Serco is excited to begin support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.
This position is contingent upon your ability to maintain/transfer your DoD Secret clearance.
OurFlight Test Instrumentation Analyst ( Program Analyst, Senior), located in Crystal City, Arlington, VA, provides critical supportto the Air Vehicle (AV) PMO, Mission Systems Test Program Management Branch for all aspects of assigned F-35 test programs. This position is currently assigned Flight Test Instrumentation (FTI) for F-35 Developmental Test (DT) and Operational Test (OT) aircraft for the F-35 DT/OT test sites and supportsthe F-35 Air Vehicle (AV) Mission Systems (MS) Program Management Office (PMO), F-35 JPO. This is a Hybrid/Telework position.
Our Flight Test Instrumentation Analyst (Program Analyst, Senior) analyzes / manages assigned test infrastructure program contracts thru their lifecycle to include (but not limited to) requirements, proposals, awards, risk management, budget allocation, and manpower. Our Flight Test Instrumentation Analyst is an effective communicator and leader, working across the F-35 enterprise along with the F-35 Prime Contractor in order to analyze/manage the success of the contract. Our Senior Program Analyst collaborates with other program analysts and program managers and Directorate for Test and Evaluation (DTE) to ensure future testing capacity requirements can be achieved for the success of the program.
You will be part of a dynamic team of F-35 JPO Program Managers and Analysts who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.
In this role, you will:
Collaborate across the F-35 enterprise to include Air Vehicle PMO and other PMOs as well as DTE and its entities on current and future status of assigned test infrastructure programs.
Collaborate with Contractors, their sub-contractors, and vendors.
Develop / analyze program plans that include cost, schedule, and performance estimates.
Develop / review / analyze SOWs/CDRLs.
Analyze / Manage contract outputs to ensure requirements are met and are within cost/schedule constraints.
Analyze / Manage Risks and Opportunities of assigned programs.
Prepare and deliver briefings at various levels to include senior and executive leadership.
Prepare future plans for potential execution to meet the needs of the warfighter.
Develop Basis of Estimate (BOE) analysis, reviews, contract negotiations, incentive creation and management.
Assist in providing budget related items such as POM inputs, unfunded requirement (UFR) requests, Agile Combat Employment (ACE) inputs.
Qualifications
To be successful in this role, you will have:
An active DoD Secret clearance. Ability to obtain and maintain S/SAR.
Master's Degree in the stated discipline or a Bachelor's Degree plus 4 years additional work experience related to the labor category functional description.
The ability to provide on-site support at F-35 Joint Program Office (JPO) located in Crystal City, VA no
At least ten (10) years' experience in program management, technical, or business analysis discipline, in weapon systems acquisition and life cycle management
Six (6) years out of 10 years of recent work experience related to analysis and planning.
Three (3) years in support of a Major Defense Acquisition Program (MDAP).
Knowledge of the principles, policies, and practices of system acquisition to plan, organize, and coordinate critical aspects of the development, production, deployment, and sustainment of systems, subsystems, and equipment.
Knowledge of the FAR for the development of contracts and contract modifications required for the acquisition of logistics supportability products.
Demonstrated experience in the program/project status, schedules, and DoD reporting.
Demonstrated knowledge of Service and OSD policy and documentation related to PPBS, life- cycle management of military acquisition programs (as specified in the DoD 5000 series), to include DoD Instruction (DoDI) 5000.2, DoD Directive (DODD) 5530.03, and the International Cooperation in Acquisition, Technology and Logistics (IC in AT&L) Handbook.
The ability to travel approximately 25% of the time, primarily CONUS travel to various government and contractor facilities outside of National Capital Region.

This position supports NAVSEA in the acquisition, stand-up and lifecycle support for new navigation systems and high-tech trainers for the Navy. In this role you will:
Provide program management and training system acquisition support for Surface Training Advanced Virtual Environment Navigation (STAVE-N) training systems as needed.
Coordinate with training system acquisition stakeholders to support Planning, Programming, Budgeting & Execution (PPBE) process in support of requirements, development, delivery, and sustainment of Surface Training Systems as required by the Department of Defense 5000.2 series and OPNAV instructions for Warfare Chairs.
Develop and maintain project status briefs, trackers, and other project management tools to monitor and report cost, schedule, performance, and risk related to a portfolio of STAVE-N training system acquisition projects.
Make recommendations for training requirements and advise the Mission Area Chair on defending the requirements to the Surface Expeditionary Warfare Training Committee (SEWTC) and the resource sponsor.
This position specializes in the planning, acquisition, activation and sustainment of Navy Training Systems and Installations.
Develops financials planning and budget forecasts for system acquisition and sustainment.
Develops and updates Senior Level PowerPoint Briefings.
Qualifications
To be successful in this role, you must have:
An Active DoD Issued Secret Clearance.
Bachelor's degree in plus 5-7 years directly relevant work experience.
Experience in training acquisition program management or Navy acquisition program management
Navy Surface ship navigation experience to include Navigator, ship control and bridge watch duties.
Experience with use of electronic navigation systems
Expert level experience with Microsoft applications, especially PowerPoint, Word, and Excel.

Position Description
Are you an experienced Project Control Specialist looking for a new opportunity? Serco is looking for a Project Control Specialist to join a high-profile and challenging project supporting US Navy installation work in Chesapeake, VA. The ideal candidate will be on a dynamic team, supporting our C5ISR and IC Voice system installations. Bring your expertise and collaborative skills to make an impact towards our military defense and safety of our Sailors.
You will be part of a team that works closely with the customer and other Serco team members to deliver high technology performed onboard U.S. Naval Ships and military installations. As a Project Control Specialist, you will analyze project requirements, conduct cost research, and utilize estimating tools which will be essential in ensuring profitability and competitiveness.
You will play a critical role in ensuring that successful and safe work is performed onboard our United States Navy Ships which is vital to our Mission to Protect and Serve our Military.
As aProject Control Specialist, you will:
Review project specifications, drawings, and other relevant documents to understand project requirements and scope
Analyze project components and conduct comprehensive cost research, including material, labor, equipment, and subcontractor costs
Utilize cost estimating software and tools to prepare accurate and detailed estimates, including quantity takeoffs, pricing, and labor hour calculations
Communicate and present complex cost information to stakeholders
Be proficient in using spreadsheets and other software applications for data analysis and report preparation
Work independently, prioritize tasks, and meet deadlines in a fast-paced environment
Prepare and present cost estimates and cost breakdowns to management and clients, explaining the basis of the estimates and assumptions made
Collaborate with procurement teams to obtain accurate and up-to-date pricing information from suppliers and subcontractors
Collaborate with project teams to provide support during project execution, including cost tracking, change order analysis, and cost reporting
Maintain accurate records of estimating data, cost databases, and historical cost information for future reference and analysis
Work under pressure of deadlines with interruptions occurring regularly
Be a team player and working cross-functionally
Ability to effectively multi-task and thrive in a dynamic production environment
Ability to quickly learn new program functional skills and tasks
Possess excellent written and verbal communications skills
Other duties and as tasks as assigned
Qualifications
To be successful in this role, you must have:
A High School Diploma
The ability to obtain and maintain a DoD Secret clearance
3 plus years of experience inproject control related to cost estimating, change management and cost analysis
Experience reviewing project specifications, drawings, and other relevant documents
Experience analyzing project components and conduct comprehensive cost research, including material, labor, equipment, and subcontractor costs
The ability to successfully undergo a Background Investigation, Drug Screen, and obtain access to HII shipyard, NAVSTA & DBIDS
Willing to work more than 40 hours per week if business need requires it
Proficient computer skills in Microsoft Office products to use and create spreadsheets, reports and presentations
Willing to travel up to 10% of the time
Preferred Qualifications:

In this role you will:
Apply naval architectural knowledge in accordance with applicable regulatory body rules, regulations, and industry standards to develop analyses and products in one or more of the following technical areas:
Participate in the development and validation of design and engineering requirements, preparation of specifications, and provides inputs to technical reports and presentations. Provide hull form and hydrodynamic performance, including development of hull form geometry and lines plans, hydrostatics and curves of form, resistance, and powering estimates, propulsor design and performance, appendage design, maneuvering analyses, seakeeping analyses, development of model test plans and observing and analyzing data from model tests or full-scale trials
Provide weight and stability analyses, including development of weight and center of gravity estimates, performance of intact and damaged stability analyses, performance of deadweight surveys and inclining experiments
Provide concept and feasibility design studies addressing whole ship sizing and performance analyses, requirements validation, and design optimization
Perform design integration, coordinating inputs from various naval architectural and other engineering disciplines, such as marine engineering and structures, into balanced, closed solution designs to establish principal characteristics and design features such as length, beam, depth, draft, displacement, speed, and other performance parameters
Perform structural design, developing hull girder bending moments and structural configurations and scantlings in accordance with appropriate rules or design standards, development of superstructure, mast, and local support structure to withstand primary and secondary loads
Make general arrangements and configuration, developing requirements for area and volume, preparing overall ship arrangement concepts and drawings illustrating primary functional allocation of spaces within the ship considering location and adjacency constraints, performing special studies including access and line of sight analyses, assisting in detailed layouts of individual compartments such as living and berthing spaces, ship support spaces, storerooms, and shops Assists with the review of design proposals and specifications.
Participate in scheduled project review sessions and meetings with representatives from other engineering disciplines and customers on technical and engineering issues.
Assists in preparing documentation, reports, and project plans to describe activities planned and accomplished, status reports, letters, memoranda, messages, and contact reports.
Assist with preparation and presentation of formal briefings and staff seminars
Complies with all corporate policies and procedures, including quality assurance and security procedures, in the performance of duties.
Qualifications
To be successful in this role, you must have:
A Bachelor's degree in naval architecture or related engineering field such as ocean engineering.
2 to 4 years of relative work experience is also required.
Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience for positions involving new technology or labor market shortages as reflected by market survey data.

Position Description
Serco is excited to begin support to the F-35 Joint Strike Fighter Program Office (JPO). This contract provides program management support in support of the full acquisition lifecycle of the F-35 program, to include development, production, and sustainment.
Our Program Analyst, located in Crystal City, Arlington, VA, provides program management support to the International Directorate (ID) (which includes F-35 Partner Nations and Foreign Military Sales) to ensure ID integration throughout the F-35 enterprise and to ensure the delivery of 5th Generation combat capability to the Warfighters in support of coalition operations.
You will be part of a dynamic team of F-35 JPO Program Analysts and Program/Project Managers who works closely with the customer and other key F-35 National Security and Allied stakeholders to deliver quality F-35 systems.
In this role, you will:
Assist ID in facilitating the programs of two types of countries associated with the F-35 program: -Partners- (also referred to as -Participant-), -who are signatories to the JSF Production, Sustainment and Follow-on Development Memorandum of Understanding (JSF PSFD MOU), and -FMS Customers,- which have a signed Letters of Requests (LORs) and Letters of Offer and Acceptance (LOAs) for purchasing aircraft, related material, and services.
Assist ID in supporting National Deputies and their assistants in representing each of the F-35 Partner nations resident in P&F.
Assist ID in supporting Service Deputies and their assistants in representing each of the F-35 US Services resident in P&F.
Assist the USG Program Manager (PM) in representing each FMS customer and managing the F-35 LOA that is the foundation of each FMS country's F-35 program.
Assist FMS PMs, Service Deputies and USG Partner country managers in leading USG activities and Program Management Reviews (PMRs) for each country in the F-35 Program to ensure each program remains on track.
Assist the New Business team within ID, in conjunction with industry and other USG security cooperation entities, in providing and coordinating F-35 information to countries considering acquiring the F-35, and in assisting in the USG effort to build a LOA for aircraft acquisition.
Assist ID in the development, management, negotiation, and implementation of International Agreements, to include MOUs (such as JSF SDD MOUs [2001] and JSF PSFD MOU and in implementing arrangements, and LOAs.

In this role, you will:
Review presentations, briefs, and formal correspondence for NAVSEA review and final approval.
Maintain applicable Plans of Actions and Milestones (POA&M) as directed/required.
Interface with stakeholders to identify, assign, and track action items, leveraging initiatives to benefit submarine sustainment support.
Collect information and provide recommendations to senior decision-makers through well-written documents.

Attend meetings and program reviews, provide presentations, written materials, and/or electronic communications with foreign country representatives from one of more countries. This may include interfacing with foreign liaison officers located at US Navy and/or contractor facilities.
Provide timely and efficient responses for all urgent tasking.
Ensure program correspondence and deliverables are in accordance with Serco's Quality Assurance Program.
Qualifications
To be successful in this role you will have:
A Bachelor's degree, plus eight to ten years of relevant work experience.
A current or active DoD Secret security clearance.
Strong customer, interpersonal and organizational level communication (written and verbal).
Strong command of the Microsoft Office Suite programs, to include Excel and PowerPoint.

Produce articles in support of MHS missions

Manage media relations, including media relations, media events, media messaging
Collect and develop compendia of open-source media content related to Defense Health and Public Health current events
Prepare DHA and OHA senior executives for media engagements, including background, context and messaging
Provide analytical support to evaluate communication reach and effect
Provide developed content to respond to media stories or concerns with op-ed letters for use in public statements by MHS leadership

Qualifications
To be successful in this role, you will have:

In this role, you will:

Assist the NAVSEA In-Service Strategic Submarines Program Office (PMS 396) with project management of US and UK SSBN strategic weapons support systems (SWSS) modernization efforts, coordinating efforts across internal and external stakeholders as required. You will join, fabricate, and assemble various electromechanical and electronic assemblies by applying appropriate safety techniques and the work is performed on-board U.S. Naval Ships and military installations.You will also play a critical role in ensuring that successful and safe work is performed on-board U.S. Naval Ships and our Military installations, which is vital to our Mission to protect and serve our Military.
In the Marine Electrician role, you will:
Receive initial instructions and equipment requirements; perform recurring work independently; work is reviewed for technical adequacy or conformity with instructions including troubleshooting and correcting malfunctions.
Conduct various tests or experiments which may require minor modifications in test setups or procedures as well as subjective judgments in measurement; selects, sets up, and operates standard test equipment and records test data.
Perform assignments that are not completely standardized or prescribed such as: Constructs components, subunits, or simple models or adapts standard equipment.
Gather and maintain specified records of engineering data such as tests, drawings, etc.; performs computations by substituting numbers in specified formulas; plots data and draws simple curves and graphs.
Perform routine tasks or tests such as tensile or hardness tests; operates and adjusts simple test equipment; records test data.
Rely on your experience and judgment to plan and accomplish goals.
Qualifications
To be successful in this role, you will have:
The ability to obtain and maintain a Secret Clearance.
A High School Diploma or equivalent.
2 - 4 years of experience
The ability to be able to obtain and gain access to shipyards (NAVSTA & DBIDS), undergo a background investigation and pass a drug screening.
Be able to obtain an OSHA certification
Familiarity with NAVSEA, standard concepts, practices, and procedures within the field of electrical repair, fabrication, and installation.
The ability to work in high heat spaces, climb shipyard dry dock stairs/ladders, work in kneeling position for layout of cable runs under false decking, lift up to 50 pounds with 80% of work requiring carrying, pushing, and/or pulling up to 40 pounds for majority of shift while being in a standing, crouching, or walking position.
Attention to safety, which is critical.
Be able to get respirator qualified and wear proper PPE throughout their work shift.
Candidate must be willing to travel up to 10% to various work sites.
Preferred Qualifications:
An active DoD Secret Clearance
An OSHA Certification.

This position provides support services to OPNAV N2N6F3 Integrated Fires Division for Integrated Air and Missile Defense (IAMD) programs.
In this role, you will:
Provide support for IAMD programs and related capabilities that focus on Combat Identification (CID), Identification Friend or Foe (IFF) Mode 5, Battle Management Aids (BMA), and Friendly Force Tracking (FFT).
Articulate N2N6 interests and positions on warfighting mission and capability analyses and apply findings in support of PPBE-related decisions.
Analyze proposed and/or existing modeling & simulation plans and studies, and provide summaries, briefs, and/or recommended positions to support N2/N6 POM planning.
Support wargaming, experimentation, studies, and exercise planning where required.
Assist OPNAV N2N6 Requirements Officers in coordinating with SYSCOMs, PEOs, program offices, other Navy and other Service staffs, the Fleet, the Joint Staff, and other stakeholders by: reviewing queries, responding to taskers, tracking issues and/or concerns, and preparing draft responses in the form of clear and concise briefs, point papers, emails, and memos.
Support OPNAV N2N6's role as Resource Sponsor in all PPBE phases This includes preparing briefings, point papers, spreadsheets, statements on program status, and other products on wide array of topics, including: financial excursions, warfighting capability impacts, manpower and training requirements, science and technology development and transition, and capability wholeness.
Provide recommended courses of action to ensure program alignment with N2N6 goals, objectives, and priorities.
Attend and summarize relevant DoD Overarching Integrated Process Teams (OIPT), Working Integrated Process Teams (WIPT), and other Working Groups and Executive Committees.
Conduct regular reviews of relevant Defense Acquisition Executive Summary (DAES) reports, updates to the Acquisition Program Baseline (APB), and assessments of program acquisition strategies.
Attend and summarize relevant Independent Program Assessments (IPAs) and Defense Acquisition Boards (DAB) and assist in the preparation of required documentation and/or reports, which may have detailed and complex technical, administrative, and/or statutory requirements.
Qualifications
To be successful in this role, you will have:
An active Top Secret/SCI Security Clearance.
A Bachelors degree.

You will play a critical role in ensuring that successful and safe work is performed onboard our United States Navy Ships which is vital to our Mission to Protect and Serve our Military.
As the, Supervisor, you will perform the following typical tasks:
Responsible for managing fabrication and assembly of various electromechanical and electronic assemblies within you team
Supervise the team to make sure they are following blueprints, guidelines, and/or diagrams to completed and successful tasks within in deadlines.
Provide technical guidance to the team and review the work for compliance within accepted practices.
Work as the general supervision that all safety guidelines are followed
Rely on your experience and judgment to plan and accomplish goals for the installation team.

Qualifications
To be successful in this role, you will have:
The ability to obtain and maintain a DoD Secret clearance (having an active Secret clearance is preferred).
Successfully undergo a Background Investigation, Drug Screen, and obtain access to HII shipyard, NAVSTA & DBIDS .
This position supports a U.S. Government Contract whose terms require Serco to staff it only with U.S. Citizens.
A High School Diploma or GED.
5-7 years of experience managing a team ( Shipboard experiencemanaging a team of installers, scheduling and overseeing the installation is highly preferred)

Position Description

The Senior Test & Evaluation Engineer will be part of a dynamic team supporting major systems acquisition, research and engineering on behalf of the Office of the Secretary of Defense at the Pentagon and Mark Center offices in nearby Alexandria, Virginia. You will support the senior-executive Director in the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). You will be part of a team responsible for highly consequential engagements with stakeholders impacting national security and the defense capabilities of the United States. You will work closely with customers and other Serco teams to deliver quality solutions, recognized by DoD and industry as outstanding contributions in engineering program and risk management across the Defense enterprise.
This position is contingent upon your ability to maintain/transfer your active DoD Top-Secret with the ability to obtain a TS/SCI clearance.
In this role, you will:
Provide scientific and engineering technical assessment of proposed prototypes and experimentations.
Provide a quantitative/qualitative analysis of technologies from the technological industry base, services, and Government laboratories.
Validate prototypes and experimentations utilizing proven scientific analyticalmethods and high-fidelity modeling to confirm key performance parameters design specifications of prototypes.
Provide technical recommendation and reports on the rapid acquisition deployment of prototypes.
Review prototypes and experimentation proposals with recommendations but deliver findings in the form of technical reports, briefings, and executive summaries.
Provide subject matter expertise with experience in the following technical areas:
Artificial Intelligence (AI)/Machine Learning
Intelligence, Surveillance and Reconnaissance (ISR) & Electronic Warfare (EW)
Space and Stratosphere capabilities
Information Operations
Demonstration and Experimentation of key prototypes to assess the engineering design, risk, specification of a prototype in an operational but relevant environment to facilitate transition of the residual capability.
Qualifications
To be successful in the role, you will have:
Active DoD Top Secret clearance with the ability to obtain a TS/SCI clearance
Master's degree in Physical Sciences (Engineering, Chemistry, Physics, Biology, Computer Science, Information Technology, Data Science, Robotics, Computer Architecture and Machine Learning, etc.).
10+ years' experience test positions, specifically formal Developmental Test/Operational Test, and full-time testing of emerging technologies.
Military or OSD experience.
Additional technical background in one or more of the technical areas:
Cyber
Artificial Intelligence (AI)/Machine Learning.
Intelligence, Surveillance and Reconnaissance (ISR) & Electromagnetic Warfare (EW).
Space and Stratosphere.
Information Operations.
Demonstration and Experimentation.
Experience leading classified programs at the SCI level or above.
Experience in data collection and experimentation utilizing proven scientific and analytical methods and high-fidelity modeling to confirm the key performance parameters, design, and specifications of prototypes.
Must understand performance metrics and integration into existing platforms and capabilities to include operational DOTMLPF.
Ability to communicate effectively, orally and in writing, to draft clear, concise reports (often dealing with highly complex technical issues), to maintain effective working relationships, and to provide technical guidance and briefings.
Strong oral and writing communication skills and the ability to work effectively with other program offices, other USG and DoD agencies, and senior US and foreign government officials at a variety of venues.
Ability to independently plan and complete assignments; alerting the supervisor only when problems arise that would delay project or mission accomplishments. In addition, conflicts, controversy, or highly political issues are referred to the supervisor.
The ability to travel up to 10%.
