In this role, you will:
Provide quantitative and qualitative analytical capabilities in advanced methodological approaches, and advanced business process optimization across the Doctrine, Organization, Training, Materiel, Leadership, Education, Personnel, Facilities and Policy (DOTMLPF-P) spectrum and beyond.
Effectively identify complex challenges and opportunities within Army Sustainment Command (ASC) systems.
Development of comprehensive solutions and incorporating these capability solutions into ASC's software and workflows.
Qualifications
To be successful in this role, you will have:
A Master's degree and 10 years relevant experience.
or 12+ years of relevant experience.
An active Secret clearance.
Proficiency in DOTMLPF-P framework.
Knowledge of R programming language and RStudio integrated development environment to create well documented scripts in R programming language to process and create reports.
Knowledge of Structured Query Language (SQL).
Ability to create/maintain interfaces with the purpose of tracking equipment and streamlining the Army's shipping process using the following systems: Integrated Booking System (IBS), Global Freight Management (GFM), Cargo Movement Operations System (CMOS), Distribution Standard System (DSS), and Financial Air Clearance Transportation System (FACTS); Electronic Transportation Acquisition (ETA) systems: Business Support and Container Management (BSCM), SDDC C4 Systems (ISDDC); Billing systems: Syncada, Transportation Financial Management System (TFMS). Integrated Data Environment (IDE)/Global Transportation Network (GTN) Convergence (IGC). USTRANSCOM's Single Mobility System (SMS).
Ability to develop a method of tracking approved Funds Verification and Use Authorizations (FVUAs) throughout the entire shipping process.

Experience in time series analysis and forecasting, advanced multivariate regression, including Probitand Logit Models, systems dynamics modelling, Bayesian inference procedures, minimax procedures (Statistical), subjective probability utilization, expected utility analysis, operational risk analysis and uncertainty evaluation.
Experience in multi-criteria decision analysis, qualitative comparative analysis, causal mapping, formal game theory, minimax procedures (game theory), decision architecture, systems architecture analysis, organizational analysis and structural reform, supply chain analysis and multinational best practices (military and industry) evaluation.
Master's degree in one of the listed disciplines Data Science, Operations Research, Government Analytics, Systems Engineering, Applied Mathematics, Economics, Industrial Engineering, Mathematics, Management Science, Operational Analysis, Operations Management, Statistics, Systems Management, or related technical degree.

Ability to obtain a TS/SCI Clearance.
Advanced proficiency in project scheduling software, such as MS Projects.
Extensive experience in schedule planning and management.
In-depth knowledge of the scope of projects within the industry (IT Infrastructure, Audio Visual, Desktop Deployment)
Advanced ability to evaluate project progress and facilitate interventions.
Ability to keep stakeholders informed of project timelines and changes.

Join Serco as a MAP Operator in Mandeville, Louisiana!
Serco supports the Louisiana Department of Transportation and Development (LADOTD) by operating the free MAP patrol and incident management service program providing safe, quick clearance of incidents that affect traffic, including vehicle accidents and disabled vehicles. The primary purpose of the MAP program is to ensure state highways are free of obstructions and safe for the traveling public.
You will be part of a team that works closely with LADOTD, local law enforcement and other first responders daily.
In this role you will:
Monitor state highways for vehicle crashes, disabled/abandoned vehicles, debris, and lane-closing events, traffic signal malfunctions, damage to state equipment on state roadways, and general incident/congestion scenarios.
Provide roadside assistance to stranded motorists (including changing tires, giving battery jumps, providing fuel, removing debris from the travel lanes, etc.).
Work closely with police and other first responders at highway incidents.
Provide incident response, on-scene traffic control and limited first aid .
Provide Traffic Incident Management (TIM) services.
Use a two-way radio and/or smart phone to communicate and coordinate with the Traffic Management Center (TMC) staff and local Police agencies.
Observe required safety procedures to avoid injury and accidents, at all times.
Complete a combination of classroom and field training to be certified as a motorist assistance operator.
Qualifications
To be successful in this role you will have:
High school diploma or its equivalent
0-2 years' experience in incident management or related field
Must possess a valid Louisiana driver's license
Availability to work various shifts, weekends, and holidays
Able to work in an outdoor environment, lift/carry 50lbs, and walk unassisted for 300 yards

Duties and Responsibilities
Provide day to day managerial oversight and direction to the Product Line Managers (PLMs) in all aspects of medium to complex projects from inception through completion, in a multi stakeholder environment, on time and within budget.
Oversee effective implementation of business processes requirements, operationalization of policy changes, pilot projects and other consumer outcomes improvement efforts.
Lead Cross functional product line team collaboration and engagement activities.
Provide thought leadership in driving innovation for the existing process and improve operational, financial and process efficiencies.
Lead business process innovations discussions with product line managers and marketplace integration team.
Ensure awareness of all the production and consumer impacting priority issues for the product lines and advise PLMs on the workarounds and associated client communications/ leadership escalations. Ensure priority issues are escalated to the SD Director in a timely manner.
Assess financial impacts of process changes within each product line and escalate critical decision points, risks and mitigation solutions to the SD Director in a timely manner.
Perform document review of White Papers, SOPs, Project Charters and Business Requirement documents (BRDs) across multiple product lines and provide approvals as needed.
Maintain strong working relationship with internal and external stakeholders and provide subject matter expertise to clients to ensure resolution of issues.
Monitor and ensure SLA and average handle times are met to drive the improved business and consumer outcomes.
Ensure all client deliverables meethigh quality standards.
Provides regular status updates to the SD Director, Program leadership and client.
Manage team and individual performance to sustain high-performing team.
Responsible for fulfilling staffing needs, hiring and retaining high talent for all product lines. Participate in recruitment and interview process.
Support SD Director in the development and successful implementation of the Service Delivery and program goals and objectives.
Participate in strategy sessions with program leadership, PLMs, cross functional teams and/or client as directed by the SD Director.
Develop improvement strategies and effectively communicate recommendations to leadership.
Prepare presentations and briefings on the business process changes and benefits for SD Director and leadership.
Support Business Development opportunities and proposal efforts including proposal writing, participating in reviews.
Represent Service Delivery in the absence of SD Director and provide coverage and backup for SD Director.
Qualifications
To be successful in the role, you will have:
Bachelor's degree in computer science or related field from an accredited institution with 10 to 12 years of relevant work experience and demonstrated experience in leadership role.
Managed a team of about 20 or more employees, including managers.
Demonstrated experience leading complex, dynamic projects in a fast-paced environment.
Demonstrated experience with business process re-engineering and management.
Managed multiple competing priorities with short turnarounds
Familiarity with software development life cycle (SDLC) methodology and best practices.

Including identification of alteration work packages, repair work, work specifications, design requirements, alteration material requirements and identification of all required ILS. The PMR coordinates all work efforts with Regional Maintenance Centers, government AIT sponsors, Ships Force, ISEA tech codes, shipyard contractors and Planning Yard On-Site reps to ensure technical accuracy of all SHIPALT data.
You will be a part of a nice size team that works closely with our Customer and other Serco teams to deliver quality systems. Bernerd Zwahlen has led this team for more than 5 years; he possesses 20 years of experience supporting shipyard modernization; and is a Navy veteran. This team has been recognized by the Navy and the industry for their outstanding contributions to the contract and program.
The PMR is responsible for execution of the Modernization work package and adherence to the Entitled Process production milestones. Works with responsible NSA to understand and identify all work that has been accomplished and planned production dates for completion. Manages and reports to SEA 21 the status of work and financial expenditures.
In this role, you will:
Monitor and report (a) MSR and AIT adherence to production and test milestone schedules, (b) financial monitoring and reporting of CNO avail, (c) deconflict MSR and/or AIT issues with responsible NSA and sponsoring government agency and, (d) overall condition of ship during the avail.
Collects, develops and analyzes complex specialized information on modernization production. Serves as a technical advisor to coordinate (via conferences, meetings, correspondence, etc.), the work of a number of organizations engaged in various equipment-related functions such as supply support, maintenance and repair. Provides technical data necessary to establish deadlines and phase programs in and out, and to resolve wide-ranging sensitive or potentially difficult issues.
Assist in the coordination of visits to ships and Navy organizations, contractor plants, etc., to evaluate NAVSEA or TYCOM SHIPALTs, Program or Fleet SCDs, and equipment-level alteration installations. Ship visits provide a better understanding of upgrade operations and requirements and help solve broad operation, maintenance and repair problems affecting complete equipment systems to support various In-Service Engineers technical responsibility.
Reviews and approves NAVSEA related Condition Found Reports for cost, production and testing schedule impacts. Interface with Planning Yard On-Site Representatives to review/approve design changes or growth work. Negotiates costs with responsible NSA and assigned MSR. Identifies changes, tracks and reports all growth and new work sequences to SEA 21 and responsible NSA.
Coordinates all testing efforts with responsible NSA and applicable Navy sponsoring Commands. Schedule is determined by the Entitled Process Milestones and milestone dates set forth by the NSA and ship. Requires delays or testing milestone changes are quickly and effectively communicated to ALCON.
Participate in Lessons Learned conference and other post-installation meetings; i.e. SEA 21 Hot Washes and Modernization Execution Reviews. Post-install meetings include reviewing red-lined design drawings and capturing any design changes made via the LAR/RLAR process during installations. Information is shared for all future Cruiser and Destroyer Mod avails
Demonstrates superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.

Other planning efforts include Manpower and Availability Analysis and RFP Contract development with the responsible NSA.

In this role, you will manage identification and promote resolution of Fleet concerns while supporting the DDG 1000 ship class for the NAVSEA PMS 443 Readiness Office. This position has a direct impact on the effectiveness of Ships and Sailors.
This position supports the DDG 1000 Platform Sustainment Manager by providing oversight of the analysis and resolution of issues for the DDG 1000 ship class and advising leadership and the Fleet on program management. Assist the Life Cycle Management Group (LCMG) for DDG 1000 in the transition from PMS 500 to PMS 443. Assist in addressing DDG 1000 Class issues by coordinating with personnel from across the Surface Warfare Enterprise (NAVSEA, Warfare Centers, TYCOM, Fleet, NAVSUP, and NAVWAR). Provides specific oversight, management, and guidance to ISEAs, planning yards, TYCOMs, and other PEO SHIPS codes that support emergent DDG 1000 issues.
You will be a good fit for this position if you have performed staff work, have shipboard experience, and are familiar with the Navy's maintenance hierarchy.
In this role, you will:
Assist in collecting and analyzing DDG 1000 maintenance data.
Assist in providing administrative and policy direction concerning overall DDG 1000 program priorities and objectives.
Produce PowerPoint briefs showing DDG 1000 trend analysis and corrective actions.
Take undefined emergent tasks and drive them to completion.
Collaborate with stakeholders regarding technical, logistics, and other fleet issues and coordinate resolution of these issues.
Extract operational data, conduct research and conducting analysis, and present analysis up the Chain of Command, including the Flag and SES levels.
Attend meetings, draft written reports, and provide recommendations.
Coordinate and participate in working groups, program development forums, analytical activities and other forums as required to accomplish contract requirements.
Perform additional duties and responsibilities as assigned by the lead Program Manager.
Position is in San Diego, CA.
Minimal travel required.
Qualifications
To be successful in this position:
An Active Secret Clearance is required at time of application.
Eligibility to obtain an Secret Clearance and Sponsorship may be considered for specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.
Clearance must be Active before on-boarding.
Bachelor's degree plus 5 - 7 years relevant work experience.
In some cases, educational requirements may be adjusted or waived for more than 10 years applicable work experience.
Experience onboard Navy ships or maintaining ship systems. Former enlisted or junior officers with engineering experience are encouraged to apply, as are former government service/contractors with Navy shipboard maintenance and modernization experience.

Evaluate applicant-provided cost claims for reasonableness
Review information provided and identifying additional information needed
Research, review, and update equipment rates used in reimbursing applicants for the use of applicantowned equipment while performing eligible work
Develop and validate the Scope of Work (SOW), Cost Estimate for to-be-completed work based onSite Inspection Reports (SIR) and provided Damage Descriptions and Dimensions (DDD)
Enter projects into the Grants Manager (GM) system and ensuring the developed DDD, SOW, and costare consistent with each other and adequately supported by source documentation.
Utilize standard sampling methodology to verify projects.
Document the requirements necessary to complete the project in a Request for Information (RFI) whileworking with the PDMG and the Task Force Lead to resolve outstanding requests
Perform peer reviews of projects formulated by other team members
Verify legal descriptions in public records
Inspect new, existing, and damaged property, to include all parts of the structures taking into considerationcondition, design, construction, and land value
Photograph interior and exterior and all areas of the property
Use comparable and other means to determine value
Prepare detailed appraisal reports and presenting them to PA and FEMA
Qualifications
To be successful in this role, you will have:
A minimum of 5 years of Federal Emergency Management Agency (FEMA) Public Assistance (PA) experience.
1-2 years of experience in providing appraisal services of large commercial infrastructures
1-2 years of experience in providing appraisal services in any of the following types of work:
Restoration of Roads, Bridges, Water control Facilities, Buildings, Equipment, Utilities, Debris Removal, Schools, Churches, Parks, and recreation centers.
The ability to obtain and maintain FEMA Public Trust.
A United States Citizenship
The ability to maintain FEMA specific trainings
Strong Microsoft Office Skills,excellent written and oral communication skills.
The ability to deploy to any location in zone 2 with a 24-48-hour notice after Task Order Award.
Zone 2 includes Arkansas, Colorado, Illinois, Indiana, Louisiana, Michigan, Minnesota, Montana, New Mexico, North Dakota, Ohio, Oklahoma, South Dakota, Texas, Utah, Wisconsin, and Wyoming.
The ability to go on 6-12-month deployments at a minimum.
Comfortability and experience using a Smart Phone
The ability to work independently, in a team environment and under stressful conditions with tight deadlines.
Additional desired experience and skills:
Bachelor's degree or higher
FEMA Public Assistance experience preferred
Knowledge of the FEMA Public Assistance Program/Policy
Trained in the new Public Assistance delivery model is preferred
Active FEMA badge

Position Description
Serco is looking for an Advanced Marine Welder team member to join a high-profile and challenging project supporting the US Navy. The Advanced Marine Welder will be on a dynamic team, supporting our C5ISR system installations. Bring your expertise and collaborative skills to make an impact towards our military defense and safety of our Sailors.
You will be part of a team that works closely with the customer and other Serco team members to deliver high technology performed onboard U.S. Naval Ships and military installations.
In this role, you will:
Interpret specifications, drawings, blueprints, shop job orders and, process sheets.
Use a variety of ARC and gas welding equipment to fabricate or repair products such as foundations, cable collars, cable/pipe/vent hangers, cable tubes penetrations, studs, etc.
Perform related task such as thermal cutting (PLASMA or TORCH) and grinding.
Have knowledge of commonly used concepts, practices, and procedures within a particular field.
Assign work to qualified personnel.
Train new shop personnel on machinery, tools and test equipment required for quality construction of products.
Work onboard U.S. Naval Ships and military installations in an area that is somewhat uncomfortable due to drafts, noise, temperature variation and the like and with equipment where carelessness would probably result in minor cuts, bruises, muscle strains, serious injury, or death.
Qualifications
To be successful in this role, you will:
A High School Diploma or equivalent and 5-7 years of AIT experience.
Be familiar with NAVSEA, standard concepts, practices, and procedures within the field of electrical repair, fabrication, and installation.
Get respirator qualified and wear proper PPE throughout their work shift.
Have own tools of the trade and able to pass precertification company weld test.
Must complete successful qualification in the following Serco Welding Procedures within 30 calendar days of starting date: Serco-001 (GMAW, Aluminum - 4 position), Serco-002 (SMAW, HY100-4 position), Serco-003 (GMAW, Aluminum - 4 position), Serco-007 (SMAW, C/S to S/S - 4 position), and Serco-012 (SMAW, S/S to S/S - 4 position).
Candidate must be willing to travel up to 50% to various work sites.
Must be able to work in high heat spaces, climb shipyard dry dock stairs/ladders, work in kneeling position for layout of cable runs under false decking, lift 50 pounds with 80% of work requiring carrying, pushing, and/or pulling up to 40 pounds for majority of shift while being in a standing, crouching, or walking position.
Attention to safety critical.
This position supports a U.S. Government Contract whose terms require Serco to staff it only with U.S. Citizens, be able to obtain gain access to shipyards (NAVSTA & DBIDS), undergo a background investigation and pass a drug screening.
