Senior Project Manager - WSP USA

WSP USA is looking for an enthusiastic and motivated candidate who will be responsible for leading and delivering Transportation Systems Management & Operations (TSM&O) consulting, planning, and field inspection services, ,supporting Business Development efforts, and supporting the P3 practice.

The Senior Project Manager position will directly support the Senior Vice President, Program & Construction Management in growing the PMCM Practice in the Mid Atlantic, and will play lead roles in projects. This role will also support the ITS National Practice and the local Traffic Engineering practices in Maryland, Virginia and associated states, as well as the National P3 and Alternative Project Delivery Practice and specific projects. The position will be responsible for field inspection of telecommunications, ITS and tolling field devices for highway projects. The position requires an effective team leader who works cooperatively to deliver projects and programs on time and on-budget, meeting the quality standards per the technical specifications and in accordance with quality, safety and security procedures. The TSM&O Senior Consultant will be client and industry-facing and will build and maintain relationships with public and private sector clients, and teaming partners, and will represent the firm and the practice at industry events.

The selected candidate will have the opportunity to work with the WSP Program and Construction Management group as a part-time inspector for transportation projects and other asset types in the Mid Atlantic, and will support the planning, design and consulting activities of the other Practices..

Your Impact

Job Duties:

  • Conduct field inspection, QA/QC and IA/IV for telecommunications, ITS and tolling filed device installation

  • ITS Planning including Concept of Operations, Functional Requirements and ITS Architecture

  • Prepare and/or review ITS design

  • Conduct systems engineering activities

  • Plan, lead and implement development, renovation and improvement of Traffic Management Centers

  • Development ITS and Tolling Operations & Maintenance Plans

  • Prepare cost estimates (CAPEX and OPEX) for ITS and tolling systems

  • Provide planning and consulting services for Connected/Automated Vehicles (CAV)

  • Identify new projects, lead project pursuits, support Business Development in Virginia and Maryland in conjunction with other WSP staff

  • Support national P3 practice in conjunction with SVP, providing technical advisory to owners and project proponentsRepresent public agency owners to provide project oversight, guidance and control during construction

  • Develop technical specifications and requirements and other components of bid packages.

  • Provide Construction Engineering & Inspection services for telecommunications, ITS and Tolling field installation

  • Lead and oversee QA/QC and IA/IV efforts on projects

  • Work schedule varies according to job assignments and/or contractor schedules, and may include night work, weekends, and holidays; and

  • Perform other duties as assigned.

Who You Are

Qualifications:

  • Virginia P.E.

  • A minimum of a bachelor's degree in engineering

  • A minimum of 12 years of experience in Transportation Systems Management & Operations (TSM&O)

  • Experience conducting project site visits

  • Similar experience in other asset types such as public buildings, police headquarters, school buildings and fare payment systems is desirable

  • Proven ability to manage complex budgets and schedules.

  • Transit and/or rail experience is a plus.

  • Knowledge of linear construction means and methods

  • Understanding of project finance in Design/Build P3 context

  • Working skill in operating computer equipment, software programs and field inspection equipment; read and interpret transit rail, roadway, bridge, and structure plans and contract specifications; maintain detailed records, and communicate effectively with agency, contractor personnel and the public.

  • Must successfully complete and pass WSP's Motor Vehicle screening.

Your Impact

  • Develop and implement policies and procedures for long range network plans and daily operations, including the installation, maintenance and management of mobile radio networks.

  • Leads working group meetings.

  • Review security vulnerabilities.

  • Develop, review, and approve Engineering Change Requests and Engineering Change Proposals.

  • Oversees preventive and corrective maintenance activities.

  • Authors and review technical documentation.

Who You Are

Required Qualifications:

  • Familiarity with Revit, AutoCAD, or Microstation, and proficiency in Microsoft Office products required.

  • Must be proficient in application of the National Electrical Code.

  • Experience to include: systems integration, asset transfer, operational readiness, training, certified items lists, as-built drawings, code compliance close-out, special inspection document close-out, facilities surveys, reports, feasibility studies, design, specifications, cost estimating, construction activity support, owner's engineer; and supervision of less experienced engineers and designers and technicians. Areas of experience should include one or more of the following categories of facilities: Vehicular and rail tunnels, telecommunications, transit, aviation, industrial, commercial, educational, health care, or governmental.

  • At least 10 years experience in engineering design and commissioning of building or infrastructure electrical systems including standby power, lighting, and special systems.

  • BS in Electrical Engineering.

WSP is seeking an Asphalt Manager to join their Construction Management team.

Your Impact

Role Summary:

Ensure asphalt materials are produced and placed as per the FDOT specifications by overseeing the FDOT Verification (VT) and Independent Verification (IV) processes, cross-checking with the FDOT Materials Acceptance and Certification (MAC) system, ensuring proper asphalt plant VT staffing, and responding to asphalt material failures.

Responsibilities:

  • Oversee asphalt plant VT and IV processes and manage asphalt plant VT staff.

  • Ensure the information in asphalt lot packages is correct and matches the information in MAC before it is submitted to Construction Engineering and Inspection (CEI) consultants.

  • Perform field reviews to ensure asphalt materials meet specifications. Examples include no segregation, bleeding, crushed aggregate, deformities, and surface smoothness deficiencies left in place. Work with CEI and Contractor to resolve non-compliance and offer technical support.

  • Address asphalt failures with CEI & contractor to ensure all materials meet specifications. Work with CEI Project Administrators (PA) on the MAC Material Acceptance and Resolution (MAR) process.

  • Establish and maintain excellent communication and coordination with FDOT team members, consultants, and contractors.

  • Perform Independent Assurance (IA) inspections on asphalt field technicians performing test method FM 5 509 Rolling Straightedge.

  • Perform asphalt plant visits and structural and friction course asphalt placement reviews on active Turnpike construction projects as needed (i.e., typically 2 plant visits and placement reviews per month).

  • Perform warranty reviews on asphalt pavements in the field. Estimated twenty (20) reviews per year.

Who You Are

Minimum Requirements:

  • Ability to communicate effectively in English (verbally and in writing) and to large groups of people.

  • Ability to independently travel to project sites and occasionally travel with overnight stays at hotels.

  • Ability to work a flexible schedule, including days, nights, and possibly weekends. Overtime is not expected but may be necessary.

  • Knowledge and proficiency with current information technology and computer programs. Some examples include Microsoft Office, SharePoint, GIS, and Power BI.

  • Knowledge of engineering concepts, terminology, principles, and techniques

  • High school diploma.

  • 7 years of experience on FDOT Construction projects

  • Experience with asphalt production & field placement is required.

  • CTQP Asphalt Plant Levels 1 & 2 is required.

  • CTQP Asphalt Paving Levels 1 & 2 is desired or should be obtained within the first year.

WSP is seeking an Asphalt Manager to join their Construction Management team.

Your Impact

Role Summary:

Ensure asphalt materials are produced and placed as per the FDOT specifications by overseeing the FDOT Verification (VT) and Independent Verification (IV) processes, cross-checking with the FDOT Materials Acceptance and Certification (MAC) system, ensuring proper asphalt plant VT staffing, and responding to asphalt material failures.

Responsibilities:

  • Oversee asphalt plant VT and IV processes and manage asphalt plant VT staff.

  • Ensure the information in asphalt lot packages is correct and matches the information in MAC before it is submitted to Construction Engineering and Inspection (CEI) consultants.

  • Perform field reviews to ensure asphalt materials meet specifications. Examples include no segregation, bleeding, crushed aggregate, deformities, and surface smoothness deficiencies left in place. Work with CEI and Contractor to resolve non-compliance and offer technical support.

  • Address asphalt failures with CEI & contractor to ensure all materials meet specifications. Work with CEI Project Administrators (PA) on the MAC Material Acceptance and Resolution (MAR) process.

  • Establish and maintain excellent communication and coordination with FDOT team members, consultants, and contractors.

  • Perform Independent Assurance (IA) inspections on asphalt field technicians performing test method FM 5 509 Rolling Straightedge.

  • Perform asphalt plant visits and structural and friction course asphalt placement reviews on active Turnpike construction projects as needed (i.e., typically 2 plant visits and placement reviews per month).

  • Perform warranty reviews on asphalt pavements in the field. Estimated twenty (20) reviews per year.

Who You Are

Minimum Requirements:

  • Ability to communicate effectively in English (verbally and in writing) and to large groups of people.

  • Ability to independently travel to project sites and occasionally travel with overnight stays at hotels.

  • Oversee/Track the technical submittal, shop drawing review and RFI process, with support of design lead.

  • Prepare daily construction log for all activities and project progress using the client's software application/tool.

  • Assist the Resident Inspector with compiling data, for monthly reports.

  • Develop construction punch list

  • Exercise responsible and ethical decision-making regarding company funds, resources and conduct, and adhere to WSP's Code of Conduct, and related policies and procedures.

Who You Are

Minimum Qualifications:

  • High-School Diploma

  • 3 years of experience in field inspection, or construction supervision earthwork, roads, utilities, infrastructure, paving, highways, bridges, ramps and/or pedestrian infrastructure projects that meets current Americans with Disabilities (ADA) standards).

  • Familiarity with sidewalks, ADA ramps . Educational familiarity is not applicable; only construction-based familiarity is valid.

  • Must possess knowledge and experience in ASTM, ACI, and other miscellaneous construction testing requirements, as well as knowledge in construction inspection procedures, and inspections methodologies, including the use of nuclear gauges, concrete sampling, and construction safety.

  • Ability to work independently with minimal supervision, as well as part of a team to meet business objectives.

  • Solid knowledge of Oracle Contract Management (CM-14)/Oracle Unifier or e-Builder Must have good verbal and written communication and organizational skills.

  • OSHA 10 and E&S Certifications

  • Valid driver's license.

  • Solid knowledge in MS Office including Excel, Word and Outlook.

Required Qualifications:

Strong understanding of Industry Standards relating to erosion and sediment control practices, wetland crossings, stream crossings, agricultural lands, cultural resources, sensitive species and other environmental aspects of pipeline construction projects.

Your Impact

Role Summary:

Ensure asphalt materials are produced and placed as per the FDOT specifications by overseeing the FDOT Verification (VT) and Independent Verification (IV) processes, cross-checking with the FDOT Materials Acceptance and Certification (MAC) system, ensuring proper asphalt plant VT staffing, and responding to asphalt material failures.

Responsibilities:

  • Oversee asphalt plant VT and IV processes and manage asphalt plant VT staff.

  • Ensure the information in asphalt lot packages is correct and matches the information in MAC before it is submitted to Construction Engineering and Inspection (CEI) consultants.

  • Perform field reviews to ensure asphalt materials meet specifications. Examples include no segregation, bleeding, crushed aggregate, deformities, and surface smoothness deficiencies left in place. Work with CEI and Contractor to resolve non-compliance and offer technical support.

  • Address asphalt failures with CEI & contractor to ensure all materials meet specifications. Work with CEI Project Administrators (PA) on the MAC Material Acceptance and Resolution (MAR) process.

  • Establish and maintain excellent communication and coordination with FDOT team members, consultants, and contractors.

  • Perform Independent Assurance (IA) inspections on asphalt field technicians performing test method FM 5 509 Rolling Straightedge.

  • Perform asphalt plant visits and structural and friction course asphalt placement reviews on active Turnpike construction projects as needed (i.e., typically 2 plant visits and placement reviews per month).

  • Perform warranty reviews on asphalt pavements in the field. Estimated twenty (20) reviews per year.

  • Create and maintain a proposal fee database to enable data-driven and historical fee input relevant to client and market trends for use in future proposals.

  • Coordinate project and pursuit process improvements across the practice.

Who You Are

Required Qualifications

  • Bachelor's degree in business administration, architecture, engineering, science, or a related major, or equivalent experience in a technical or consulting engineering firm.

  • Minimum of 3- 5 years of relevant post-education experience in a project management role within a relevant industry or previous experience within the architectural engineering industry in a similar role.

  • Experience in project planning, cost management, schedule management, and methods of analyzing and reporting project performance on financial and other relevant KPIs (Key Performance Indicators).

  • Highly proficient in Microsoft Office (Word, Excel, PowerPoint, Project, PowerBI, Visio), Bluebeam, and Adobe software applications (InDesign, Illustrator, Photoshop, Acrobat).

  • Ability to learn and become proficient with internal project management platforms.

Preferred Qualifications:

  • Project management certification (e.g., Project Management Professional (PMP)) or similar demonstrated experience is highly desired.
