Serco, Inc is seeking a part-time Senior Technical Proposal Writer to join their team in Herndon, VA. You will be an integral member of the Capture and Proposal Teams' efforts to produce high quality compliant, persuasive, and winning responses to Government Solicitations. The qualified candidate:

• Is an outstanding writer with demonstrated ability to convey complex technical solution information in clear and concise expository prose,

• Serves as an integral member of the pursuit team to decompose Government solicitation requirements, formulate the Concept of Operations for the opportunity, gather applicable existing information, and craft new content in a readable, evaluator-focused format,

• Is able to work independently or in teams to organize material and complete writing assignments, including -book boss- and subject matter lead duties, within strict deadlines,

• Uses initiative to anticipate proposal challenges and contribute to team efforts without managerial prompting,

• Engages Business Development, Solution Architects and Technical/Operations Subject Matter Experts to develop and refine responses to government solicitations; Interviews pursuit stakeholders to obtain information, develop appropriate content, and garner approvals

• Independently drafts documentation for partners and customers; e.g. Orals deck, White Papers, Brochures, tri-folds, and other materials for a pursuit,

• In cooperation with the Proposal Manager, maintains proposal style consistency across the proposal response with quality and adherence to both customer solicitation/information requests and internal Serco standards,

• Decomposes the solicitation scope of work by creating a work breakdown structure (WBS) using guidance from DoD MIL-881D,

• Documents and continuously maintains approved content within the knowledge library,

• Participates in training on the web-based collaborative work platform, proposal style guide, Office 365, and other related topics by PropDevOps,

Qualifications

• Bachelor's Degree from an accredited University in an information technology related field

• Five (5) years or more experience in technical writing for Federal/State/Local Government proposals

• Ability to create new content in response to emerging requirements while using approved content and approaches.

• Strong organization skills for content management and collaboration

• Ability to facilitate interpersonal relationships and resolve conflicts tactfully and confidentially

• Ability to review and correct material for content, style, and compliance with internal and external standards

• Write and speak fluent English

• Strong eye for grammatical, spelling, and other editing errors

• Excellent oral communication skills

• Proficient use of Microsoft Office: with emphasis on MS Word and Excel

• Proficiency with Visible Thread is highly desirable

• Familiarity in using Microsoft SharePoint 2010 or higher

Sr. Manager, Risk/Business Continuity

We are seeking a strategic hands-on risk leader, with the exceptional ability to establish and maintain strong relationships with all levels of stakeholders, ideally in roles of similar complexity. Our Senior Risk Manager plays a key role in assisting in the design and implementation of Serco's risk culture across the North America division as well as measuring and reporting on its effectiveness. Close links will be established with other corporate functions, including Legal, Controls, Compliance and ERM to ensure an integrated and efficient approach to the management of risk. You will ensure that all Risk Management activity operates efficiently and demonstrates value add by providing continuous improvement to the division. Key requirements for success in this role are the ability to drive change, to influence, motivate and deliver through others and the personal and professional determination to ensure fully integrated Enterprise Risk Management (ERM) function across all aspects of division activities.

In this role you will:

• Work collaboratively with executive management and the Group ERM function to implement the strategic approach to Risk within the North America division in line with overall policy, and in support of the ERM journey.

• Work with Risk Owners at the Executive, Corporate Function and Contracts levels; serve as Risk subject matter expert in support of 120+ contracts

• Accountable for the implementation of Risk Policies including integration and embedding of risk management activities across the North America division and across the 3 Lines of Dfense model.

• Regularly maintain and track the top risks facing Serco and brief status at Senior Leadership and Board levels

• Support Risk Owners and SMEs in their risk assessments and the development of the overall Serco risk register

• Maintain and ensure operations of bottoms up risk process and escalation in each Business Unit to enable focus on most critical risks at each level (contract, Business Unit and Executive)

• Develop and deliver in person and online Risk training sessions to people across the company charged with Risk Management responsibilities - to include people on our contracts, corporate functions and senior management

• Drive excellence in risk reporting methodology and in preparation of reports for divisional management and input into upward reporting.

• Set in place a culture of continuous improvement working collaboratively with global Serco divisions (including improvements to business processes and tools)

• Lead and drive best practice in risk by integrating learnings and directing change through fellow functional leads, business, sector and risk colleagues.

Qualifications

To be successful in the role you will have;

• Bachelor's Degree and 10+ years' experience in related field.

• Specific experience in risk in a multinational and/or similarly diverse service organization and a wide and detailed understanding of risk matters

• Ability to effectively communicate with and influence colleagues at all levels.

• Good understanding of the corporate needs of organizations of similar size and breadth in the areas of risk management, ideally with ERM experience.

• Knowledgeable in the impact of risk in a business as well demonstrating a specific understanding of risk process theories/practices, with the ability to deliver operational deployment in practice.

• Diplomatic and collaborative manner with the deep technical knowledge and drive to successfully influence change through influence and persuasion.

• Experience managing and coordinating teams in a matrix environment and setting, directing and successfully achieving objectives.

• Excellent planning and organizational skills to manage multiple streams of works simultaneously.

• Proven aptitude to adapt to changing business environment between detail execution and high-level strategic thinking

• Ability to work independently, productively, and part of a team

• PMP certification preferred.

Qualifications

To be successful in this role you will have:

• A Bachelor's degree

• Must have excellent verbal and written communication skills.

• Previous experience in the healthcare field

Join Serco as a HERO Operator in San Antonio, Texas!

This position is contingent upon your ability to pass a preemployment criminal history check and drug screen.

Serco supports the Texas Department of Transportation (TxDOT) by operating the free HERO patrol service program with the purpose of minimizing traffic congestion and improving highway safety by clearing damaged and disabled vehicles and debris from the travel and emergency Lanes, and providing traffic control and scene protection at incidents.

You will be part of a team that works closely with TxDOT, local law enforcement and other first responders daily.

In this role, you will:

• Assist motorists and perform incident management services during assigned shifts.

• Provide clear and accurate information regarding incidents and the response required using standard protocol to communicate with TMC Operators, law enforcement, ambulance, fire department, or towing services using radio, telephone, CAD, and e-mail.

• Services include, but are not limited to:

• Clear lane blocking traffic incidents and assist other emergency and support response personnel as requested

• Establishing traffic control and scene protection using signs, flares, cones, flagging, flashing lights, etc. during major incidents

• Providing basic first aid services in accordance with standard and necessary practices until trained emergency responders arrive on the scene

• Changing flat tires

• Adding air to low tires

• Adding gasoline

• Adding water to radiators

• Providing battery jump starts

• Perform vehicle push maneuvers when able

In this role, you will:

• Perform operational and functional inspections, repairs and maintenance on fleet vehicles and equipment

• Perform inspections, repairs, and maintenance on a variety of powered, non-powered equipment, and vehicles

• Ability to learn to work on a diverse equipment set, which includes mowers, cranes, backhoes, trailers, trenchers, bulldozers, excavators, wood chippers, asphalt laying equipment, diggers and pole setting equipment, aerial manlifts, cranes, medium and heavy trucks and mounted/non-mounted attachments.

• Operate and perform diagnosis on equipment, maintain and repair hydraulic systems, routes and replaces hydraulic lines, check system for leaks and proper operation.

• Perform diagnosis and repair of complex electrical systems.

• Perform minor welding repairs when required.

• Perform routine vehicle and equipment preventive maintenance inspections by conducting DOT inspections, inspect brakes for wear, check tire tread depths, check lights, check electrical components, replaces fluids, etc.

• Provide clear and accurate information when entering work order data into a fleet maintenance system

• A certain degree of creativity and latitude is expected.

• Work under general supervision and is a self-starter.

Qualifications

To be successful in this role you will have:

• At least 1 - 3 years of related experience on heavy on and off-road equipment (Automotive and/or Diesel training can be substituted for work experience)

• High school diploma or its equivalent

• Valid driver's license with good driving record and ability/desire to obtain a CDL within 6 months of hire

• Basic Windows System and Microsoft Office Knowledge

• Must be able to effectively communicate with customers

• Must possess necessary skills to operate and interpret diagnostic equipment

• Candidates must provide common technician hand tools

• ASE Certifications preferred or capable of gaining certifications within 12 months of hire

Additional desired experience and skills:

• Class B CDL, unrestricted

• Diesel or Automotive vocational/technical school diploma or certifications

• Hydraulic experience preferred

• Combination of Cummins, CAT, International, Allison, Vermeer, Sweeper, Ford, GM, etc. training/certification and/or 1 to 3 years of experience

• Issuing air traffic clearances.

• Providing advice based on their own observations and information from the National Weather Service, IFR control facilities, flight service stations, pilots, and other sources.

• Taking and disseminating weather observations at Limited Aviation Weather Reporting Station (LAWRS) or Supplemental Aviation Weather Reporting Station (SAWRS) facilities.

• Transferring control of aircraft to receiving facilities when aircraft leave their airspace and receiving control of aircraft coming into their airspace.

• Operating various types of equipment such as: radios, telephones, interphones, computer systems, radar, recording systems, weather equipment, light guns, airport/runway lighting systems, and backup equipment.

In this role, you will:

• Interpret specifications, drawings, blueprints, shop job orders and, process sheets.

• Use a variety of ARC and gas welding equipment to fabricate or repair products such as foundations, cable collars, cable/pipe/vent hangers, cable tubes penetrations, studs, etc.

• Perform related task such as thermal cutting (PLASMA or TORCH) and grinding.

• Have knowledge of commonly used concepts, practices, and procedures within a particular field.

• Assign work to qualified personnel.

• Train new shop personnel on machinery, tools and test equipment required for quality construction of products.

• Work onboard U.S. Naval Ships and military installations in an area that is somewhat uncomfortable due to drafts, noise, temperature variation and the like and with equipment where carelessness would probably result in minor cuts, bruises, muscle strains, serious injury, or death.

Qualifications

To be successful in this role, you will:

• A High School Diploma or equivalent and 8-10 years of AIT experience.

• Be familiar with NAVSEA, standard concepts, practices, and procedures within the field of electrical repair, fabrication, and installation.

Serco is seeking a Military Analyst to provide Combat Systems (CS)/C4I waterfront support during CG/LSD ship class modernization availabilities and reactivation; Report the status of pre-planning, production, financial, testing, restoration, and completion of modernization work accomplished by Master Ship Repair (MSR) Shipyards and Alteration Installation Teams (AIT's). These activities require interface with the responsible Naval Supervising Activity (NSA) for all MSR production and various Naval Commands and Type Commanders for AIT work and iInterfaces with equipment OEMs for systems on Navy Ships.

You will be a part of a nice size team that works closely with our Customer and other Serco teams to deliver quality systems. Bernerd Zwahlen has led this team for more than 5 years; he possesses 20 years of experience supporting shipyard modernization; and is a Navy veteran. This team has been recognized by the Navy and the industry for their outstanding contributions to the contract and program.

The Combat Systems Analyst is responsible for monitoring the execution of the Modernization work package and reactivation process; Works with responsible NSA to understand and identify all work that has been accomplished and planned production dates for completion; Serves as a technical advisor to coordinate (via conferences, meetings, correspondence, etc.), the work of a number of organizations engaged in various equipment-related functions such as supply support, maintenance, and repair; and Provides technical data necessary to establish deadlines and phase programs in and out, and to resolve wide-ranging sensitive or potentially difficult issues.

In this role, you will:

• Provide CS/C4I waterfront support as required to ensure accuracy of production events/milestones as stated by MSR and Navy field activities.

• Review integrated project schedule and provide recommendations to PMS 407.

• Provide independent assessment/verification of production schedules/progress of industry and Navy field activities via bi-weekly status reports.

• Develop and continually update progress of consolidated master production, test and sea trial schedules.

• Assist ship's Commanding Officer in assessing crew training requirements.

• Coordinate and implement all technical efforts to support the pre-planning and execution of NAVSEA modernization and reactivation for CG/LSD ship class modernization availabilities. Includes identification of alteration work packages, repair work, work specifications, design requirements, alteration material requirements, reactivation requirements, and identification of all required ILS.

• Monitors all CS/C4I testing efforts with responsible NSA and applicable Navy sponsoring Commands. Schedule is determined by the Entitled Process Milestones and milestone dates set forth by the NSA and ship.

• Participate in Lessons Learned conference and other post-installation meetings, i.e., Hot Washes and Modernization Execution Reviews.

• Demonstrate superior writing and presentation skills to develop briefings, documents, papers, conceptual, and analytical reports for clients.

• Maintain and complies with security procedures in the performance of duties.

• May provide direction, training, and assistance to other Program Manager Representative support personnel, as an expert in a particular field of endeavor.

• Perform additional duties and responsibilities as assigned.

Qualifications

To be successful in this role, you will have:

• An active DoD Issued Secret Security clearance is Required.

• Bachelor's degree in engineering or a related scientific discipline plus 5 to 7 years relevant work experience. Master's degree preferred.

Administrators review death benefits documents for validity in accordance with the Code of Federal Regulations (CFR) and Federal Retirement Thrift Investment Board (FRTIB) policies and guidelines. This includes making numerous telephone calls daily, researching and reviewing accounts, using independent judgment to resolve conflicting information and complex case scenarios, data entry, sending appropriate notices, and communicating with various entities (e.g. the FRTIB, governmental agencies, law firms, participants, and potential payees).

In the Benefits Administrator role you will:

• Thorough and comprehensive working knowledge of the particular area of work responsibility assignment.

• Must have attention to detail and time management skills, and will be responsible for maintaining a case load of up to 150 accounts at one time.

• Validity determinations and communications are made by the Administrator and are confirmed by a quality control/verification Benefits Administrator. Any claims meeting a specific set of conditions will be verified by two Benefits Administrators.

• Position may require the Benefits Administrator to function in a verification/quality control capacity by reviewing determinations made by other Administrators (to include either initial verification or secondary verification responsibilities) as well as notice verification.

• Position may also require review of legally related documents submitted as part of the Death Benefit Claim (to include but not limited to trusts, small estates, adoption paperwork, next-of-kin submissions, and disputes).

• Works under the direct supervision of a team lead and manager as applicable; may supervise an assigned workflow.

• Case research to ensure all pertinent information is obtained, any information deficiencies are resolved and to validate the information received utilizing systems applications.

• Interpreting guidance provided by the FRTIB in accordance with the Code of Federal Regulations and applying the regulations, directives, and interpretations to determine the validity of incoming documents required by the specific workflow.

• Providing timely responsive customer service to various inquiries from multiple sources and stakeholders, such as participants, confirmed or potential payees, legal representatives, and financial institutions.

• Coordination, tracking and reporting within assigned workflows or between workflows

• Ensures work is processed in a timely manner according to the requirements of the specific business function assignment.

• Communicates effectively both orally and in writing with the FRTIB and TSP Call Centers to provide information and obtain additional information pertinent to resolution of the legal case. The analyst will be required to communicate with participants, attorneys, third parties, financial institutions, government agencies, and potential (as well as confirmed) payees in accordance with the Privacy Act.
