The Senior Test & Evaluation Engineer will be part of a dynamic team supporting major systems acquisition, research and engineering on behalf of the Office of the Secretary of Defense at the Pentagon and Mark Center offices in nearby Alexandria, Virginia. You will support the senior-executive Director in the Office of the Under Secretary of Defense for Research and Engineering (OUSD(R&E)). You will be part of a team responsible for highly consequential engagements with stakeholders impacting national security and the defense capabilities of the United States. You will work closely with customers and other Serco teams to deliver quality solutions, recognized by DoD and industry as outstanding contributions in engineering program and risk management across the Defense enterprise.
This position is contingent upon your ability to maintain/transfer your active DoD Top-Secret with the ability to obtain a TS/SCI clearance.
In this role, you will:
Provide scientific and engineering technical assessment of proposed prototypes and experimentations.
Provide a quantitative/qualitative analysis of technologies from the technological industry base, services, and Government laboratories.
Validate prototypes and experimentations utilizing proven scientific analyticalmethods and high-fidelity modeling to confirm key performance parameters design specifications of prototypes.
Provide technical recommendation and reports on the rapid acquisition deployment of prototypes.
Review prototypes and experimentation proposals with recommendations but deliver findings in the form of technical reports, briefings, and executive summaries.
Provide subject matter expertise with experience in the following technical areas:
Artificial Intelligence (AI)/Machine Learning
Intelligence, Surveillance and Reconnaissance (ISR) & Electronic Warfare (EW)
Space and Stratosphere capabilities
Information Operations
Demonstration and Experimentation of key prototypes to assess the engineering design, risk, specification of a prototype in an operational but relevant environment to facilitate transition of the residual capability.
Qualifications
To be successful in the role, you will have:
Active DoD Top Secret clearance with the ability to obtain a TS/SCI clearance
Master's degree in Physical Sciences (Engineering, Chemistry, Physics, Biology, Computer Science, Information Technology, Data Science, Robotics, Computer Architecture and Machine Learning, etc.).
10+ years' experience test positions, specifically formal Developmental Test/Operational Test, and full-time testing of emerging technologies.
Military or OSD experience.
Additional technical background in one or more of the technical areas:
Cyber
Artificial Intelligence (AI)/Machine Learning.
Intelligence, Surveillance and Reconnaissance (ISR) & Electromagnetic Warfare (EW).
Space and Stratosphere.
Information Operations.
Demonstration and Experimentation.
Experience leading classified programs at the SCI level or above.
Experience in data collection and experimentation utilizing proven scientific and analytical methods and high-fidelity modeling to confirm the key performance parameters, design, and specifications of prototypes.
Must understand performance metrics and integration into existing platforms and capabilities to include operational DOTMLPF.
Ability to communicate effectively, orally and in writing, to draft clear, concise reports (often dealing with highly complex technical issues), to maintain effective working relationships, and to provide technical guidance and briefings.
Strong oral and writing communication skills and the ability to work effectively with other program offices, other USG and DoD agencies, and senior US and foreign government officials at a variety of venues.
Ability to independently plan and complete assignments; alerting the supervisor only when problems arise that would delay project or mission accomplishments. In addition, conflicts, controversy, or highly political issues are referred to the supervisor.
The ability to travel up to 10%.

The aptitude of the expert shall assess the multi-data fusion of sensor data for Processing, Exploitation and Dissemination (PED).
Intelligence, Surveillance and Reconnaissance (ISR) & Electronic Warfare (EW) to assess prototype C4ISR architectures abilities to achieve the National Defense Strategy in support of Fully Networked Command and Control (FNC2). The contractor shall also perform strategic assessment of a prototype's ability to systematically observe mission objectives and its ability to acquire, fuse, and disseminate information. The contractor shall assess various ISR payloads to evaluate performance to evaluate radars, wireless communications, and Radio Frequency (RF) propagation. The contractor shall support, technology developmental, operational and integration of the Department's ability to close strategic, operational, and tactical kill chains that are acknowledged as critical weaknesses across the services, combatant commands, and Joint Staff. This includes the ability to support weapon system targeting across all domains. Thecontractor shall assess the technical performance of EW prototypes that will enhance electromagnetic spectrum operations to maintain Spectrum Dominance.
Space and Stratosphere capabilities to evaluate and assess the design of aircraft, spacecraft,satellites, missiles, and sensor payload prototype functional capabilities according to the proposed design. Area of expertise will include hypersonic flight characteristics and technical performance analysis, Stratospheric High-Altitude Platforms as well as sensors and subsystems required to operate in the space and near space regions.
Information Operations to assess applicability of information warfare across computers, servers,mobile devices, electronic systems, networks, and data. The contractor shall evaluate the electromagnetic and digital effects of offensive and defensive information warfare to quantify the effectiveness of prototypes for military capabilities for Offensive and Defensive Information Operations.
Hypersonics to provide the analysis of the physical phenomena of shock, aerodynamic heating,entropy, real gas, low density, and the independent coefficient of Mach number to technically assess the molecular changes of hypersonic platforms and their operational performance. This initiative shall incorporate the analysis and assessment of platforms and component technologies to include propulsion, motors, sensors, avionics, and seeker technologies.
Demonstration and Experimentation of key prototypes to assess the engineering design, risk,specification of a prototype in an operational but relevant environment to facilitate transition of the residual capability. The contractor shall have experience in System Integration, Data Management, System Operability, Performance Evaluation, Cybersecurity, Regression and Safety, and User Evaluation. Experimentation shall incorporate application of employing prototypes in a future multi-domain/Joint Warfighting Concept to explore existing capabilities.
Qualifications
To be successful in the role, you will have:
Active DoD Top Secret clearance with the ability to obtain a TS/SCI
Master's Degree or higher in a recognized engineering, scientific and or technical discipline that is in a relevant field.
15+ years of Program Management experience.
Experience as a program manager providing support to contracts of a similar size, scope and complexity.
Military or OSD experience
SAP experience

As part of this dynamic team, you will be expected to bring your expertise and collaborative skills to make an impact towards our military defense and safety of our sailors.
Serco supports the US Navy as a prime for their Team Submarine contract supporting the maintenance, sustainment, and disposal of in-service submarines. The Team Submarine concept unifies once diverse submarine-related activities into a single submarine-centric organization with the goal of eliminating traditional stovepipe structures and processes that created impediments and inefficiencies in the submarine research, development, acquisition, and maintenance communities. Team Submarine provides improved communication among the various offices that contribute to the overall success of the United States Submarine Force.
In this role, you will:
Provide daily support to Financial Management team.
Provide financial analyst services including data gathering, budget and financial analysis, and trend analysis.
Be responsible for various financial functions such as budgeting, auditing, forecasting and analysis.
Create, maintain, and update financial databases and spreadsheets, and generates various financial reports as required.
Maintain appropriate records and documentation.
Be adept at designing, building, and maintaining cost database for labor and material for the contract.
Develop estimated at completion (EACs) for contract requirements, maintaining costs metrics documentation, building PMR slide, and maintaining burn rate dashboard.
Conduct analysis at the availability level as well as at the Ship Work List Number (SWLIN)level, estimating costs for Hull, Mechanical & Electrical System (HM&E),
Develop pricing for future negotiations and analyze the burn rate of these various systems to forecast delivery and potential schedule impacts.
Track invoices and develop a database for labor material and leaser hours expended on contracts.
Analyze contract changes, cost ceiling changes, and Incentive fee reservation changes to maintaining a contract costs reconciliation database every month.
Provide financial models and financial statements, applies forecasting techniques, and evaluates performance against budget submissions.
Coordinate with Branch Head and field activities to establish funding priorities.
Reconcile Spend Plans to match the Resource Management Plans.
Coordinate with the field activities to establish timely receipt of reimbursable funds.
Prepare Unclassified and Classified briefs for audiences up to and including the Flag level.
Set meetings and specified Program Integrated Product Teams (IPTs).

Qualifications
To be successful in this role, you will have:
An active or current DoD Secret clearance.
Eight to ten years' experience working within the DoD and/or the Armed Forces.

In this role, you can expect to:
Administrative oversight of the work performed by mobile service techs. Role includes ensuring techs schedule planned and unplanned maintenance requirements and properly record labor, inventory, work performed and necessary work order comments.
Review completed work orders and approve for closing. Provide feedback to techs on incorrect work order practices and unacceptable job times.
Assist with scheduling and scheduling decisions as needed. Record and report service appointments missed by customer.
Maintain and monitor a process to receive and collect customer work requests and follow up for completion.
Monitor monthly planned maintenance and ensure plans are in place for 100% completion
Maintain ongoing record of out of service fleet units, assess diagnosis and repair plan, communicate information to customer user and supervision on expected downtime and update when expected completion date isn't met.
Oversee the entry of work order information into the ARI system for payment. Communicate payment refusals to technicians and resolve administrative issues that delay payment
Coordinate with customer POC for required pre-approvals prior to commencing repairs
Support technicians with administrative /operational support for uniforms, phones, computers, tools & equipment, supplies, service truck support
Coordinate with SOC on performance of subcontracted work
Serve as primary liaison to customer on operational and administrative concerns. Communicate issues to upper management for issues that can't be resolved or are outside role responsibilities
Receive and resolve special customer requests, projects and storm support scheduling
Communicate all issues outside of the scope of responsibilities to Project Manager.

The Procurement Expeditor I is a service support level employee specialized in material control operations. Qualifications

HS Diploma or equivalent.

The Operations Specialist travels to any one of Serco's towers, many times on short notice, obtains a quick certification and then fills in as an Air Traffic Control Specialist (ATCS) or Air Traffic Manager (ATM) as needed. Extensive travel is required. Must be familiar with a variety of the field's concepts, practices, and procedures. Must rely on experience and judgment to plan and accomplish goals. A certain degree of creativity and latitude is expected. Needs to have the ability to lead and direct the work of others. Typically reports to an executive or a manager.
As an ATCS, the Operations Specialist will control air traffic on and within the vicinity of the airport according to established procedures and policies to prevent collisions and minimize delays arising from traffic congestion. They are responsible for the safe, orderly and expeditious movement of air traffic through the nation's airspace. ATCS duties include:
Answering radio calls from arriving and departing aircraft
Issuing landing/takeoff instructions
Issuing information such as runway to use, wind velocity and direction, visibility, taxiing instructions, and pertinent data on other aircraft operating in vicinity
Issuing air traffic clearances
Providing advice based on their own observations and information from the National Weather - Service, IFR control facilities, flight service stations, pilots, and other sources
Taking and disseminating weather observations at Limited Aviation Weather Reporting Station (LAWRS) or Supplemental Aviation Weather Reporting Station (SAWRS) facilities
Transferring control to receiving facilities when aircraft leave their airspace and receiving control of aircraft coming into their airspace
Operating various types of equipment such as: radios, telephones, interphones, computer systems, radar, recording systems, weather equipment, light guns, airport/runway lighting systems, and backup equipment
Alerting airport emergency crews and other designated personnel when aircraft are having flight difficulties
Coordinating with and issuing instructions to airport vehicles and personnel
Maintaining and disseminating records of daily operations
Other duties as assigned
As an ATM, the Operations Specialistmust be familiar with standard ATC concepts, practices, procedures and function as an ATCS. A manager must rely on experience and judgment to plan and accomplish goals. Duties include:
Reporting to the Area Manager
Supervising
Scheduling
Overseeing and directing training for controllers
Ensuring that all reporting requirements are met
Ensuring all facility directives and Standard Operating Procedures (SOP) are followed
Acting as a liaison with airport management and FAA at local levels

To be successful in this role, you must have:
The ability to provide onsite support at the Crystal City, Arlington, Va one of the following F-35 Joint Program Office (JPO) location no
Experience in program management, technical, or business analysis discipline, related to weapon systems acquisition and life cycle management; and a minimum of six (6) years out of 10 years of recent work experience related to analysis and planning.
Master's degree in related field or discipline, or bachelor's degree plus four years of acquisition program management experience (total of 10 years).
Possesses expertise in process improvement methodology at Black Belt (BB) level or equivalent within the past ten (10) years.
Experience in DoD applications such as at NAVAIR AIRSpeed Offices or equivalent.
Three (3) out of the past five (5) years must be practical and implementation experience. Mastery of process improvement techniques to include but not limited to: Lean, Six Sigma, Theory of Constraints, benchmarking, metric/statistical analysis, process management and improvement, and process flow charting. Certified as a CPI practitioner at the journeyman level
Knowledgeable with DoD Directive (DODD)5010.42, DoD-Wide Continuous Process Improvement/Lean Six Sigma Program, and SAEAS9100D Quality Management Systems -Requirements for Aviation, Space, and Defense Organizations
Possesses a high degree of self-initiative, and the ability to work independently and function as part of an interdisciplinary team
General knowledge of Navy/Air Force processes/organization
Must have an active secret DOD clearance

This includes ship checks, conducting Pre-Installation Checkouts (PICO), leading installation efforts, obsolete equipment rip-outs, overhauls, hardware and software upgrades, fabrication of necessary components and assemblies, and technical assistance on assemblies, units, equipment, systems, engineering changes, and alterations.
Perform post-installation checkouts, including interoperability and operational testing. Resolve any installation and safety-related issues and concerns and will report all findings to the Government.

Position Description
If you love high profile and challenging projects supporting the U.S. Navy- Serco has a great opportunity for you. This Installation / Maintenance Network Engineer position will be part of a dynamic team, working to support Naval Surface Warfare Center (NSWC) Dahlgren Division (DD) Dam Neck Activity (DNA) at Virginia Beach, Virginia. Bring your expertise and collaborative skills to make an impact towards our military defense and safety of our sailors.
This position is contingent upon your ability to maintain your active Secret Level clearance.
Serco supports the acquisition and sustainment of numerous NAVSEA Programs. Our team provide engineering and professional support services across most shipbuilding programs. You will be part of a team that works closely with the customer and other Serco divisions to deliver quality support. Serco has been supporting NAVSEA Programs for over 40 years and has been recognized by the Navy for their outstanding contributions.
In this role, you will:
Installs and maintains complex networks that typically link numerous computing platforms, operating systems, and network topologies.
Evaluates hardware and software suitable for large, complex networks. Tests and implements interface programs. Develops security procedures.
Manages network performance.
Troubleshoots and resolves complex problems to ensure minimal disruption of mission-critical applications. Maintains software inventory and network licensing information, performing updates when necessary.
Keeps current with all software patches and security alerts, applying solutions as necessary.
Maintains fault tolerant systems and manages systems backups. Familiar with a variety of the field's concepts, practices, and procedures.
Modifies network account profiles.
Responsible for local network administration, including domain controllers, file servers, proxies, backups and local network connectivity.
Qualifications
To be successful in this role, you will have:
Bachelor's Degree in relevant field and a minimum of 4 years of network engineering and experience.
Navy IT installation and maintenance experience.
SECRET security clearance is required.
Travel may be required up to 10%.
