Serco is seeking a Senior Lead, Training Developer to join the team! Telework eligible! Your experience in in Army tactical communications and military training support is needed to solve technical and policy challenges facing tactical radio communications systems for the Army's current and future forces.
Serco will support the US Army Program Executive Office: Command, Control and Communications-Tactical (PEO C3T) and the global warfighter C5ISR support plan. You will lead the development and management of training for Project Manager Tactical Radio (PM TR), Readiness Management Division (RMD), and the constituent Product Offices with Material Fielding, Integrated Product Support, Platform Integration, New Equipment Training and Field Support services.
In this role, you will:
Oversee and manage all Training Support Package (TSP) and Computer Based Training (CBT) development in order to ensure that these products are delivered within cost, on time, and within CDRL specifications
Lead training developers by providing expert guidance and assistance and is considered an expert for providing technical guidance and information to meet requirements
Review, assist and mentor employees' work for quality, accuracy of work
Coordinate work efforts with Contract Officer Representative
Establish early and continuous working relationships with project managers, contractors, subcontractors, and appropriate development and production activities during the development of training materials
Review all OEM TSP deliverables for compliance with Army regulations
Work with G-3/5/7, CCoE on TSP Verifications and Institutional Training requirements
Maintain the training materials in a current, up-to-date condition, working closely with maintenance and engineering
Serve as an expert for providing technical guidance and information to meet requirements
Prepare lesson plans, training catalogs, course materials, write instructional objectives and achieve a high standard during all training
Serve as an expert in instructional technology to include knowledge of audiovisual design and production and policies and procedures, which lead to qualification as an instructor
Design, conceptualize training scenarios, approaches, objectives, plans, tools, aids, curriculum, and other state of the art technologies, related to training and behavioral studies

Qualifications
To be successful in this role, you must have:
An active Secret clearance
Bachelor's Degree
Ten (10) years of training experience in planning, coordinating, and overseeing New Equipment Training and IKPT
Fifteen (15) relevant years of experience with tactical radio communications systems

Evaluate and balance anticipated budget expectations

Meet with customer and contractor personnel to formulate and review tasks plans and deliverable items
Ensure conformance with program tasks, schedules and costs
Manage performance, cost, and schedule of all Integrated Product Support deliverables

Serco will support the US Army Program Executive Office: Command, Control and Communications-Tactical (PEO C3T) and the global warfighter C5ISR support plan.You will lead radio update and installations and manage all installers on a given site and will ensure that all installs are completed to specification and on schedule for Project Manager Tactical Radio (PM TR), Readiness Management Division (RMD), and the constituent Product Offices with Material Fielding, Integrated Product Support, Platform Integration, New Equipment Training and Field Support services.In this role, you will:
Be responsible for review of radios and maintaining baseline (in coordination with TR engineers) of all TR installation technical drawings
Serve as an expert for providing technical guidance and information to meet requirements
Be responsible for independently designing, modifying, and constructing electronic and electro-mechanical instrumentation used in performance measurements on test and evaluation projects
Design criteria is not always standardized or well established and/or improving and updating circuit elements/equipment in order to incorporate new advances where existing technical data is not always adequate may be the objective
Be responsible for troubleshooting, installation, and maintenance of C5ISR equipment as appropriate for the task
Distinguish between hardware and software problems in multi-vendor systems
Perform fielding, installation, operations, test, preventive maintenance, troubleshooting, over the shoulder training, exercise and test support and maintenance
Provide expert technical direction and guidance to lower level technicians
Plan and perform installation, test, preventive maintenance, troubleshooting, and repair for communications equipment, electronics equipment
Provides expert technical direction and guidance to subordinate technicians

Qualifications

An active DoD Secret clearance
An Associates Degree
Ten (10) years progressive experience in installing, planning and overseeing C5ISR systems on US Army vehicles
Two (2) years experience with installing the following tactical radios communications equipment: AN/VRC-119, AN/VRC-121, AN/VRC-116, AN/VRC-117, AN/VRC-124, AN/VRC-125, AN/VRC-126, AN/VRC-127, AN/VRC-132, and AN/VRC-135
Must have hands-on or educational experience in two of the following core technical areas: electronics, network support (hardware/software), computers (hardware or software), tactical radios, satellite networks, data encryption, web-based apps, encryption devices, COMSEC, or Platforms

Serco will support the US Army Program Executive Office: Command, Control and Communications-Tactical (PEO C3T) and the global warfighter C5ISR support plan.You will lead a team of trainers to provide services to Project Manager Tactical Radio (PM TR), Readiness Management Division (RMD), and the constituent Product Offices with Material Fielding, Integrated Product Support, Platform Integration, New Equipment Training and Field Support services.
In this role, you will:
Serve as technical advisor/instructor/team leader applying an intensive practical knowledge of PEO C3T training devices, electronics, and networks to those who will be using and supporting such items
Lead the development of training materials and conducts classes in proper operation and maintenance procedures to PEO C3T programs and various agencies within the Department of Defense
Provide resident and on-site technical assistance and training (both platform and hands-on) in the operation and maintenance of assigned systems and associate items to gaining audits/installations in/from CONUS and OCONUS locations
Serve as the expert in training students in tasks required to test-operate, align, repair, service, and fault-isolate / troubleshoot the particular system to the lowest-replaceable units
Interpret and articulate signal analysis, schematic diagram analysis, block diagrams, and wiring diagrams
Inform students of the complete objective purpose of the lesson while maintaining motivation and interest throughout the entire classroom instruction
Instruct on the theory of operation along with Operation of the complete system to include electronics, computer programming, and analysis of malfunction reports, system trouble shooting, and repair up to depot level
Conduct training courses with a professional understanding of the principals of learning and teaching methods, and be able to demonstrate their ability to apply principles and methods
Provide responses and answers to questions/problems from the field
Identify the best approach training requirements, to include, but not limited to, hardware, software, simulations, course assessment and refreshment, assessment centers, oral examination, interviews, computer assisted and adaptive testing, behavior based assessment and performance, team and unit assessment and measurement

You will be a key leader in a team of 200 to 350 engineers, specialists, logisticians, and trainers to provide services to Project Manager Tactical Radio (PM TR), Readiness Management Division (RMD), and the constituent Product Offices with Material Fielding, Integrated Product Support, Platform Integration, New Equipment Training and Field Support services.
In this role, you will:
Serve a the Field Support Representative (FSR) lead for the effort
Serve as working leader to personnel and will be considered an expert for providing technical guidance and information to meet requirements
Review, assist, and mentor employee's work for quality, accuracy of work
Provide communications engineering expertise to PEO C3T in pursuit of technical and policy solutions to tactical enterprise and local area C5ISR challenges facing the Army's current and future forces
Provide technical expertise in the areas of communications network engineering, satellite communications, architecture, analysis, development, and network operations support
Be a subject matter expect (SME) with regard to next-generation technology insertion strategies and integration planning of future C5ISR capabilities
Provide analysis and assessments and test evaluation of potential high payoff communications capabilities in support of the PEO C3T global warfighter C5ISR support plan
Perform trade-off studies for system level design and material acquisition of tactical communication systems implement and test such methodologies and devices
Serve as an expert for providing technical guidance and information to meet requirements
Assures non-functioning network components are repaired/replaced in a timely manner through maintenance contracts

Qualifications

Fifteen (15) relevant years of experience with tactical radio communications systems to include the following; SINCGARS Radio Set to include legacy ASIP Radio Sets, AN/PRC-148(V)2 and (V)4s, AN/PRC-152s, High Frequency (HF) Radios Sets to include the AN/PRC-150 and AN/PRC-160, Legacy SATCOM Radios such as the AN/PSC-5C and the AN/PRC-117F/G, software defined radios such as the AN/PRC-154A/C, AN/PRC-155, AN/PRC-148C, AN/PRC-163, AN/PRC-158, and AN/PRC-162 and Tactical Networking Radios such as the AN/PRC-166, AN/PRC-168

Qualifications

Transferring control to receiving facilities when aircraft leave their airspace and receiving control of aircraft coming into their airspace.
Operating various types of equipment such as: radios, telephones, interphones, computer systems, radar, recording systems, weather equipment, light guns, airport/runway lighting systems, and backup equipment.
Alerting airport emergency crews and other designated personnel when aircraft are having flight difficulties.
Coordinating with and issuing instructions to airport vehicles and personnel.

The Serco Maritime Engineering Operation (MEO) is involved in the execution of a multitude of cutting-edge engineering projects that generate solutions to high profile and challenging problems facing both defense and commercial customers, both domestic and international. In particular, the Senior Technical Program Manager of Engineering Oversight will be responsible for assuring technical accuracy and successful budget and schedule performance of assigned projects/programs.
The Senior Technical Program Manager will report to Serco's Maritime Engineering Operations (MEO) Vice President. The MEO Operation leverages its corporate knowledge and capabilities to conceive, design, construct, support, test and evaluate high-performance maritime systems for a variety of customers. The ideal candidate will be capable of assembling, leading and/or overseeing integrated project engineering teams made up of our dynamic and talented team of engineers and naval architects, to work across multiple disciplines including, but not limited to marine engineering, mechanical engineering, electrical engineering, naval architecture, computer science, automation, robotics, fluids and thermodynamics, and materials science.
In the subject role, the Senior Technical Program Manager will work with engineering and programmatic management staffs to utilize existing capabilities and where necessary, evolve unique capabilities to ensure the highest quality deliverable products and execution of our projects/programs.
IN THIS ROLE YOU WILL:
Provide technical oversight, assessment, and analysis of maritime engineering system research, development, design, prototyping, test, and evaluation in both the hardware and software domains to adapt existing technology or develop new technology to provide solutions to current and new customers.
Oversee the design of systems and solutions, and execution of program work in accordance with program plans and schedules.
Identify solution gaps in the execution of MEO technical/engineering projects, engaging with prospective customers and/or business development leads, and oversee the architecting of solutions to complex problem sets.
Provide evaluation of and facilitate integration of engineering products from MEO Staff members, industry partners, Government Labs, and/or Warfare Centers.
Conduct independent technical assessments of programs (e.g., Program Management Plans, Preliminary Design Review (PDR), Critical Design Review (CDR), and other major milestone reviews as applicable to assess the status of design/test/evaluation efforts as well as risks and issues.
Perform ad hoc analysis and generating high quality technical reports and presentations for senior leadership to support public speaking engagements, symposium, conferences, and customer reports
Critically review engineering products and program milestone documentation and contractor deliverables to assess engineering/design equities across all phases of systems acquisition life cycle from advanced development planning, estimating, deployment decisions, and sustainment.
Provide engineering subject matter expertise and mentoring in all phases of project/program execution, to include design, modeling and simulation environments and prototyping labs, and land-based test sites.
Provide evaluation of and facilitate integration of technology components, through technology transfer, from industry and academia partners, government labs, warfare centers into architected solutions.
Serve as Principal Investigator (PI) for newly established projects until a back-fill PI is identified and continue to provide guidance and mentorship to project execution teams.
Plan solution architecting projects, to include resource allocation, defining project development team expertise requirements, identifying external-organizational partnerships, project schedule and funding requirements, technology maturation, risk quantification and mitigation, identification of regulatory constraints, drafting of solicited and unsolicited white papers and proposals.
Qualifications
TO BE SUCCESSFUL IN THIS ROLE, YOU WILL HAVE:
Secret Clearance or ability to obtain a Secret Clearance after employment.
U.S. Citizenship.
Bachelor's Degree or higher in Marine Engineering, Physics, Computer Science, or a related Engineering discipline.
15 years of relevant experience managing multi-disciplinary engineering teams executing complex projects.
Principal-level subject matter expertise in the fields of Mechanical or Marine Engineering with a strong background in the development of novel technology solutions to complex problem sets and applying those solutions to defense and commercial project/platforms.
Expert knowledge of Maritime System design and operation principles and regulations, in both the defense and commercial sector, to include International Maritime Organization (IMO), Coast Guard regulations, Navy practices and regulations, Military Standards and Handbooks, Professional Society Standards (e.g. Society of Naval Architects and Marine Engineers (SNAME), American Society of Mechanical Engineers (ASME), American Society of Naval Engineers (ASNE), and Classification Society regulations (e.g. American Bureau of Shipping).
Experience standing up development prototyping environments, combining elements of both hardware and software, using tools such as digital twin generation, software simulation, hardware emulation, hardware-in-the-loop testing, mechanical test fixtures, as well as design development, exploration, and data-driven evaluation.
Experience successfully targeting, capturing and executing a large scale, complex, high-profile engineering program(s).
ADDITIONAL DESIRED SKILLS AND QUALIFICATIONS:
Prior experience in the military or operation of a maritime system (e.g. ships, ship systems, etc.).
Prior experience as a program Principal Investigator, Chief Engineer or Solution Architect on a highly technical solution development program.
Experience in assessing project schedule and cost realism (e.g., experience in evaluating the viability and degree of optimism in project schedules).

Position Description
Marine Electrician II - Kapolei, HI
As the, Marine Electrician II, you will work on a team supporting cabling, equipment, and C5ISR system installations. You will join, fabricate, and assemble various electromechanical and electronic assemblies by applying appropriate safety techniques and the work is performed onboard U.S. Naval Ships and military installations.
You will play a critical role in ensuring that successful and safe work is performed onboard U.S. Naval Ships and our Military installations which is vital to our Mission to protect and serve our Military.
As the, Marine Electrician II, you will perform the following typical tasks:
Receive initial instructions, equipment requirements, and advice from supervisor or engineer as needed; performs recurring work independently; work is reviewed for technical adequacy or conformity with instructions including troubleshooting and correcting malfunctions.
Conduct various tests or experiments which may require minor modifications in test setups or procedures as well as subjective judgments in measurement; selects, sets up, and operates standard test equipment and records test data.
Perform assignments that are not completely standardized or prescribed such as: Constructs components, subunits, or simple models or adapts standard equipment.
Gather and maintains specified records of engineering data such as tests, drawings, etc.; performs computations by substituting numbers in specified formulas; plots data and draws simple curves and graphs.
Perform simple or routine tasks or tests such as tensile or hardness tests; operates and adjusts simple test equipment; records test data.
Rely on your experience and judgment to plan and accomplish goals and you will typically report to a supervisor in a safe work environment.
Qualifications
To be successful in this role, you must have the following:
Requires a High School diploma or equivalent and3 - 5 years of AIT Installation experience.
Have an OSHA 10 certification or able to obtain the certification
Must be able to have the ability to work in areas with drafts, noise, and temperature variation.
Must be able to work in high heat spaces, climb shipyard dry dock stairs/ladders, work in kneeling position for layout of cable runs under false decking, lift up to 50 pounds with 80% of work requiring carrying, pushing, and/or pulling up to 40 pounds for majority of shift while being in a standing, crouching, or walking position. Attention to safety critical.
Applicant must be familiar with NAVSEA, standard concepts, practices, and procedures within the field of electrical repair, fabrication, and installation.
Applicant must be able to get respirator qualified and wear proper PPE throughout their work shift.
Applicant must be willing to work second shift and willing to work more than 40 hours work weeks.
Ability to travel if necessary
This position supports a U.S. Government Contract whose terms require Serco to staff it only with U.S. Citizens, be able to obtain gain access to shipyards (NAVSTA & DBIDS), undergo a background investigation and pass a drug screening.
