Leverages networks and technology to create office continuity.

  • Assist in role of FAM, coordinating management of and training for deployed personnel. Assists with legal orientation course for legal personnel deploying to USCENTCOM AOR.

  • Serve as POC for newly assigned personnel; introduces them to key personnel and schedules their initial training/orientation requirements.

Qualifications

To be successful in this USAFCENT Judge Advocate Administrator, you will have:

  • High School Diploma/GED

  • Active Secret Clearance

  • Six years' experience working military administration support requirements.

  • Four years' experience in Microsoft Office applications/email systems or the equivalent.

  • One year experience in SharePoint.

  • Ability to Travel = 10%
