Serco supports the US Government customer on a contract providing technical expertise for our national defense. Our team provides sound engineering expertise and advice in the High Performance Computing arena on exciting projects. You will be part of a team that works closely with the customer to deliver engineering and technical expertise with an emphasis on high performance computing architecture, technical configuration management, and overarching hardware/software requirements. Our managers on this team are seasoned Serco personnel who are available and responsive to ensure your success!

In this role, you will have high end network expertise using Juniper. You should have the following capabilities:

  • HPC Architecture: Requirements work, system design, and architecture; Architecture documentation, to-be plan planning, transition planning

  • Technical Configuration Management: Technology Roadmap planning

  • Overarching H/W Requirements: Technical CONOPS, use cases, and pilot plan development

  • Familiarity with IC Cloud Computing to include:

  • Familiarity with the mission platform, the broad range of Capabilities products and services, and the functionality of the IC Cloud.

  • Experience with researching, developing and documenting best practices related to migration and transformation of existing products to new IT hosting technologies.

  • Experience with guiding and managing the risks associated with these migrations.

  • Experience with researching and provide guidance related to the NSA IT security requirements.

  • Experience developing briefings on technical topics relating to the migration process.

  • Experience with DoD 500 Phase A activities (requirements gathering, analysis of alternatives, DoDAF, cost estimation, scheduling, etc).

Qualifications

To be successful in this role, you will have:

  • An active TS/SCI clearance with polygraph.

  • U.S. Citizenship.

  • A Bachelor's degree in Computer Science, Computer Engineering, Software Engineering, Electrical Engineering, or other related technical discipline from an accredited college or university.

  • In lieu of a bachelor's degree, you may substitute four (4) years relevant experience.

  • Ten to Twelve (10-12) years demonstrated experience

Additional desired experience and skills:

  • Experience with high end networks using JUNIPER in the High Performance Computing (HPC) environment.

In this role, you willpossess the following capabilities:

  • Assist with any or all of the Level 1 tasks as constrained by technical training and previous testing experience

  • Conduct research into and apply knowledge of Government test and evaluation concepts and related engineering, acquisition, and operations activities as needed to support the T&E activities

  • Plan and Execute Performance Analysis

  • Review planned acquisition approaches to support T&E schedule alignment with decision maker needs for T&E support

  • Analyze performance risk areas to focus T&E planning

  • Specify, validate, and adapt Modeling and Simulation for T&E use

  • Apply Statistical Analysis of variations in performance behavior to characterize confidence in performance estimates

  • Select, develop, & use analysis tools

  • Execute the evaluation plan on data collected by the Testing Tasks

  • Plan and Execute Performance Data Collection

  • Plan program and event level testing for collection of data required for analysis and to synch T&E events with supported decision points

  • Establish and employ Data & Configuration Management capabilities

  • Support Data Authentication group functions; and comply with program Discrepancy Reporting criteria and processes

  • Assess operational and system performance requirements for testability and criticality to frame and prioritize T&E objectives and enable evaluation planning

  • Coordinate with program Systems Engineering (SE) and review T&E-related SE information to leverage functional analysis, system descriptions, parameter selection and dependencies, Modeling and Simulation, and initial performance risk assessments to inform evaluation planning

  • Assess operational environments and priorities for evaluation attention and scenario selection, and to coordinate user participation in T&E

  • Plan program and event level risk-tailored performance estimation and analysis of system and operational Effectiveness and Suitability metrics & conditions; levels of T&E include inspection, demonstration, paper analysis, survey, simulation, and physical test Design surveys for evaluation of Subject Matter Expert (SME) input and user assessments of performance

  • Participate in the T&E Working-level Integrated Product Team (WIPT) and/or Integrated Test Team for coordination of evaluation plans

  • Produce Evaluation Plans (metric framework, scenarios/threads, timelines, requirements/T&E cross-walk), Analysis Plans, Data Requirements, Risk Assessments, Evaluation Reports, Status reports; provide input to Government T&E products (e.g., Technology Readiness Assessments, Test & Evaluation Strategy, Test & Evaluation Master Plan, T&E Plans & Procedures and Test Readiness Reports)

  • Design data sampling schemes to optimize the information/resource balance and to control testing uncertainties

  • Select, coordinate, and calibrate Instrumentation, collection and data management tools, targets, & facilities

  • Ensure test readiness including training of test event participants re conduct of the event; equipment readiness, and security, legal, and privacy compliance arrangements

  • Participate in T&E WIPT and/or Integrated Test Team for coordination of data collection plans

  • Execute Testing and Data Collection per plan

  • Produce associated Test Plans, Procedures, and Reports/Briefings, Data Management Plan

  • Define and provide technical direction and guidance for the Level 1 tasks to the Level 0 and Level 1 TEs assigned to the task

  • Recommend draft plans and reports from the Level 1 tasks for approval by the task leader

  • Work directly with the Government sponsor to coordinate task implementation

  • Maintain knowledge of current and evolving agency, national, and international standards applicable to the system development of interest

Qualifications

To be successful in this role, you will have:

  • An active TS/SCI clearance with polygraph.

  • U.S. Citizenship

  • Five (5) years experience as a TE in programs and contracts of similar scope, type and complexity is required.

  • Bachelor's degree in Math, Science, Engineering, Statistics, Engineering Management, or related discipline from an accredited college or university is required.

  • Four (4) years of additional TE experience may be substituted for a bachelor's degree.

Qualifications

If you are accepted for this position, you will design, develop, test, deploy, document, maintain, and enhance complex and diverse software systems based upon documented requirements. These systems might include, but are not limited to, processing intensive analytics, novel algorithm development, manipulation of extremely large data sets, real-time systems, business management information systems, and systems which incorporate data repositories, data transport services, and application and systems development and monitoring.

In this role, you will:

  • Analyze user requirements to derive software design and performance requirements.

  • Debug existing software and correct defects.

  • Design and code new software or modify existing software to add new features.

  • Write or review software and system documentation.

  • Integrate existing software into new or modified systems or operating environments.

  • Develop simple data queries for existing or proposed databases or data repositories.

  • Software development using languages such as C, C++, Python, Ruby, Perl, JavaScript, etc.

  • Have experience with agile development processes.

  • Have experience with source code control systems, such as Git.

  • Serve as team lead at the level appropriate to the software development process being used on any particular project.

  • Design and development of relational and non-relational database applications.

Our Naval Acquisition and Sustainment Operation provides critical services to nearly all U.S. Navy ships and craft and supports surface ship maintenance, modernization, and sustainment. You will work closely with Government, maritime industry professionals, and support personnel. Bring your expertise and collaborative skills to make an impact towards our military defense and safety of our sailors and marines. Our objective: to ensure our clients' mission objectives are achieved with the highest level of capability and assurance, and at the lowest possible cost.

In this role, you will:

  • ProvideC4ISR/C5ISRsystems expertise in developing ship change packages

  • Support meetings including WeeklyC4ISR/C5ISRmeetings with the customer. Facilitate MonthlyC4ISR/C5ISRmeeting with SPAWAR/NIWC.

  • Provide coordination/liaison with other Government agencies and commercial companies to address and resolve technical issues.

  • Participate in shipboard trial events upon Government request.

Qualifications

To be successful in this role, you will have:

  • Bachelor's Degree in Engineering or a related scientific discipline is desired with 7 years of relevant experience. Relevant experience is professional experience of essentially the same scope and complexity as that described in the -Position Description-, above. Military or DoD experience can be substituted for a degree if 15 or more years of specific work experience can be demonstrated in an analogous or higher-level position.

  • Must be able to obtain an active DoD Secret clearance post-employment.

  • AutoCAD experience, an in-depth knowledge of U.S Navy Amphibious Ship C4ISR/C5ISR systems and interfaces, and familiarity with PEO C4I and NIWC organizations.

  • Travel 10% required for the position. Ability to travel to support activities in a shipyard or naval facility, or onboard ship while underway.

Serco supports the Texas Department of Transportation (TxDOT) by operating the free HERO patrol service program with the purpose of minimizing traffic congestion and improving highway safety by clearing damaged and disabled vehicles and debris from the travel and emergency lanes, and providing traffic control and scene protection at incidents.

You will be part of a team that works closely with TxDOT, local law enforcement and other first responders daily.

As a HERO Operator, you can expect to:

  • Assist motorists and perform incident management services during assigned shifts

  • Provide clear and accurate information regarding incidents and the response required using standard protocol to communicate with TMC Operators, law enforcement, ambulance, fire department, or towing services using radio, telephone, CAD, and e-mail.

  • Services include, but are not limited to:

  • Clear lane blocking traffic incidents and assist other emergency and support response personnel as requested

  • Establishing traffic control and scene protection using signs, flares, cones, flagging, flashing lights, etc. during major incidents

  • Providing basic first aid services in accordance with standard and necessary practices until trained emergency responders arrive on the scene

  • Changing flat tires

  • Adding air to low tires

  • Adding gasoline

  • Adding water to radiators

  • Providing battery jump starts

  • Perform vehicle push maneuvers when able

  • Calling for towing service or emergency service

  • Transporting stranded motorists to a safe location off the roadway

  • Providing cell phone service

  • Providing drinking water to stranded motorists

Qualifications

To be successful in this role you will have:

  • High school diploma or its equivalent

  • Valid driver's license with good driving record

  • Available to work various shifts, weekends, and holidays

  • Ability to speak English language (Bilingual is plus)

  • Ability to work 12hr shifts to include occasional weekends

  • Ability to lift/carry 50lbs continuously and up to 100lbs assisted

  • Ability to walk the interstate/patrolled roadways unassisted 10-12hrs a day in all weather conditions while removing debris or placing long-term MOT devices

  • Ability to safely operate a pickup truck with a 20-30 foot trailer in tow

The DOL VETS TAP program is in need of experienced, skilled and passionate Site Leads / Employment Facilitators who have prior experience teaching / instructing Military personnel transition to civilian professional and vocational occupations.

In this role, you will:

  • Able to guide the transitioning Military Servicemembers in identifying goals while also assisting them with recognizing any employment or education gaps.

  • Organize and manage an office.

Qualifications

To be successful in this role, you will have:

  • A High School Diploma and 3+ years of experience as a professional trainer or facilitator.

  • ORan Associates degree.

  • Prior experience which demonstrates understanding of private and public sector employment processes.

  • Previous experience as a classroom instructor.

  • Knowledgeable of the workplace, jobs, and requirement for entry into those jobs.

  • Demonstrated ability to provide training to groups with up to 50 participants: individual career counseling experience.

  • Proficient in MS Windows and Office.

  • Able to communicate effectively with Military clients, be comfortable instructing and speaking in front of a group, be observant of others, possess the ability to engage an audience, and respond to inquiries independently.

  • The ability to travel.

  • May require extended hours, including weekdays, weekends, and some holidays, and be willing to perform administrative functions for the office.

  • Must have excellent time management skills, able to work independently, and able to respond to inquiries

The Operations Specialist has the ability to select their home facility/location to be based out of. Serco and the Aviation Operations Specialist will coordinate selection of the home facility based on geographic location, traffic, and complexity. Serco Inc. is a federal government contractor that provides air traffic control services at Federal Aviation Administration (FAA) Contract Towers (FCTs), Non-Federal Contract Towers (NFCT), Remote Air Traffic Control Towers and Ramp Control Services in 12 western states.

The Operations Specialist travels to any one of Serco's towers, many times on short notice, obtains a quick certification and then fills in as an Air Traffic Control Specialist (ATCS) or Air Traffic Manager (ATM) as needed. Extensive travel is required. Must be familiar with a variety of the field's concepts, practices, and procedures. Must rely on experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is expected. Needs to have the ability to lead and direct the work of others. Typically reports to an executive or a manager.

As an ATCS, the Operations Specialist will control air traffic on and within the vicinity of the airport according to established procedures and policies to prevent collisions and minimize delays arising from traffic congestion. They are responsible for the safe, orderly and expeditious movement of air traffic through the nation's airspace.

ATCS duties include:

  • Answering radio calls from arriving and departing aircraft

  • Issuing landing/takeoff instructions

  • Issuing information such as runway to use, wind velocity and direction, visibility, taxiing instructions, and pertinent data on other aircraft operating in vicinity

  • Issuing air traffic clearances

  • Providing advice based on their own observations and information from the National Weather - Service, IFR control facilities, flight service stations, pilots, and other sources

  • Taking and disseminating weather observations at Limited Aviation Weather Reporting Station (LAWRS) or Supplemental Aviation Weather Reporting Station (SAWRS) facilities

  • Transferring control to receiving facilities when aircraft leave their airspace and receiving control of aircraft coming into their airspace

  • Operating various types of equipment such as: radios, telephones, interphones, computer systems, radar, recording systems, weather equipment, light guns, airport/runway lighting systems, and backup equipment

  • Alerting airport emergency crews and other designated personnel when aircraft are having flight difficulties

  • Coordinating with and issuing instructions to airport vehicles and personnel

  • Maintaining and disseminating records of daily operations

  • Other duties as assigned

As an ATM, the Operations Specialist must be familiar with standard ATC concepts, practices, procedures and function as an ATCS. A manager must rely on experience and judgment to plan and accomplish goals. Duties include:

  • Reporting to the Area Manager

  • Supervising

  • Scheduling

  • Overseeing and directing training for controllers

  • Ensuring that all reporting requirements are met

  • Ensuring all facility directives and Standard Operating Procedures (SOP) are followed

  • Acting as a liaison with airport management and FAA at local levels

Qualifications

Requirements to join the team

  • US Citizenship

  • An FAA Second Class Medical Certificate

  • A Control Tower Operator (CTO) rating or a Credential with a Tower Rating and 6 months of practical experience in accordance with 14 CFR Part 65.39

  • Minimum 5 years' experience as an air traffic controller with a minimum of 3 years of supervisory experience preferred.

  • Minimum 3 years' experience in the FAA Contract Tower Program preferred.

  • Eligibility to work for Serco under Federal Immigration Laws

  • Verification of education and employment references from previous employers including the release of drug and alcohol records

  • Passing a pre-employment drug screen

  • Receiving an FAA Security clearance (interim and final suitability)

  • Retrieve, evaluate, and process the daily Active Army, Army Reserve, and National Guard DODAAC/RIC workload from the Customer Vendor Solution (CVS) in AESIP.

  • Evaluate, maintain, and update daily Active Army, Army Reserve, and National Guard DODAAC/RIC transactions and computer system/files via AESIP to ensure business process requirements are incorporated and data is standardized. Ensure DODAAC/RIC assignments conform to Unit Identification Code (UIC) force structure requirements in AR/PAM 220-1.

  • Assist in reconciliations with Life Cycle Management Command (LCMC) regarding RIC/LMP Plant Code Assignments.

Our Naval Acquisition and Sustainment Operation provides critical services to nearly all U.S. Navy amphibious ships and craft and supports surface ship maintenance, modernization, and sustainment. You will work closely with Government, maritime industry professionals, and support personnel. Navy, Gulf Coast (SSGC); Naval Surface Warfare Center, Carderock Division-Ships Systems Engineering Station (NSWCCD-SSES); Naval Information Warfare Systems Command (NAVWARSYSCOM) [formerly SPAWAR]; Naval Supply Systems Command Weapon Systems Support (NAVSUP WSS); Naval Medical Logistics Command (NMLC); Defense Logistics Agency (DLA); the pre-commissioning crew, and the shipbuilder

  • Support the assigned ship or landing craft Integrated Logistics Support (ILS) team

Individuals with technical school or military certifications and more experience will be considered. Years of relevant ILS experience in an acquisition environment is defined as product support with a life cycle management focus and include activities and aspects that extend across the life cycle in more than one of the -Twelve Integrated Product Support (IPS) Elements-, as outlined in Appendix A of the DoD Product Support Manager's (PSM) Guidebook and the DoD Integrated Product Support Element (IPS) Guidebook.   • Expertise on the various elements of logistics, Government Furnished Equipment (GFE) and Contractor Furnished Equipment (CFE) systems, Configuration Data Manager's Database-Open Architecture (CDMD-OA), Army Aviation and Missile Research Development and Engineering Center Safe Access File Exchange (AMRDEC SAFE), Corporate Document Management System (CDMS), Haystack, Technical Data Management Information System (TDMIS), and other Navy software is preferred.

  • Experience with CDMS, Independent Cost Estimate (ICE), CDMD-OA, and other Navy ILS related software is highly desirable.

Serco is excited to begin support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.

This position is contingent upon your ability to maintain/transfer your DoD Secret clearance.

OurFlight Test Instrumentation Analyst ( Program Analyst, Senior), located in Crystal City, Arlington, VA, provides critical supportto the Air Vehicle (AV) PMO, Mission Systems Test Program Management Branch for all aspects of assigned F-35 test programs. This position is currently assigned Flight Test Instrumentation (FTI) for F-35 Developmental Test (DT) and Operational Test (OT) aircraft for the F-35 DT/OT test sites and supportsthe F-35 Air Vehicle (AV) Mission Systems (MS) Program Management Office (PMO), F-35 JPO. This is a Hybrid/Telework position.

Our Flight Test Instrumentation Analyst (Program Analyst, Senior) analyzes / manages assigned test infrastructure program contracts thru their lifecycle to include (but not limited to) requirements, proposals, awards, risk management, budget allocation, and manpower. Our Flight Test Instrumentation Analyst is an effective communicator and leader, working across the F-35 enterprise along with the F-35 Prime Contractor in order to analyze/manage the success of the contract. Our Senior Program Analyst collaborates with other program analysts and program managers and Directorate for Test and Evaluation (DTE) to ensure future testing capacity requirements can be achieved for the success of the program.

You will be part of a dynamic team of F-35 JPO Program Managers and Analysts who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.

In this role, you will:

  • Collaborate across the F-35 enterprise to include Air Vehicle PMO and other PMOs as well as DTE and its entities on current and future status of assigned test infrastructure programs.

  • Collaborate with Contractors, their sub-contractors, and vendors.

  • Develop / analyze program plans that include cost, schedule, and performance estimates.

  • Develop / review / analyze SOWs/CDRLs.

  • Analyze / Manage contract outputs to ensure requirements are met and are within cost/schedule constraints.

  • Analyze / Manage Risks and Opportunities of assigned programs.

  • Prepare and deliver briefings at various levels to include senior and executive leadership.

  • Prepare future plans for potential execution to meet the needs of the warfighter.

  • Develop Basis of Estimate (BOE) analysis, reviews, contract negotiations, incentive creation and management.

  • Assist in providing budget related items such as POM inputs, unfunded requirement (UFR) requests, Agile Combat Employment (ACE) inputs.

Qualifications

To be successful in this role, you will have:

  • An active DoD Secret clearance. Ability to obtain and maintain S/SAR.

  • Master's Degree in the stated discipline or a Bachelor's Degree plus 4 years additional work experience related to the labor category functional description.

  • The ability to provide on-site support at F-35 Joint Program Office (JPO) located in Crystal City, VA no

  • At least ten (10) years' experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management

  • Six (6) years out of 10 years of recent work experience related to analysis and planning.

  • Three (3) years in support of a Major Defense Acquisition Program (MDAP).

  • Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment.

  • Knowledge of the FAR for the development of contracts and contract modifications required for the acquisition of logistics supportability products.

  • Demonstrated experience in the program/project status, schedules, and DoD reporting.

  • Demonstrated knowledge of Service and OSD policy and documentation related to PPBS, life- cycle management of military acquisition programs (as specified in the DoD 5000 series), to include DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03, and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.

  • The ability to travel approximately 25% of the time, primarily CONUS travel to various government and contractor facilities outside of National Capital Region.

Addtional Desired Skills:

  • Developmental or Operational military Flight Test experience

  • Combined, Joint, or Integrated Test Force Experience

  • Level II or III DAWIA certification in T&E

  • Level III DAWIA certification in Program Management

  • Master's Degree in Engineering or Systems Analysis
