Position Description
Serco Inc. is seeking an experienced, highly motivated, hands-on Senior Manager of Financial Reporting , to join our team at our headquarters location in Herndon, VA. This position will be overseeing the consolidated financial reporting process to ensure timeliness and accuracy of the financial reports submitted to its parent, Serco plc (a London Stock Exchange listed company) on a monthly, quarterly and annual basis.
You will be responsible to support the Controller's organization in identifying accounting issues and providing advice to management; participating in implementation efforts for new accounting standards, interfacing with various internal and external auditors on a routine basis; and other special projects as needs arise; reviewing merger, acquisition and divestiture transactions, and providing accounting due diligence support for M&A and divestitures.
In this role you will also be responsible for internal controls and business continuity documentation and implementation as it relates to the financial reporting processes. Key attributes we
are seeking for this role include both the willingness to dig deeply into details, as well as the ability to assess the big picture. The selected individual is willing to research and learn new and updated accounting standards to support the Controller's organization in the preparation of the financial reports consistent with the applicable ASC and IFRS accounting rules.
Primary Responsibilities:
The selected individual will be expected to perform and direct the following:Collaborate effectively with the Group finance team at Serco plc (parent) to ensure timely and accurate monthly financial reporting, including agreeing and setting up of account mappings for consolidation purposes.
Research, analyze, and provide explanations for key balance sheet and P&L account movements quarterly, and coordinate to address other queries from Serco Group Finance.Assist in the preparation of formal and well-supported accounting position papers.
Evaluate organizational strategies, transaction streams and accounting processes and implement proper accounting treatment and effective internal controls in accordance with IFRS, GAAP, Serco Accounting Policy and Compliance Requirements. This includes managing of chart of accounts mapping to ensure proper reporting of financial statements to Serco plc.
Review and approve monthly key account reconciliations
Ensure effective internal controls over financial operations by enhancing and monitoring self-assessment programs for the finance function.
Document processes, develop corresponding narratives and risk control matrices, test operating effectiveness, perform remediation as needed, and monitor overall compliance.
Collaborate effectively with affiliated corporate departments, including FP&A, IT, Facility, Human Resources,
Procurement, Contracts, and other Finance & Accounting departments as well as build strong working relationships with Operational Leadership.
Provide 5-year projection of key expenses to FP&A
Provide oversight and coordination for the successful completion of internal and external audits.
Be the POC for Finance and work closely with the Corporate Compliance and Legal team to ensure successful completion of ISO recertification and annual ISO audits.
Manage and coordinate all Accounting Compliance activities including annual risk assessment, internal control evaluation, design and testing.
Position will assist the controller organization in directing the organization's accounting functions. These functions include establishing and maintaining an organization's accounting principles, practices, and procedures.
Oversees the preparation and evaluation of monthly account reconciliations and other financial operating reports, and presents findings and recommendations to top management.
Position manages at least one (1) other accounting professional.
Qualifications
Successful candidate will possess the following skills and attributes:
Bachelor's Degree, preferably with an emphasis in Accounting / Finance; and a minimum of 10 years direct experience in the field. CPA is required. Master's degree a plus
Four (4) or more years of public accounting or 6 or more years of financial reporting experience in a publicly traded company.
Experience in a federal government contracting environment a plus.
Supervisory experience preferred.
Business acquisition, mergers, and divestiture experience preferred.
Good working knowledge of lease accounting and revenue recognition with both IFRS and US GAAP a plus.
Financial statements consolidation experience required. Experience working with Budget, Planning andConsolidation (BPC) software a plus.
Ability to research and perform flux analysis on key balance sheet and P&L accounts.
Effective communication skills both oral and written preferred. Ability to break down complex issues and tailor communication style to a range of audiences, including non-accountants, and to clearly articulate ideas, solutions and conclusions to stakeholders.
Excellent project management skills, with proven ability to manage competing priorities within deadlines, while maintaining a strong attention to detail.
Experience in ISO 9001 compliance a plus.
Proactive and self-motivated individual, who maintains a sense of urgency in a fast-paced environment while balancing a commitment to quality of work product.
Ability to make well-reasoned and timely decisions, possessing a skill for problem analysis and creative solutions.
Position requires a high level of computer skills, including advanced proficiency in Word, Excel, and PowerPoint; working knowledge of Costpoint required.

Serco supports the Navy as prime for their Amphibious Warfare program. This opportunity will primarily support technical and programmatic management of the new Landing Craft Utility (LCU) 1700 class, and the planning of maintenance of the legacy LCU 1600 class.
In this role, you will support the Engineering Team in the drafting, editing, and verification of construction drawings, technical manuals, craft specifications, design reports, etc., as well as support testing and evaluation efforts of subcomponents, craft systems/integration, and Builders and Acceptance Trials.
In this role you will:
Be responsible for providing technical support for all aspects of requirements development, concept development, engineering, integration and test, and performance analysis as tasked by the Lead Engineer.
Support senior technical personnel and project managers within the organization in various technical activities related to system and technical product development for life cycle sustainment of LCU 1600 and 1700 class vessels.
Assist the customer with coordinating meetings, discussions, and action items.
Develop change records for craft improvements and safety issues.
Provide technical guidance and documentation for craft changes, including installation drawings, TM updates, Liaison Action Reports (LARs), etc., as required.
Create, revise, and review Technical Manual Deficiency/Evaluation Reports (TMDERs).
Provide technical and design support on emergent issues in the Fleet and during all availabilities.
Respond to emergent Fleet Life Cycle support and engineering issues.
Receive technical guidance and training from the more experienced technical staff and provide training to junior team members where required.
Perform basic engineering work in analysis, design, development, evaluation, planning, testing and operation.
Duties include the collection of information and data, performance of various tests, and engineering computations, measurements, and analyses.
Support fully independent interaction with customers and provides input to project managers on programmatic and technical deliverables under guidance of more senior technical personnel.
Comply with applicable quality and security procedures in the performance of duties.
Travel for craft audits or inspections when required.
Perform additional duties and responsibilities as assigned.
Qualifications
To be successful in this role you will have:
Bachelor's degree plus 7-10 years of relevant work experience. Degree must be in Ocean Engineer, Naval Architecture and/or Marine Engineering, Naval engineering. (In some cases, educational requirements may be adjusted or waived for more than 10 years of relevant work experience.)
You must be able to obtain and maintain an active DoD clearance upon employment.
Experience and understanding of configuration management of technical manuals, and ship drawings.
Experience and understanding of DoD acquisition management.
Defense Acquisition University (DAU) certification(s) is highly desired.
Experience creating and updating drawings or working with AutoCad is required.
Knowledgeable in SolidWorks or ShipConstructor 3D modeling program is highly desired.
Knowledge of relevant tools, equipment, hardware, and software.
Effective organization level communication, presentation and interpersonal skills.
Knowledge of Microsoft Office suite programs, MS Word, Excel and PowerPoint.
Prior experience working with a DoD Program Office, US Navy Supervisor of Shipbuilding, or in the Navy marine shipbuilding industry is desired.
Project Management Professional (PMP) certification is desired but not required.
Must be willing and able to travel to shipyards to support craft audits or inspections when needed, usually once per quarter, or at least twice per year.

Receive technical guidance from supervisor or higher-level technician, and your work will be reviewed for compliance with accepted practices.
Supervise a small team of 3-5 lower-level employees while reporting to a manager.
Follow blueprints, guidelines, and/or diagrams to fabricate and assemble various electromechanical and electronic assemblies.
Perform work with standard concepts, practices, and procedures within field under general supervision.
Rely on limited experience and judgment to plan and accomplish goals and you will typically report to a supervisor.

Qualifications
To be successful in this role, you will:
Have a High School Diploma and 2-4 years of Sheet Metal Mechanic Experience.
Have an OSHA 10 certification or able to obtain the certification.
Be able to use power tools, assembling both large scale and intricate mechanical assemblies.
Demonstrate the ability to working with blueprints, assembly drawings and sketches in completing a wide variety of assembly and subassembly tasks.
Familiar with standard concepts, practices and procedures within this field.
Experience in the fabrication and precision assembly of various mechanical assemblies.
Trim, file, grind, deburr, buff, and smooth surfaces using hand tools.
Weld, solder, bolt, rivet, screw, clip, caulk or bond component parts to assemble products.
Applicant must be able to get respirator qualified and wear proper PPE throughout their work shift.
Applicant must be willing to work second, or thirds shift as needed and willing to work more than 40 hours work weeks.
Candidate must be willing to travel up to 50% to various work sites.

In this role, you will:
Perform operational and functional inspections, repairs and maintenance on large diesel powered fleet vehicles and various construction equipment
Ability to work in a fast-paced environment on a diverse equipment set, which includes mowers, cranes, backhoes, trailers, vactor units, directional drills, trenchers, bulldozers, excavators, wood chippers, asphalt laying equipment, diggers and pole setting equipment, aerial manlifts, cranes, medium and heavy trucks and mounted/non-mounted attachments.
Operate and perform diagnosis on equipment, maintain and repair hydraulic systems, route and replaces hydraulic lines, check system for leaks and proper operation
Perform diagnosis and repair of complex electrical systems
Perform welding repairs when required
Perform routine vehicle and equipment preventive maintenance inspections, DOT inspections and replace fluids, checks lights and other electrical system components, etc.
Provide clear and accurate information when entering work order data into a fleet maintenance system
A certain degree of creativity and latitude is expected
Work under general supervision and is a self-starter

To be successful in this role you will have:
At least 4 - 6 years of related experience
Advanced electrical system troubleshooting and repair ability
Advanced hydraulic system troubleshooting and repair ability
High school diploma or its equivalent
Valid unrestricted Class B CDL driver's license with good driving record or the ability to obtain one
Basic Windows System and Microsoft Office Knowledge
Must be able to effectively communicate with customers
Must possess necessary skills to operate and interpret diagnostic equipment
Candidates must provide common technician hand tools
Qualifications
Additional desired experience and skills:
Diesel vocational/technical school certifications
ASE Certifications preferred or capable of gaining certifications within 12 months of hire
2 to 4 years' experience on Vactor systems and directional drills
Combination of Cummins, CAT, International, Allison, Vermeer, Sweeper, Ford, GM, etc. training/certification and/or 4 to 6 years of experience
Welding Certification and/or 3 to 5 years of experience

In this Client Support Administrator role, you will:
Configure user software, modify software configuration, and perform basic configuration management functions in support of the A8 directorate.
Support functions include providing limited software application assistance for commonly used office automation and performing initial system diagnostics and troubleshooting of systems.
Coordinate any IT support issues with all agencies (e.g., customers, Functional System Administrator (FSA), Communication Focal Point (CFP), etc.) when necessary.
Review organization's needs for computer resources on an annual and as needed basis
Validate computer equipment requirements and unit Equipment Custodian (EC) requests as well as assist EC with hardware and software inventories
Promote user awareness concerning unauthorized or illegal use of computer hardware and software in support of Operation Security (OPSEC)/Communication Security (COMSEC)
Report security breaches to the Information Assurance Officer and distribute security information to the A8 staff

ADDITIONAL RESPONSIBILITIES:
Staff Task Management = USAFCENT and 9AF employ the Tasker Management Tool (TMT) to create, deliver, track and complete Staff tasking digitally. To support staff tasking management, the UPC will maintain organizational email account and archival file structure. Conduct daily checks the account(s) for incoming emails and then distribute to the correct individual or division or take action directly to resolve the issue. Furthermore, the UPC will conduct daily reviews of all AFCENT Tasker Management Tool (TMT) taskers on NIPR and SIPR for A8 and coordinate with the Divisions for assignment and completion. UPC will monitor all input and output functions for A8 generated TMT taskers. Processing of the taskers, both internal and externally generated, will include building the tasker, establishing the lead, and coordinating offices, coordinating the staff processes and responses, and managing the timelines to ensure all suspenses are met.
Assists staff with setting suspenses and/or prioritizing work for all A8 staff personnel to support the commander/director
Assists with conducting reviews and briefings on all facets of management functions with recommended courses of action for resolving problems
Provides advice and guidance to staff in the organization of administrative, clerical, and procedural requirements.
Assists other clerical staff in locating and selecting the appropriate guidelines, references, and procedures for application to specific cases
Updates tracker or suspense files for unclassified documents as required
Unit Program Coordinator Support = The UPC will assists commander/director in accomplishing all necessary internal operations to include administrative training, security, development and implementation of organizational operating instructions and regulations of personnel related programs The UPC in their capacity of Unit Program Coordinator serves as Point of Contact for all newly assigned personnel; orients them regarding the basic functions of the organization, introduces them to key personnel and schedules their initial training/orientation requirements.
Disseminates information concerning new or changed procedures/regulations
Assists with determining and meeting administrative needs based on administrative support program requirements
Assists A8 staff on changes in administrative policies and procedures. Identifies and implements processes which can be improved or made more efficient through application of automated technology or other methods.
Trains, orients, direct, and oversees the duties and work products of A8 POCs
Assists with ensuring unit programs comply with regulations, laws, policies, and directives
Assists with managing programs to include task management, Government Travel Card (GTC) program, health care program, fitness program, Government Purchase Card (GPC) program, safety program, Automated Data Processing Equipment (ADPE) accounts, Special Awards & Trophies, security program, and supply program
Advises the director on policies and executes directives through the establishment of procedures for associated programs. Assists with ensuring assigned members are aware of individual requirements established by law and/or policy
Monitors trends of programs and advises commander of their current evaluation ratings
Attends required training, meetings, and functions as related to the prescribed unit programs
Assists the director in the performance of administrative functions associated with the supervision of military and civilian employees (i.e., coordinating personnel assignments, promotions, and performance evaluation products, etc.).
Assists with providing evaluations and validation of manpower requirements and participant qualifications for operational/contingency planning and exercises
Monitors personnel action requests, tracks personnel, manpower, and training transactions as documentation flows through the directorate and provides status reports to management
Monitors the timeliness, accuracy, and transmittal of performance reports in accordance with established guidelines. Coordinates with appropriate offices and resolves conflicts affecting organizational positions

Qualifications

In this Special Security Officer USAFCENT role, you will:
Perform a full range of security duties and assignments in support of USAFCENT AFFOR A2 at Shaw.
Assist in the operation of the special security office and help administer the SCI security program to include providing SCI security guidance for other local/tenant scifs and tscifs, and Temporary Secure Working Area (TSWA) within the USAFCENT.
Each Security Discipline provides the following Sub-tasks:
Information and Industrial Security
Maintain applicable SCI directives, regulations, manuals, and guidelines to adequately discharge SSO duties and responsibilities.
Ensure SCI is properly accounted for, controlled, transmitted, transported, packaged, and safeguarded.
Ensure SCI is destroyed by authorized means.
Ensure SCI is disseminated only to persons authorized access to the material and having an established need-to-know.
Investigate SCI security infractions, making recommendations to the Chief SSO on site and preparing required reports.
Maintaining continuing liaison, with collateral security officials to ensure both security levels are mission accomplished.
Conduct SCI personnel, information, physical and technical security (TEMPEST/Technical Surveillance Countermeasures (TSCM) actions.
Provide all security awareness trainings as required by regulations and requested by the COR.
Personnel Security
Perform all aspects of the SCI Personnel Security Program to include, for example, nomination interviews, validation of SCI access requirements, submission of investigative requests, conduct SCI security briefings; obtain signed Non-Disclosure Agreement (NdA) and Non-Disclosure Statement (NdS); and perform other related personnel security actions.
Provide a briefing on local SCI security procedures to newly arrived personnel and those receiving initial SCI indoctrination.
Emphasize unauthorized disclosure awareness, management, and reporting during indoctrination and termination briefings and day-to-day security program execution
Serve as the official channel for certifying and receiving SCI visitor clearances/accesses.
Maintain the Joint Personnel Adjudication System (JPAS) and Defense Information System for Security (DISS) to accurately reflect all personnel under their security cognizance.
Provide guidance and assistance for processing SCI position and eligibility requests.
Process all derogatory information concerning SCI indoctrinated individuals under their security cognizance and assist commanders and directors with establishment of Security Information Files.
Qualifications
To be successful in this Special Security Officer USAFCENT role, you will have:
Active TS/SCI Security Clearance
Associate degree
Must have four-year college degree with a minimum of three (3) years full-time experience working with SCI in all security disciplines, but specifically in Personnel Security, Physical Security, and Site Security Manager. May substitute two (2) years of experience in lieu of each year of college, i.e., two-year college degree requires six (6) years of full-time experience.
The ability to attend and complete a formal SSO certification training and a Sensitive Compartmented Information Facilities (SCIF) 705 Physical Security Course within 12 months of employment.
Ability to work independently in an operational environment so the contractor must possess knowledge of a full range of security principles, concepts, practices, products, and services; methods for evaluating risk and vulnerability; implementing mitigating improvement; and disseminating security procedures/processes.
Must have a thorough knowledge of Intelligence Community Directives (ICD) 704, ICD 705 and Technical Specifications and DoDM 5105.21, V1 thru V3 and working knowledge of other applicable Director of National Intelligence (DNI), Defense Intelligence Agency (DIA), and USAF directives and regulations.
Interpret Director of National Intelligence, Defense Intelligence Agency and DoD directives and provide technical advice and guidance on SCI personnel, physical and information security standards.
Must have the ability to gather facts and use effective analytical and evaluative methods to assess information, plan the sequence of actions necessary, make sound decisions and solve a variety of security problems
Favorably completed and adjudicated Tier 5 Investigation resulting in access eligibility at least to the TS/SCI level.

In this role you will be supporting electronics / electrical repairs and maintenance on these craft.
The team is led by a Program Manager with decades of experience working in the DoD and Shipbuilding Industry. This position is contingent upon your ability to obtain and maintain a DoD SECRET level clearance.
You will support a 7-person Maintentance Team that works closely with the customer in supporting delivery of the next generation of LCACs to the fleet.
In this role you will:
Maintain, troubleshoot, and perform maintenance on LCAC electrical / electronic components. The Craft Electrician must be familiar and assists the Craft Engineer in the operation, preventive, and corrective maintenance of the craft. Additional responsibilities include:
Assembling or installing equipment or parts requiring simple wiring, soldering, or connecting. Performs such tasks as replacing components and wiring circuits.
Repairing simple electronic equipment.
Taking test readings using common instruments such as digital multi-meters, signal generators, semiconductor testers, curve tracers, and oscilloscopes.
Receives initial instructions, equipment requirements, and advice from supervisor or engineer as needed.
Troubleshoots and correct malfunctions.
Qualifications
To be successful in this role you will have:
A high school diploma and 5+ years of experience. In some cases, educational requirements may be adjusted or waived for more than 15 years of applicable work experience.
Must be able to obtain and maintain an Active DoD Security Clearance upon employment.
Experience as a former craft electrician is required (eg, former GSE).

Professional military analyst on projects or programs that are related to the DDG 1000 ZUMULT Training Facility (ZTF) and associated training products. Leads and/or participates in working groups, program development forums, analytical activities, readiness exercises, training, education and other forums as required to accomplish contract requirements.
The DDG 1000 Program Analyst will work under the direction of a project, program, and/or division manager, and within the scope of work derived from a contract with a government customer, performs multi-faceted assignments requiring the analysis and synthesis of complex systems and projects. This position requires ability to utilize effective theory, concepts and principles in the development and implementation of analytic models and systems. The Program Analyst will be a subject-matter expert in the field and in certain client communities; have experience anticipating future requirements; developing and evaluating plans for various projects or program activities to meet requirements; assessing and recommending the feasibility of proposed approaches to solve problems; and should have knowledge of applicable operational mission areas and national defense requirements.
The DDG 1000 Program Analyst will:
Manage multiple working groups including the Navy Training System Plan (NTSP), ZTF Facilities, and DDG 1000 Training Product Development.
Record and preparat minutes for meetings and working groups. Track and follow up on action items for the DDG 1000 Program.
Facilitate the resolution of issues arising from the stand up of the ZTF and associated interim and life cycle training solutions.
Communicate and work closely with senior level civilian and military personnel.
Utilize effective concepts and principles in the performance of a variety of projects.
Anticipate potential future Navy training requirements.
Develop and evaluate plans for various projects or program activities to meet shore based training requirements.
Assess and recommend the feasibility of proposed approaches to solve problems.
Demonstrate excellent writing and presentation skills to translate ideas into briefings, documents, papers, conceptual, and analytical reports for clients.
Provide recommendations to government senior-level staff.

Issuing air traffic clearances.

Taking and disseminating weather observations at Limited Aviation Weather Reporting Station (LAWRS) or Supplemental Aviation Weather Reporting Station (SAWRS) facilities.
Transferring control of aircraft to receiving facilities when aircraft leave their airspace and receiving control of aircraft coming into their airspace.
Operating various types of equipment such as: radios, telephones, interphones, computer systems, radar, recording systems, weather equipment, light guns, airport/runway lighting systems, and backup equipment.
Alerting airport emergency crews and other designated personnel when aircraft are having flight difficulties.

In this role you will:
Audit areas to include:
Finance (Accounting, Financial management, and a variety of financial processes)
Operational (Contract Compliance, Internal Contract Performance Management, Stakeholder Management)
People (Employee Lifecycle and various HR processes)
Risk Management (Risk Identification, Assessment & Mitigation; Business Continuity Management)
May audit other areas at a level not requiring technical subject matter expertise (Health & Safety, IT Operations, Information Security, Materials/Inventory processes)
Audits over a variety of Corporate Functions or cross-functional processes
You will assist in drafting language for inclusion in audit reports. May assist in Serco Global Internal Audit Strategy initiatives. Will be heavily involved in the follow-up and closure process over audit findings and actions from previously issued audit reports.
Capable of leading an audit on a day-to-day basis as needed and capable of directing the work of others on a project basis, if needed. May report to an executive or a manager.
Familiar with a variety of the field's concepts, practices, and procedures. Performs a variety of complex tasks and a wide degree of creativity and latitude is expected. Relies on experience and judgment to plan and accomplish goals.
Qualifications
To be successful in this role you will have:
Bachelor's degree minimum.
4+ years of relevant experience (External Audit, Internal Audit or similar).
U.S. Citizenship.
Any of these Certifications: CPA, CIA, or CFE - preferred.
Work experience with a Government Contractor - strongly preferred.
Experience with TeamMate or similar Audit Software - preferred.
Data Analytics experience using various tools and/or MS Excel - preferred.

Excellent organizational skills, able to handle multiple tasks at one time and meet deadlines.
Must be analytical, possess excellent communication and presentation skills and have the ability to work independently as well as a member of a team.
