JOB DESCRIPTION:

Provide technical and logistical support tasks across the logistics element areas for the Airborne Electronic Attack (AEA) Program 18G FST/NGJ.

JOB RESPONSIBILITES:

  • Provide technical and logistical support for the research, development, sustainment, and modifications of systems capabilities and components.

  • Provide lifecycle logistics and technical support to ensure the application of processes across all Integrated Product Support (IPS) elements for balanced solutions addressing capability needs, design considerations and constraints, as well as limitations imposed by technology, budget, and schedule; while working to reduce total Life Cycle Cost (LCC).

  • Develop, review, update, provide recommendations, prepare and/or evaluate technical documentation such as repair standards, technical data packages and changes, drawings, specifications, test plans and maintenance procedures including Document Change Orders (DCOs), Design Change Notices (DCNs), Engineering Change Proposals (ECPs), Request for Engineering Information (REI), Temporary Engineering Instructions (TEIs), Engineering Orders (EOs), and Technical Directives (TDs).

  • Review/Analyze requests for deviations and waivers to determine the effects on production, configuration identification, operation and logistics.

  • Provide technical and logistical support in the following areas for the Airborne Electronic Warfare Program: assessment of system and subsystem requirements, development, analysis, evaluation of concepts/technologies, analyze metrics, data record entry, reproduction, distribution, acquisition logistics, provisioning of parts, reporting, and validation/verification of technical documentation.

Qualifications

REQUIRED EDUCATION:

  • Bachelors and six (6) years or more of related experience or equivalent; Masters and four (4) years or more experience. An additional four (4) years of experience may be applied in lieu of a bachelors.

REQUIRED CLEARANCE:

  • Ability to obtain a secret clearance

  • Must be a US Citizen

REQUIRED SKILLS:

  • Prior experience developing, reviewing and updating tech data packages.

Target salary range: $85,001 - $95,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.

SAIC seeks an energetic and talented Senior Program and Acquisition Support Systems Engineer to join an exciting program and world-class Systems Engineering and Technical Assistance (SETA) team in Springfield, VA . The successful candidate will be a results-oriented, bias towards action self-starter with a willingness to learn and the ability to be an immediate contributor in fast paced, adaptive and innovative team environments. They will possess strong interpersonal and excellent communication (listening, verbal, and written) skills with the ability to forge and nurture close working relationships with project officers and executive-level leaders, and SETA throughout the customer organization, DoD, IC, industry, and academia. Job responsibilities include providing project and contracts management, tailored rapid acquisition expertise, specialized systems engineering, and technical analysis support for an advanced R&D portfolio that delivers pioneering capabilities in the maritime domain.

  • Primary tasks include, but are not limited to:

  • Provide high-level systems engineering and programmatic expertise to support technology system(s) and requirements development, acquisition, integration, prototyping, testing and evaluation, transition, and deployment activities.

  • Support technical project and systems engineering management including Concept of Operations (CONOPs) generation, requirements development, performance work statements development, and integrated milestone/schedule development.

  • Provide contract management and acquisition support efforts to include development of contract documents to enable awards to industry partners. Drafting acquisition documents including, but not limited to, Acquisition Strategies, Acquisition Plans, Statements of Work (SOW), Technical Task Orders, and other required solicitation and contract attachments.

  • Assist the Government in documenting source selection plans and proposal requirements including writing Source Selection Plans, Proposal Preparations Instructions, and Proposal Evaluation Criteria.

  • Conduct analysis and monitoring of requirements, performance metrics, financial limitations, and schedule of award contracts and programs; and proactively address issues.

  • Track and perform programmatic reviews of non-SETA contract CDRLs, including assisting the Government with the oversight of the execution of non-SETA contracts.

  • Work with government project officers and leadership to translate intent in short and long term (multi-year) strategies, annual technology roadmaps, action plans, and resource allocation decisions; track milestones and evaluate progress toward the customer's strategy and framework objectives.

  • Execute reviews of systems development, technical proposals and papers, and use-case specific CONOPs to ensure compliance with government requirements and risk tolerances; compile findings and present recommendations to government project leads in formal reports.

  • Participate in and support system, technical, and program status reviews. Manage and facilitate in integrated product teams and working groups.

  • Draft formal presentations, proposals, technical papers, meeting agendas, and other formal communications; participate in executive-level meetings, discussions, and program briefings.

  • Track tasks, actions, and pending decisions; coordinate with a larger cross-functional team to compile responses to customer tasks, meet suspense dates for actions and prepare program leaders for executive-level decision points (internal and external).

  • Author meeting notes, data calls, program status reports and other programmatic documentation.

  • Assist customer project officers to promote communication and synchronized actions across a larger team.

Travel (10-15%) outside assigned work area.

Qualifications

Required education and experience:

  • Bachelor's degree and nine (9) years of experience in a technical field such as engineering, physical sciences, mathematics, or operations research; additional years of experience may be considered in lieu of degree.

Required skills:

  • Experience providing technical project management and systems engineering in support of DoD and/or Intelligence Community (IC) programs.

  • Must be able to provide contract management and acquisition support efforts to include development of contract documents to enable awards to industry partners.   • Responsible for building systems, organizing communication between functional areas for required media, and integrating patches & merge request into the build procedures and media (e.g. for "manual" build process).

  • Care & maintenance of systems installed labs, support centers, and site deliveries.

  • Generation, engineering, and documentation for engineering and software change requests.

  • Responsible for development of scripts & procedures to provide major architectural updates to existing systems in the field, engineering and software change request documentation.

  • Work with cyber security office (CSO) on closing vulnerabilities and remediating other security issues.

  • Responsible for the management of all code & repos used within the organization.

Qualifications

SAIC has an opportunity for a technical Program Manager to overseas Tier II Operations for the Department of State's Diplomatic Technology (DT) Bureau's global IT infrastructure. The technical manager will be responsible for supervising a team of SAIC and subcontractor resources. The lead shall be responsible for the technical oversight and resource/project management expertise to drive IT projects and operational activities. The lead shall be responsible for managing program costs and schedules and ensuring contract compliance. The manager shall be capable of integrating the planning and leading of deployments and operations tasks for the DT bureau. The lead shall be able to communicate and coordinate all relevant work products/deliverable to the Government customer and SAIC Senior Management. The manager shall be capable of evaluating performance results, performing risk assessments, and recommending changes impacting the team.

This role is hybrid and requires 1 day/week in the office.

Description of Duties:

  • Provide technical oversight of all Tier 2 operational activities/projects.

  • Perform as the primary customer interface for technical and business matters, information sharing, and basic problem resolution.

  • Coordinates with contract team to ensure customer requirements are met.

  • Provide budget and schedule management support, expertise, and guidance to Government customer and contractor supervisors.

  • Takes lead with all logistics surrounding customer engagements including coordinating, leading and documenting meetings; additionally track after action items.

  • Escalate issues, risks, and concerns if any task may not meet agreed upon schedule.

  • Track and report on task completion to GITM Government Program Management.

  • Manage risk, customer relationships, and program staffing.

  • Ensure compliance with quality standards and escalate challenges to leadership.

Qualifications

Required Education, Experience, Skills & Attributes:

  • Bachelors and ten (10) years or more of related experience; Masters and eight (8) years; May accept additional experience in lieu of degree.

  • Experience working with data center solutions; hybrid on-prem/cloud environments highly preferred.

  • Experience working with virtualization and automation technologies highly preferred.

Qualifications

Required

. Five (5) years or more of demonstrated experience in one or more of the following engineering activities:

o Experience performing governance and requirements activities.

o Experience delivering and maintaining governance processes, addressing opportunities for Sponsor process improvement.

o Experience developing and maintaining work plans and delivery roadmaps.

o Experience with tracking tools (program and project level) and governance processes (Requirements/Engineering/Architecture Review Boards)
