A CICS and MQ Systems Programmer at Navy Federal Credit Union provides 24x7x365 administrative, configuration, troubleshooting, and software deployment support for CICS Transaction Server, WebSphere MQ, and supporting software products. The CICS and MQ systems programmer is responsible for maintaining the high availability production CICS and MQ environments as well as a number of test CICS environments. An MQ and CICS experienced professional who enjoys resolving system problems, and providing technical guidance on all things CICS and MQ will be a great addition to our team.

The ideal candidate will have a minimum of 5-6 years of work experience in mainframe CICS and / or WebSphere MQ systems programming.
Additional requirements we are seeking in an Engineer/Systems Programmer:
A demonstrated ability to carefully plan, document, and deploy software updates to multiple environments.
WebSphere MQ queue sharing group configuration and tuning experience.
Recent experience with CICS configuration, tuning, and production support. Experience in a highly available CICS environment is a big plus.
Ability to interact with management and to actively participate as a member of a team.
Experience with VSAM (including Record Level Sharing), DB2 in CICS, Unix System Services or Linux, monitoring tools, CICS and MQ automation tools, web interfaces, and dump diagnosis / debugging tools is helpful.
Experience programming in assembler, COBOL, Python, and / or Java is helpful.
Experience working with Docker, GitHub, ServiceNow, and Ansible can help you help us serve our members.
Duties of the role: research, evaluate, design, implement, and maintain system and product solutions, applying knowledge of engineering principles. To provide technical direction and engineering support for projects and infrastructure. Develop and maintain expert functional knowledge of evolving IT engineering industry technologies/competition, concepts and trends. The Digital Engineering team is responsible for building modern web and mobile applications to implement a complete UI and backend to serve 10+ million members and team members.
As a Digital Engineering Anchor (Performance Testing Lead), you will be responsible for overseeing the end-to-end load & performance testing activities across multiple initiatives in the Digital realm. This role involves mentoring a team of performance test engineers, developing, and implementing performance testing strategies, and ensuring that all digital capabilities meet load & performance needs prior to deployment. The Performance Testing Lead plays a vital role in optimizing system performance, mitigating risks, and ensuring a smooth user experience by identifying and addressing potential performance issues early in the agile development process.
Responsibilities
Assist with leading test engineers, by providing mentorship and guidance on daily task and activities.

Extensive experience in performance testing, with a solid background in software development and quality assurance.
Extensive knowledge in monitoring performance of applications using observability platforms.
Extensive knowledge of DevOps, automated testing, and script development with NeoLoad and/or LoadRunner to performance test non-functional behaviors of applications.
Extensive knowledge of the software testing lifecycle.
In-depth knowledge of performance testing tools (e.g., JMeter, LoadRunner, Neoload), scripting languages, and mocking frameworks.
Knowledge of CI/CD pipelines and how performance testing integrates with them. Proficient working in Azure DevOps.
Strong analytical and problem-solving skills, with the ability to identify and resolve complex performance issues.
Strong knowledge in functional, regression, and performance automation testing for the highly structural and complex systems.
Strong knowledge of JAVA/ Javascript programming language.

Overview
To provide administrative support to the Administrative Services Divisions by setting up and operating the high-speed automatic envelope sorter, inserting equipment and/or associated computerized control system and other postal equipment. Act as mentor, coach and trainer to new Mail Sorter/Insert Equipment Operators. Provide guidance on all of the different incoming work/jobs that are received daily 7 days a week. Organize incoming insert work and prioritize high level jobs that need immediate attention and have time sensitive material to be in compliance with job schedules. Act as Shift Supervisor during his/her absence. Perform basic/routine tasks with limited latitude and impact.
Responsibilities
Operate both sorting and inserting equipment
Ensure the proper maintenance of automated equipment
Serve as mentor/trainer and provide guidance and assistance to team members
Monitor recurring workflow or operational issues and escalate to management
Determine proper equipment configuration and operating procedures according to envelope size, number of inserts, etc.
Set-up and operate of automated equipment
Log registered and certified mail
Operate and refill Postal metering machines
Perform on-going quality control to ensure efficiency and accuracy of processes and procedures
Provide support for other Mail Operations Section projects
Record and prepare first and third class mail reports to qualify for Postal Service discounts
Assist in leading verification compliance with U.S. Postal Service (USPS) requirements
Identify and correct any errors or problems for each project
Maintain and stock essential materials and supplies
Confirm proper sequence of pre-sorted statements entering the machine
Examine mail to ensure that required enclosures are included in envelopes and that mailings are complete
Lead monitor postage meter dollar levels to ensure continuous operation of the inserting machines
Record backup production logs
Under supervision, monitor the functions and use of inserting machines and associated equipment to ensure work quality and compliance
Perform other related duties as assigned
Qualifications
Significant experience in operating a large automated inserting machine as prime operator
Working knowledge of processes involved in automated mail sorting and inserting

Overview
To coordinate the repossession process and disposition of property (e.g., cars, boats, motorcycles, airplanes, etc.) that serves as collateral on Navy Federal loans. Serve as point of contact and subject matter expert regarding section functions, systems, policies and/or procedures. Work is performed under moderate supervision.
Responsibilities
Responsible for coordinating all aspects of the repossession process
Remain familiar with payment methods available to members (e.g., direct remittance, recurring deposits, Western Union Quick Collect, Speed Pay, etc.)
Communicate to members, co-makers, and/or joint owner on all aspects of the repossession process
Prepare all documents required to initiate the repossession process
Contact insurance companies for payoffs; send Letters of Guarantee, monitor for payments and send titles to insurance companies
Serve as point of contact for internal departments regarding repossessions
Select repossession agents and negotiate fees for repossession
Document all member related contact in the Repossession Tracker and in other applicable systems throughout the repossession process
Process impound notices by contacting tow companies; negotiate fees, obtain vehicle condition, reason for impoundment and documents needed to recover the collateral
Monitor and ensure updates are provided by repossession agents; assist agents with skip tracing to locate collateral as needed
Recommend accounts to skip companies and/or License Plate Recognition staging if unable to locate
Recommend accounts to be returned to LCR, or Bankruptcy if unable to locate
Submit requests for required letters for redemption/reinstatement; ensure letters are accurate and mail them in accordance with State regulations to members
Assist members with reinstatement or redemption of their vehicle; contact the agent or auction to have the vehicle released to the member
Prepare documents to submit to the Department of Motor Vehicles to process a repossession title or to sell the collateral
Maintain an overall quality assurance audit rating of 90%
Determine floor price and send required documents to auction; release vehicles for sale in Auto IMS
Receive auction bids received thru various communication channels (e.g., email, telephone, fax, Auto IMS, etc.); determine if auction offer can be accepted and that the number of bids aligns with State requirements; determine if counting the bid will be required, or decline the offer and request that the vehicle be run on the next sale date
Review and process sale proceeds with accounting department to ensure funds are applied properly to the member's account
Submit requests to reduce interest rates to "0" on open book loans with a deficiency balance
Maintain knowledge of and ensure compliance with applicable federal and state laws, rules, regulations and Navy Federal policies and procedures
Maintain records of repossessions and prepare reports for management
Track and reconcile expenses with general accounting incurred during the repossession process
Perform other duties as assigned
Qualifications

Experience in the collection of delinquent loans

Overview
To provide full lifecycle project management in one or more of the following: design, construction, renovation, and quality assurance, at the company-owned/leased commercial offices and remote ATM facilities. Exercise a proactive strategy and technical expertise to provide project management of a buildings' design and construction with the goals of reducing costs and maintaining a productive work environment for Navy Federal staff. Works on complex projects and uses judgement to solve difficult problems. Coaches and mentors lower level staff. Works under limited supervision.
Responsibilities
Manage full lifecycle project management for multiple, large, and complex projects
Establish and lead project teams
Develop project plan/scope/schedule/cost/communications
Procure and/or manage resources/timelines/deadlines/quality
Risk, Issue and Change management
Ensure successful project implementation
Develop and review specifications for preparing requests for proposals, bid packages, and cost estimates; solicit proposals from contractors and conduct contractor competence, and ability to work within Navy Federal's security guidelines. Summarize bid packages based on cost, quality & availability
Consult with architects, contractors, engineers, government agencies and Navy Federal staff concerning all facility issues ranging from building system design to telecommunication infrastructure
Oversee performance and provide quality assurance for outsourced services
Design, develop, and review site layout drawings and create and review interior design plans
Manage approvals and permits through project completion and operation
Manage relationships with vendors, including contract definition, monitoring and issue resolution
Partner with General Counsel and Procurement to secure General Contractors, Architects, Engineering firms and other services and hard goods for capital projects
Work closely with Procurement to clearly define and understand contracts, including language, scope, pre- and post-award, contract closure, basic legal aspects, and risk management
Evaluate and resolve complex construction and environmental requirements/issues, provide guidance and information on those issues to architects, contractors, government agencies and field operations
Evaluate design, construction, and repair work based on accuracy, quality of workmanship and adherence to established plans, time schedules, codes, related laws and regulations, and collect information and inspect completed work/delivered products
Assist in preparing and presenting strategic reviews of project status to departmental leadership
Identify and communicate branch/division/department areas of concern, or cross-organizational that may impede or impact other projects/initiatives
Build relationships with management and key stakeholders
Negotiate with or influence division/department management to facilitate project resolution within timelines and budget constraints

Qualifications

Overview
To evaluate and underwrite all mortgage loan types offered by Navy Federal Credit Union (NFCU) according to specific state and federal requirements to limit the risk exposure to NFCU's mortgage portfolio. To analyze required loan documentation and information presented in the mortgage loan request, to condition and make appropriate loan decisions based on the acceptability of the credit risk using established guidelines of NFCU, secondary market investors, and applicable state and government regulations. Works on assignments requiring judgment in resolving issues or making recommendations. Identifies key issues and patterns. Takes a broad perspective to solve problems. Responsibilities
Analyze mortgage loan information on loan documents such as income, assets, and credit criteria to confirm loan eligibility based on Navy Federal guidelines as well as adherence to investor requirement with or without independent scoring systems
Analyze exceptions and rejections; recommend alternative mortgage products that could bring the loan within guidelines
Analyze self-employed borrower income documentation
Approve mortgage loans and authorize loan disbursements based on a complete analysis of submitted documentation and applicable rules and regulations
Determine the acceptability and marketability of the real estate property to ensure there is sufficient collateral to secure the loan
Prepare and present counter-offers on marginal loans; prepare adverse action (loan disapproval) notifications, with awareness of the compliance provisions of the regulatory agencies
Review/understand effects of contracts related to real estate, such as age restrictions, HOAs, etc.
Work closely and collaboratively with loan originator and processor to ensure all appropriate data and required documentation is obtained
Participate in mentoring sessions for Mortgage Processors, Mortgage Closers and Mortgage Loan Officers
Maintain current knowledge of all NFCU mortgage products and any changes to guidelines by NFCU, investor, or government agencies that impact the processing of mortgage loan products
Collaborate with training team to maintain the on-line manual to ensure all guidelines are conveyed accurately and consistently
Perform secondary review of loans that are suspended and/or declined

Overview

Evaluate and resolve complex construction and environmental requirements/issues, provide guidance and information on those issues to architects, contractors, government agencies and field operations

Assist in preparing and presenting strategic reviews of project status to departmental leadership

Qualifications

Significant experience in identifying safety hazards including correcting and eliminating them
Extensive experience in managing projects involving directing/facilitating the work of contractors and subcontractors

Advanced knowledge of regulations and procedures governing the procurement of services and contracts
